Bangladesh arrests 15 extremist suspects in major sweep

Blasts rock Shibir office in Chittagong during police raid

The incident took place in Chandanpura area of the city’s Chawkbazar around 7:45pm on Saturday, Chittagong Metropolitan Police’s (CMP) Additional Commissioner Amena Begum told the Dhaka Tribune.

She said the blasts inside the Shibir office occurred about 15 minutes into a regular block raid of CMP in that area and afterwards led police to raid that building.

No casualties were reported.

CMP Assistant Deputy Commissioner Shah Md Abdur Rouf confirmed the Dhaka Tribune that they had heard at least five to seven powerful kabooms in the three-storey building.

He said the bomb disposal unit searched the building and Shibir office for more explosives.

Later, CMP Deputy Commissioner Mehedi Hasan said that six handmade bombs were recovered during the search in a room of that office, reports UNB.

He said no arrests were also made as the Shibir leaders and activists who were there at the time of the blast had managed to flee the scene.

The group also planned robbing banks to raise funds. But most of its members including the second-in-command, Maulana Nurullah Kashemi, were arrested before committing the robbery at a private bank in Saidpur.

Both Asad and Kashemi met with Rouf at the jail before launching the platform in October last year, officials at the Detective Branch of police say.

Asad completed his LLB from Darul Ihsan University, but did not get a job anywhere. He then started working as an assistant of a lawyer at the Dhaka Judge's Court. But since the pay was tiny, he had to lend money from his relatives and other lawyers.

"He was feeling helpless, and at some point decided to change the society and the people through jihad," DB Joint Commissioner Monirul Islam told news hounds yesterday.

Brother of the HuJIB chief often went to the court to deal with Rouf's cases and came in contact with Asad.

Kashemi had served as resident preacher at a mosque while staying in Kuwait. Returning home recently, he opened a branch of Al-Azhar University of Egypt. But failing to make profit from the business, he shut it down. He later started writing Islamic books and giving sermons at different religious functions. During his bad times, Kashemi contacted a number of people to do something significant for Islam, but none supported him. Then he met Asad, who took him to Rouf.

The group was recruiting students from madrasas and private universities with radical views as members, and working to send them to the Middle East as IS fighters after training in Shariatpur and some bordering areas in the northern part of the country.

"Asad was planning to go abroad to collect funds," Monirul said.

The platform had invited the members of all banned and little-known krazed killer organizations to work together to establish a Shariah state by undermining the democratic process, castigating the rulers and terrorising the secular forces and the law enforcers.

A team of counter-terrorism and transnational crime unit of the DB police arrested Asad and Firoz Md Tomal, the key financier of Bangladesh Jihadi Group, during a drive in the capital's Mohammadpur area.

Detectives also recovered three foreign pistols, 16 rounds of bullet, 1kg explosives and two laptops from their possessions, Monirul said.

A case was filed against the arrestees with Mohammadpur police under the Anti-Terrorism Act. They were placed on a five-day remand yesterday by a Dhaka court.

The duo were arrested on information given by the nine members of the group including Kashemi held on June 7. Their explosives suppliers, a lab assistant of Dhaka University and three others, were arrested on June 16.

Ex-defence, police trained recruits

As part of their plan to provide extensive training to the new recruits, the Jihadi Group leaders were trying to convince terminated and retired officials of different forces to work as trainers, Monirul said adding that some of them had already agreed to assist the group.

Once the training was completed, their target was to send the members to Syria to work for IS. On return, they were supposed to work to establish Shariah rule in Bangladesh.

Tomal financed

Hailing from a rich family, Tomal had completed graduation on electrical engineering at Independent University of Bangladesh. His father, an assistant commissioner of customs, has at least 17 houses and flats in the capital. Tomal used to collect the rents, Monirul said.

"Tomal used to finance the outfit through Asad. But as it was difficult to run the outfit only by one financier, they were planning to conduct bank robbery."

Both the arrestees admitted that Tomal owned the recovered pistols.

Sanowar Hossain, additional deputy commissioner of DB police, told the Dhaka Tribune that they had got identities of 25-30 members of the group and hoped that the others would be arrested

Farabi on March 2 for his alleged involvement in the attack on US citizen Avijit Roy, also the founder of Mukto-Mona blog, and his wife, co-blogger Rafida Ahmed Bonya on February 26. Avijit died in a hospital the same night while critically injured Bonya was flown to USA after receiving treatment in the capital.

After his arrest, Farabi denied his involvement, but mentioned that the science writer had got what he deserved for mocking religion. Elite force RAB claimed that they had proof of Farabi's involvement with the killing.

