Govt, PTI trade blame after policeman gunned down during raid in Lahore last night
Note that originally — at the bottom of the article — there was the promise to allow the march, then suddenly the decision was made to arrest everyone.
[Dawn] Federal ministers and PTI leaders blamed each other on Tuesday in the aftermath of the killing of a policeman who was shot full of holes during a raid in Lahore against people "taking the law into their own hands" last night.

Kamal Ahmad, a police constable, was killed during an operation in Lahore's Model Town locality last night after an unidentified person opened fire on him, Lahore DIG Operations Sohail Chaudhry told news hounds outside a hospital.

The raid coincided with the post-midnight police crackdown on PTI leaders' residences, ahead of the party's planned long march to Islamabad on May 25 (tomorrow).

DIG Chaudhry, without naming any political party, said the police was cracking down on activists who were "taking the law into their own hands and doing hooliganism".

When the police party reached the home of an activist — Sajid Hussain, against whom the police filed an FIR afterwards — an unidentified person opened fire from its rooftop, the DIG said.

"A bullet hit the upper part of the constable's chest, which is a very critical area. A lot of effort was made [to save him] but when we reached here (the hospital), he had become frail."

The policeman later succumbed to his wounds, DIG Chaudhry said. He vowed that the person responsible for the firing would not be able to escape and raids were being conducted to arrest him.

FIR FILED
A first information report (FIR) filed later notably does not mention the police operation was linked to the raids on PTI leaders, but does identify the alleged shooter.

The FIR stated that a police party, during a search operation in Model Town, rang the doorbell of Hussain's house at 1:40am. Shortly afterwards, two "armed people", identified as Sajid Hussain and Akrama Bukhari, appeared on the terrace and Hussain asked in a "threatening tone" why they (police) had come to his house late at night, it said.

The police party responded that they were conducting a search operation regarding tenancy, according to the FIR. However Hussain and his son became angry and started "threatening the officials with dire consequences".

"Hussain asked his son Bukhari to fire straight at the police party. Bukhari, with the intention of killing, fired straight at the police party. A bullet struck the chest of Constable Kamal Ahmad, who was standing outside the house."

Hussain also fired at the police party and a bullet hit the government vehicle, the FIR stated. The constable went titzup, it added.

The FIR was registered under Sections 302 (murder), 34 (common intention), 324 (attempt to murder), 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servant from discharge of his duty) and 427 (causing damage) of the Pakistain Penal Code, and Section 7 of Anti-Terrorism Act.

Both Hussain and his son Bukhari were arrested later, police said.

There were reports of late-night police action at the homes of former federal minister Hammad Azhar in Lahore, while the Lal Haveli residence of Sheikh Rashid Ahmed as well as the homes of Fayyazul Hasan Chohan and Ijaz Khan Jazi in Rawalpindi were also purportedly raided.

In addition, former information minister Fawad Chaudhry also claimed in a tweet that his home in Islamabad was under observation, which was why he had left for Jhelum.

Videos circulating on social media purportedly showed police raiding the homes of other Punjab-based PTI leaders, including Usman Dar, Malik Waqar Ahmed, Engineer Kashif Kharal, Mazhar Iqbal Gujjar and others.

GOVT, PTI TRADE BLAME
In a statement issued on Tuesday, Interior Minister Rana Sanaullah termed the policeman's killing "proof that [former prime minister and PTI Chairman] Imran Khan is a terrorist".

"Kamal Ahmad's killers are Imran Khan, Sheikh Rashid and their followers," he claimed and vowed to hold the planners of the "khooni (bloody) march" accountable.

The interior minister also claimed that Imran wanted to start a civil war in the country in the guise of the long march.

"We will prevent civil war, chaos and disorder in the country through the law," he stressed.

former information minister and PTI leader Fawad Chaudhry claimed that police officials had "misbehaved" with women and kiddies and "tortured" people. Over 450 workers, including women, were taken into custody, he claimed.

"Ex-servicemen and people who are retired from civil institutions were also targeted. According to the reports, the family of a retired major shot up forced entry into their home after midnight believing they were robbers."

As a result, the policeman lost his life, he added and claimed that Sanaullah and Hamza were responsible for the incident.

Fawad said the police had conducted raids on 1,100 homes last night and entered people's houses without any warrants.

