#1 It suggests a rather widespread problem that hasn't been gotten under control, and they're under intense pressure from upset customers.

It's after all, a gov't agency. Expectation management should be standard procedure.

#3 In southwest Ohio all the Blue mail boxes operate from the same key. The key was stolen about a year ago. No effort to install locks with a different key....