On March 3, a Dhaka court placed him on 10-day remand in the murder case filed with Shahbagh police by Avijit's father Prof Ajoy Roy.

He was remanded for five more days on March 14 in a fresh case filed against him for giving death threats to Avijit, bloggers Asif Mohiuddin and Parvez Alam, and a newspaper editor on Facebook. Farabi was placed on a four-day remand on March 20 in the same case.

The Shibir high-command has allegedly instructed its leaders to visit different district and other units with a view to bridging the gap with root-level activists and fortify the ongoing anti-government movement.

"Shibir's Central Executive Committee Member Enamul Kabir came to Chittagong on February 12 with a written message from its President Abdul Jabbar for handing it over to city (north) unit President Nurul Amin," Kotwali circle Assistant Commissioner Shah Muhammad Abdur Rouf told news hounds yesterday.

Acting on a tip-off, police conducted a drive in Bogar Beel area under Bakalia cop shoppe around 10pm on Friday and nabbed Enamul and city unit leaders Mushfique Abrar and Golam Mostafa while holding a secret meeting in the dead of night, he said.

The letter says coordination among the leaders and activists during the movement is so poor that the government cannot be removed with this strength.

Therefore, Chittagong's root-level leaders and activists have been instructed to stay united under the leadership of former Jamaat politician Shahjahan Chowdhury.

Three die in 'gunfights' in 3 districts

in the recent spate of "shootouts" across the country, including Dhaka, topped 20.

In the capital, a Chhatra Shibir activist named Jasim Uddin was killed in a "shootout" with police in Mirpur's Taltola early yesterday.

The 23-year-old was a Fazil student at Kazipara Madrasa and was the ninth victim of "shootouts" in the capital during the indefinite blockade, but police made two differing statements about his death.

Sher-e-Bangla Nagar police said the bullet-hit body of the young man was recovered from Taltola around 3:30am. Sub-Inspector of the cop shoppe Abdur Rouf carried out an inquest into the death and said in the report that the body had several holes in the chest and face.

But Dhaka Metropolitan Police later changed the statement and said it was a shootout incident. They accused Jasim of being involved in an attack on a police sergeant named Golam Mawla in Shyamoli on Saturday.

Masudur Rahman, deputy commissioner (media and public relations) of Dhaka Metropolitan Police, said Jasim was detained from Agargaon for his suspected involvement in the attack and police then took him with them during an operation where his cohorts opened fire.

"Police fired back and Jasim was injured in the shootout. He later died in a local clinic," he said.

He also said an executive magistrate would carry out an inquest into Jasim's death.

But no police official agreed to talk about the contradictory statements on the incident.

The body was sent to Dhaka Medical College morgue for an appointment with Dr. Quincy and morgue officials said the body bore marks of eight to nine bullet injuries but not a single bullet was found inside.

The victim's brother Anisur Rahman said Jasim went missing in Adabar on Saturday.

14 Huji men freshly indicted after revising charges

Judge Shahed Nur Uddin of the Speedy Trial Tribunal 1 reframed the charges yesterday following a prosecution petition.

In the petition filed on August 7, special public prosecutor Abu Abdullah Bhuiyan mentioned that the HuJI men had earlier been charged in the case under a wrong section of law.

After the framing of charges under sections 3 and 6 of the Explosive Substances Act, the court has fixed September 21 for further trial of the case.

So far, seven witnesses have testified in the case. The court said on September 21 it would decide on whether to recall the seven witnesses or continue deposition of the other witnesses.

On April 16, 2009, the then metropolitan sessions judge ANM Bashir Ullah framed the charges under section 26 of the Special Powers Act and section 3 of the Explosive Substances Act.

As per the two sections of the Explosive Substances Act, if found guilty, the accused would be handed down death penalty. Of the 14 accused, nine including Mufti Hannan are in jail while the rest on the run.

In the killing case lodged over the same incident, a Dhaka court on June 23 handed down death penalty to eight HuJI members, including Hannan, and sentenced six others to life imprisonment.

Later the prosecution filed a petition to reframe the charges upon a Supreme Court directive in the case which was sought in 2009.

Ten people were killed and scores injured in the blast on April 14, 2001 while cultural group Chhayanaut was performing at the Bangla year celebrations. Two cases were filed with the Ramna police -- one for murder and the other for possession and use of explosive substances.