SECTION 144 IMPOSED IN PUNJAB
Later in the day, PML-N Deputy Secretary General Attaullah Tarar told a presser in Lahore that Section 144 was being imposed in the province, adding that the government had taken the decision after consulting with its allies.

He came down hard on the PTI, saying that they wanted to disrupt peace and spread anarchy in the province. "What was Constable Kamal Ahmad's fault? [...] What answer will you give to the five children he has left behind? Have you lost all of your humanity?" he asked.

The PML-N leader maintained that the official was merely performing his duty when PTI workers opened fire on him from the roof. He also called out the PTI chairman for "hiding" in Khyber-Pakhtunkhwa and alleged that he had directed party workers to collect weapons in an effort to disrupt peace in the province.

LATE-NIGHT CRACKDOWN
The opposition party's fears were realised late on Monday night, when despite assurances that their leaders will not be targeted or arrested ahead of the planned march on the capital, police raided the residences of several key PTI figures.

PTI chairman Imran had, on Sunday, announced the PTI's plans to hold an 'Azadi March' on Islamabad on May 25 (tomorrow), reportedly after talks with the establishment over early polls fell flat.

The police action was in stark contrast to the resolve expressed by PM Shehbaz’s spokesperson, who had claimed earlier in the day it had been decided not to arrest any PTI worker ahead of the long march.

Even Planning Minister Ahsan Iqbal had made the same commitment when he said that the "coalition government believes in democracy and respects the right to protest". He claimed that as long as whatever Imran Khan does is within the boundaries of the law and Constitution, it would be accepted while the government will deal with protesters if there is any violation.

Hammad Azhar tweeted just before midnight that police had raided his house to arrest him, but that he managed to evade capture. Talking to news hounds, his mother claimed that a heavy police contingent had first knocked at their door before entering to search for her son.

After the incident, former Punjab health minister Yasmeen Rashid reached Azhar's residence and started a sit-in to protest the police action. Footage circulating on social media showed the former Punjab health minister, a cancer survivor, seated on the pavement as police vehicles were visible in the background.

Police officials allegedly caught burying torture victim

[DAWN] A man allegedly picked up by the police from his place of work two weeks ago was found murdered in the fields of Guliana on the second day of Eidul Azha, leading to the registration of a murder case against a sub-inspector and others on Tuesday.

The accused sub-inspector has been suspended following the registration of the case, but has yet to be arrested.

Saddar Division Superintendent of Police (SP) Rai Mazhar Iqbal told Dawn that no arrests have been made in connection with the murder so far. He claimed the investigation into the case will be carried out "purely on merit" and whoever is found guilty will be treated according to the law. He reiterated: "Investigation will be conducted on merit, merit and purely on merit."

The initial post-mortem report suggests that the victim was tortured.

In his FIR, the victim’s brother, Chehari resident Ghulam Abbas said that on July 27, four people in police uniforms led by a sub-inspector came to his home and the sub-inspector introduced himself as a station house officer.

He said the officials were travelling in four vehicles, one of which was a double-cabin police vehicle.

He said the police entered his home and took him and Sohail Gondal into custody and asked them about the whereabouts of his brother Mohammad Ilyas. Ilyas worked as a tractor driver for Shaukat Ali.

He said they accompanied the police to Shaukat Ali’s home in Mandra at dawn and found Ilyas before he started work. Ilyas was taken into custody by the sub-inspector and driven away in a private car.

Mr Abbas said that when he asked what crime his brother committed, the sub-inspector told him his brother was involved in a car deal. He said that despite their efforts they could not find any information on his brother because the police had taken him to Gujar Khan.

He said that on Tuesday, they were informed that the police had taken Ilyas’ body to the Gujar Khan Tehsil Headquarters Hospital and were preparing to bury him after declaring him an ’unclaimed body’.

He claimed that his brother’s tortured body was left in a deserted area on Guliana Road on Monday night, and Tuesday morning the sub-inspector and other police officials were preparing to bury the body as an unidentified individual.

He said he reached the site where they allegedly planned to bury his brother after he learned of the plan.

Mr Abbas said that when he saw his brother’s body, he found that he had been tortured. He then told police high-ups that his brother was illegally detained and tortured to death by police, after which a murder case was registered against the police officials.

Local residents and the victim’s relatives later blocked the G.T. Road to protest the police’s actions.

