#1 "These cartels use Pak sources to facilitate the acquisition of chemicals required to produce drugs." The Pakistan military intelligence ISI has been directly involved in the Afghan drug trade for more than half a century.
There is no sense in asking for CIA/DIA studies on this; the USA has funded Pakistan for longer than that, and no one in Washington wants to reveal that history of policy failure. Check back in 75 years.

The US is still giving the Afghans $1 billion/year and The United Nations and humanitarian agencies have revised the budget for Afghanistan's aid plan for 2023 to $32 billion, down from $4.6 billion earlier in the year, the U.N. humanitarian office said on Monday.. The Taliban, of course, get first dibs.