The Criminal Investigation Department pressed charges on December 30, 2008 in both the cases. The other accused are Arif Hasan alias Suman alias Abdur Razzak, Maulana Akbar Hossain alias Helal Uddin, Alhaj Maulana Md Tajuddin (absconding), Hafez Jahangir Alam Badar (absconding), Maulana Abu Bakar alias Hafez Selim Hawlader (absconding), Mufti Shafiqur Rahman (absconding), Mufti Abdul Hye (absconding), Hafez Maulana Yahiya, Maulana Shawkat Osman alias Sheikh Farid, Maulana Sabbir alias Abdul Hannan, Maulana Abu Taher, Shahadat Ullah alias Jewel and Maulana Abdur Rouf.

Mufti Hannan is facing charges in 24 other cases. In his statement made on November 19, 2006, he said they had carried out the attack since the programme was "anti-Islamic."

members were sentenced to life term imprisonment for conspiracy, plotting and carrying out the attack on commoners who were visiting the place to observe the day, 13 years back, on April 14.

Judge Ruhul Amin of the Second Additional Metropolitan Sessions Judge's Court of Dhaka read out the verdict in a jam-packed courtroom amid tight security measures yesterday morning.

The court also fined the 14 convicts Tk50,000 each.

Before reading out the sentences, the judge, in his observation, said the incident had no political link, and that the case was not a political one. Those who had died had gone to the place with their family members, kith and kin and children to celebrate the Bangla New Year. They were common people.

This celebration is not meant for any particular party, class, ideology, group or religion. That day, several thousand people of different religions, castes, groups, sexes and ages gathered at the venue.

The judge said from the confessional statements of the accused and depositions of witnesses, the court learned that two powerful bombs had been planted technically in the spot early in the morning, hours before the programme began.

According to bomb experts, two remote control devices were used to detonate the bombs.

The first bomb went kaboom! around 8:05am and the other 10-15 minutes later. Seven innocent people was struck down in his prime during the first kaboom and 20-25 people sustained injuries. Later three persons died at hospitals while undergoing treatment.

"The attackers did not target any certain person, object or group. The [organiser] Chhayanaut is also a non-political organization," the judge said.

"The motive of the attacks was to create political turmoil and panic, to pollute the cultural arena and stop cultural activities in the country. What the attackers and the planners did that day was heinous, barbaric and cruel. There is no scope to show sympathy or favour them," the court observed.

According to the accounts of the accused, there was no religious or social clash between the attackers and the victims. It was an attack on Bengali culture so that the people refrained from celebrating the day.

"It is one of the most heinous, barbaric and shameful attacks on general people since the country's War of Independence," the court said.

During the trial proceedings, six of the injured gave their depositions while eight more people who were present on the spot described the incident before the court. The other witnesses included eight relatives of the victims.

The court said the prosecution had succeeded in proving the charges against the accused based on the witness accounts and documents. Confessional statements of three accused, especially HuJI chief Mufti Hannan's statement, had helped the court to draw its conclusion. In his statement made on November 19, 2006, Hannan said they had carried out the attack since the programme was "anti-Islamic."

The death row convicts are Mufti Abdul Hannan Munshi alias Abul Kalam alias Abdul Mannan, Arif Hasan alias Suman alias Abdur Razzak, Maulana Akbar Hossain alias Helal Uddin, Alhaj Maulana Md Tajuddin (absconding), Hafez Jahangir Alam Badar (absconding), Maulana Abu Bakar alias Hafez Selim Hawlader (absconding), Mufti Shafiqur Rahman (Absconding) and Mufti Abdul Hye (absconding). Of them, Hannan, Akbar and Arif Hasan admitted their involvement in the incident. Later they submitted petitions to withdraw the statements, but those were rejected.

The lifers are Hafez Maulana Yahiya, Maulana Shawkat Osman alias Sheikh Farid, Maulana Sabbir alias Abdul Hannan, Maulana Abu Taher, Shahadat Ullah alias Jewel and Maulana Abdur Rouf. Hannan is facing 24 other cases.

The judge started reading out the verdict around 11:45am.

Nine HuJI men including Hannan were produced before the court around 10:50am. In the courtroom, they looked tensed and pale. Lifer Maulana Abu Taher cried after hearing the verdict.

'HuJI chief wanted no bloodshed'

In his confessional statement, Hannan said Hafej Abu Taher, who was the president of Ranangan Shilpi Gosthi, a cultural wing of HuJI, had met HuJI's former secretary Maulana Sheikh Farid in Dhaka. He proposed to Farid that they should launch a kaboom on the Bangla New Year ceremony to stop the programme.

"Sheikh Farid came to our city unit office, which was situated in the capital's Mohammadpur between the Shia Mosque and the Rahmania Madrasa. After a discussion among myself, Maulana Abdur Rouf, Yahiya Sabbir, Jahangir Badar, Abu Bakar and some others, Sheikh Farid asked Taher to launch the kaboom," Hannan said.