Station House Officer Chaudhry Ilyas said he was only posted to his office a couple of days ago, and the victim’s detention and custody was not in the notice of the cop shoppe.

He said the accused sub-inspector may have kept the victim at a personal location, adding that an FIR has been registered against him and unidentified accomplices.

He said the accused official beat feet from the graveyard and raids are being carried out to apprehend him.

Rawalpindi City Police Officer (CPO) Deputy Inspector General of Police Mohammad Faisal Rana took notice of the body found in the jurisdiction of the Gujar Khan cop shoppe whose heirs have claimed the victim died under police violence.

The CPO said that a case may be filed after obtaining a written application from the heirs of the dear departed.

A case was registered under section 302/34 with the Gujar Khan police.

Police officials accused in gang rape dismissed from service

ALPINDI: All three police officials accused of involvement in a gang rape case have been dismissed from service, and the victim’s stolen money has been recovered from the suspects, Superintendent of Police (SP) Saddar Rai Mazhar Iqbal said on Sunday.

Addressing a presser, he said that the forensic laboratory report on DNA has not yet been received, but samples from all the suspects and the victim have been sent for testing.

He said the victim was offered police security and the option to move to Darul Aman, which she refused.

He said the police would move according to the law after the DNA report is received. He added that all three accused constables have been tossed in the calaboose

The victim earlier this week had disputed an earlier statement she recorded with the magistrate, in which she had alleged that she was raped by four people including three police officials.

She told Area Magistrate Sumaira Alamgeer that she wanted to record a new statement because her last one was made under pressure.

Mr Iqbal said that the four suspects were arrested soon after the victim’s complaint was heard, and she recorded a statement in the court of the area magistrate on May 24 in which she identified the suspects.

She later told the area magistrate that she had been influenced and pressured by the media and NGOs to record her statement before the court. She also prayed for the cancellation of her earlier statement and sought to record a new one, which she said would be made of her own free will.

However,

the area magistrate rejected her prayer and said she could not record another statement, and that her earlier statement was recorded of her own will and without pressure.

The four suspects were brought to the court of the judicial magistrate for further extension of their physical remand for another five days, but the judicial magistrate rejected the request and sent them to jail until June 11.

The victim was assaulted while she was out for Sehri in Bahria Town Phase-8 on the night between May 15 and May 16.

She alleged in her FIR that she was kidnapped and sexually assaulted by four people including three police officials.

Rape victim seeks to record new statement before magistrate

[DAWN] RAWALPINDI: A woman who alleged that she was raped by four people including three police officials has disputed her earlier statement recorded with the magistrate, telling the court that she wanted to record another statement because she had previously been pressured.

Superintendent of Police (SP) Saddar Circle Rai Mazhar Iqbal called a hurried press briefing after the woman spoke before area magistrate, saying that they were with the victim and justice would be done. He said complete investigation would be carried out to ascertain whether the victim was being pressured.

Mr Iqbal said that soon after the victim lodged her complaint, all three of the police officials she named as well as the fourth suspect were enjugged

The victim prayed before the area magistrate on Tuesday asking to record her statement again and seeking the re-examination of her earlier statement.

She said she had been influenced and pressured by the media and focal persons from NGOs who forced her to record her statement before the court.

In her application, she blamed the police for nominating the three police officials, saying that all the suspects were nominated in the FIR at the instigation of police and NGOs’ focal persons. She said the nominated suspects were not involved and were falsely implicated by the police.

She asked the court to cancel her earlier statement and record a new one, which she said was of her own free will.

the police produced the four suspects in the court of the judicial magistrate for a five-day extension in their physical remand, as the police have recovered the gold ring and the money mentioned by the victim.

In view of the victim’s new application, judicial magistrate Mohammad Arshad turned down the request for an extension and sent the suspects to judicial lock-up. He directed the police to produce them in court on June 11 along with the case file and report.

The victim has alleged that she was in Bahria Town Phase 8 for Sehri on the night between 15 and 16 May when she was kidnapped and raped by four people, including three police officials.

Woman shot dead by kin over ‘honour’

[DAWN] GUJRAT: A lady health worker, who was a mother of two children, was bumped off at her house by her sister’s husband over "honour" at Chakrian village in Kunjah police precincts on Sunday.

Police said the suspect, Khawar Imran, who fled soon after the incident was a vice-chairman of the Lungey union council. He allegedly had suspicion about the character of the victim, Bushra Parveen (35), who worked as a lady health worker. She had two children -- a daughter and a son.

According to police, the suspect entered the house of Bushra and shot up her with a Kalashnikov, killing her on spot.

A case has been lodged against the suspect under section 302 of the Pakistain Penal Code (PPC) on the report of Mazhar Iqbal, the husband of the dear departed woman.

The dead body was handed over to the relatives of the dear departed after autopsy conducted at the Aziz Bhatti Shaheed Teaching Hospital.

Kidnapping case: accused to undergo medical examination to determine gender

[DAWN] Mehnil Ahmed is expected to arrive in Multan on Monday (today) for a medical examination which will determine his gender. The result will determine whether or not he can stay married to his wife.

The examination was ordered after police submitted a report to court saying that Ahmed was born female but had married Ayesha Sajjad, whose mother has filed a case to retrieve her daughter.

Mehnil Ahmed, a resident of Kot Sultan, Layyah district, had married Ayesha, a resident of Taunsa Sharif, on April 26 in Multan.

On June 25, Najma Sajjad, Ayesha’s mother, filed an abduction case at the Taunsa Sharif city cop shoppe, stating that Ahmed had kidnapped her daughter, who was at most 18 years old, with the help of five others on June 22. She said that Ahmed had previously kidnapped her daughter for three days and returned her to her family on June 10.

Ayesha then filed a petition in the Multan bench of the Lahore High Court, through her counsel Mian Bashir Ahmed Bhatti, on July 2, requesting the court to quash the police case against her husband and his relatives. She said that she was 22 years old and had married Ahmed of her free will. She told the court that her family wanted to marry her off to someone else, which was why they had filed a fabricated and false case with the police. She said that she had not been kidnapped or forced to marry Ahmed, but her mother was now trying to force her to end her marriage and be with someone who was unacceptable to her.

She said that she had discussed the matter with the SHO overseeing the case, but it was obvious that the police were favouring her mother.

Ayesha requested the court to quash the case in the interest of justice.

Justice Shahid Bilal Hassan, on July 4, directed the SHO to submit a report on the matter. In a criminal miscellaneous petition, the court granted the accused a week’s protective bail.

In another petition on July 23, Ayesha claimed that police had not followed court directions [to submit a report] and were harassing her and the accused. She requested the court to direct the SHO not to harass and pressurise her or the accused till a final decision on the main petition.

On July 25, Justice Mazhar Iqbal Sidhu directed the police not to harass the couple and to appear before the court with complete case records at the next case hearing. The police submitted its report the next day.

The report claimed that Ahmed’s gender had changed and that he had been living at Ayesha’s house for a year. It stated that a copy of the protective bail was received on July 5 but neither the petitioner nor the accused had joined police investigations.

The report said that the matter of the marriage was complicated because Ahmed was born female and was named Nazia Ahmed Hassan. It said a medical examination regarding the gender change was required.

On September 6, Ms Najma filed a civil miscellaneous petition through her counsel Sajjad Hussain Khan Malazai, stating that Ahmed and his family had pressured her daughter to file a plea seeking quashment of the FIR.

She claimed that the nikahnama, provided by the accused, and the contract of marriage were illegal. "It is necessary in these circumstances and also a requirement of law to separate the chaff from the grain regarding the gender change," she stated.

She demanded a complete medical examination of Ahmed, terming it crucial for conclusion of the matter.

On November 30, Justice Ali Baqir Najafi ordered that Ahmed be medically examined on December 5 to ascertain his biological sex. The next hearing of the case will be held on Dec 8.

Ayesha’s counsel Usman Bhatti said the case should have been concluded after the allegedly kidnapped person had confirmed that she was not kidnapped. "Ahmed’s signs of a gender change are clear and the results of a medical examination will confirm that he is a male," he added.

India willing to share Mumbai attack evidence with Pakistan

[DAWN] The Foreign Office on Friday said India has expressed its readiness to share material evidence regarding the Mumbai attacks with Pakistain.

"In reply to the Foreign Secretary of Pakistain’s letter, dated September 8, 2015, the Indian Foreign Secretary, in his letter of September 6, 2016, has expressed India’s readiness to share the material evidence, which Pakistain had been seeking for quite some time for the Mumbai trial," said Nafees Zakaria, spokesperson for the Foreign Office.

The spokesperson added that the material evidence and cross examination of prosecution witnesses is needed to proceed further with the trial in Pakistain as per the law of the land.

"Legal aspects and modalities of the proposal contained in the Indian Foreign Secretary’s letter are current being examined by our legal experts," elaborated Zakaria.

Earlier in August, the arrest of an alleged financier of the 2008 Mumbai terrorist attacks has been termed a breakthrough in the otherwise stalled case, but it may delay the conclusion of the trial pending in an anti-terrorism court (ATC) since 2009.

In January, Islamabad asked the Indian government to send the 24 witnesses to Pakistain to testify against the seven suspects, including Zakiur Rehman Lakhvi

Lakhvi and the other suspects -- Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younus Anjum -- are being tried by the ATC in Islamabad.

The prosecution completed the testimony of the 68 Pak witnesses earlier this year.

[PTINEWS] The alleged financier of the 2008 Mumbai terror attack, who supplied nearly Rs 4 million to the LeT men, has been sent to judicial remand after the Pak anti-terrorism court hearing the case did not allow the FIA to have his custody for more days.

(LeT) operations commander Zaki-ur Rehman Lakhvi, the criminal mastermind of the Mumbai attack, is living at some holy man's guesthouse an undisclosed location after being released from jail on bail over a year ago.

The anti-terrorism court sent Zafar on the judicial remand on Saturday noting that the Federal Investigation Agency had been given enough time to probe the suspect, a source in the FIA told PTI today.

"The FIA has interrogated Zafar for providing financial assistance to the co-accused in the Mumbai case besides his connection with the holy warriors and the LeT. He was also interrogated for the channel/source from which he got the huge sum of money to provide it to the co-accused," he said.

According to court documents, the other suspects who allegedly arranged funds for the attacks include undertrial Ahmed and Anjum and proclaimed offenders Mohammad Usman Zia, Mukhtar Ahmed, Abbas Nasir and Javed Iqbal.

The FIA wanted more time to investigate him further, the source said, adding that the agency would indict him along with the seven other suspects of the case in the trial court after completing his challan.

The trial court will resume the hearing of the case on September 7 after over a month-long court summer vacation.

Defence lawyers are of the view that indicting Zafar along with the seven accused may further delay the conclusion of the case, which has been pending in an anti-terrorism court (ATC) since 2009, due to repeating the exercise of cross- examining witnesses in the light of the new arrest.

(LeT) activists - its operations commander Zaki-ur Rehman Lakhvi, Abdul Wajid, Mazhar Iqbal, Hamad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younis Anjum - with abetment to murder, attempted murder, planning and executing the Mumbai attack.

The case has been underway in the country for more than six years.

Lakhvi, the criminal mastermind of the Mumbai attack, is living at some holy man's guesthouse an undisclosed location after getting released from jail on bail over a year ago.

The other six suspects are in Adiala Jail in Rawalpindi.

The trial proceedings have come to a halt as India is yet to send 24 witnesses to Pakistain for recording of their statements in the trial court. Pakistain says the trial cannot be concluded unless India sends its nationals for recording their statements in the case.

As many as 166 people were killed and over 250 injured in the attack carried out by 10 LeT men.

Nine assailants were killed while the lone survivor, Ajmal Kasab, was captured and later executed.

Official summoned in Mumbai attack case

[DAWN] ISLAMABAD: An anti-terrorism court (ATC) on Friday summoned a director general (DG) of foreign ministry to brief the court on the efforts the ministry had made with regard to the production of 24 Indian prosecution witnesses in Mumbai attack case.

ATC judge Sohail Ikram ordered the DG of South Asia Desk to appear in court on July 27.

During the hearing, the ATC judge asked the FIA officials about their progress on procuring the attendance of Indian witnesses.

The FIA officials informed the court that they could not directly interact with the Indian High Commission for summoning of witnesses as it was South Asian Desk of the foreign affairs ministry’s job.

Earlier, Pakistain asked India to allow 24 witnesses in the case to appear before ATC in Islamabad in an effort to conclude the trial.

A three-judge LHC bench headed by Justice Syed Mazahar Ali Akbar Naqvi and comprising Justice Mazhar Iqbal Sidhu and Justice Erum Sajjad Gull was hearing separate cases initiated by Advocate Aftab Virk, Abdullah Malik and others against the MQM supremo.