But at one stage of the discussion, the leaders at the meeting decided to consult the matter with HuJI chief Mufti Shafiqur Rahman, for approval. Farid, Abu Bakar and Jahangir went to Shafiqur's place to finalise the plan.

"After they came back, Farid told me that the chief had given his approval but had asked all to carry out the attack in a way so that no one was harmed."

The HuJI chief had instructed Sabbir and Jahangir to make the bombs. They were ordered to hand those over to Taher. The duo followed the instructions.

On the day of the incident, several HuJI men including Hasan and Omar Faruque (who used to introduce themselves as students of Dhaka College) planted the bombs.

Two cases — one for the killing and the other under the Explosive Substances Act — were filed with the Ramna cop shoppe.

On December 30, 2008, the Criminal Investigation Department pressed the charges against the 14 accused in both the cases. Earlier, the court recorded statements of 61 prosecution witnesses, including the complainant of the case.

The case involving explosive substances has remained stuck till now. In 2009, the Speedy Trial Tribunal 1 of Dhaka sought the Supreme Court registrar's opinion on whether both the cases could be tried together. The registrar has yet to respond on the matter.

Hannan claims himself innocent

After the judge delivered the verdict, death row convict Hannan, who had appointed no lawyers to defend him, immediately told news hounds that he had not received justice. "I was a prey of political vengeance. The prosecution failed to prove the charges against me. I am innocent," he stated.

Abu Taher claimed that he had known nothing about the incident. "God will decide my fate on the day of final judgement," he said.

Additional public prosecutor SM Jahid Hossain said they were somewhat happy, mentioning, "The state will file an appeal with the High Court seeking death penalty for the six HuJI men who have been awarded life sentences." On the other hand, one of the defence lawyers Jasim Uddin said they would also appeal against the judgement.

Policeman killed in gunfight with pirates

[Dhaka Tribune] A police constable was killed and three others sustained injuries in a shootout with pirates in the Meghna River at Gazooria upazila in Munshiganj in the early hours of yesterday.

Superintendent of Police, Munshiganj Md Habibur Rahman said the shootout had ensued when a team of police had been patrolling the river riding on a trawler.

Then, the police noticed presence of robbers on two trawlers and chased the vessels, but sensing danger, the robbers shot up four law enforcers, prompting the law enforcers to retaliate with bullets.

Constable Abdul Malek fell into the river after being hit by a bullet, he said.

Around eight hours after the shootout, divers from fire service and civil defence recovered the bullet-riddle body of Malek, he said, adding, a number of gang members might have received bullet wounds during the clash, but they managed to flee the scene.

Bomb attack injures 10 at Lalbagh election rally of AL candidate

[Dhaka Tribune] More than 10 people, including three women and a child, were maimed yesterday in a kaboom at a rally in Lalbagh, organised by Mostofa Jalal Mohiuddin, Awami League's election candidate for the Dhaka-7 constituency.

Witnesses and police said unidentified criminals hurled three powerful bombs from the top of a building adjacent to the gate of Islambagh Eidgah grounds at around 5:30pm, as people were preparing to bring out a procession at the end of a rally.

The injured victims Monir Hossain, 20, Kamrul Islam, 20, Md Yiad, 11, Alamgir Hossain, 42, Monowara Begum, 30, Khaleda Akhter, 22, Helena, 35, Faruq Rahman, 27, Belal Ahmed, 25, and Imran, 20 have been admitted to the Dhaka Medical College Hospital.

Sources at the DMCH said three among the injured -- Monir, Kamrul and Alamgir -- were at death's doors.

Pedestrians were also among the victims, said the relatives of the victims.

"Two or three unidentified criminals hurled three bombs from the top of an adjacent building.

The bombs went kaboom! creating heavy sounds.

But how they expeditiously departed at a goodly pace could not be seen because of heavy smoke which engulfed the entire area," said injured victim Belal Ahmed.

Some locals claimed that small-time Mister Big Miah, a brother of Haji Delwar of Killarmor, and his aides might have made the attacks.

Mostofa Jalal and State Minister for Law Quamrul Islam, who was also present at the rally, visited the victims at the DMCH later in the evening.

Following the visit, the AL candidate said top ranking criminals -- who were seen sitting inside the rally venue were responsible for the attack. Jalal, however, did not elaborate who those criminals were loyal to.

He added: "The attacks were made in an attempt to reduce my sky-high popularity."

The candidate urged the government for proper investigation and arrest of the real criminals as well as responsible persons.

On the other hand, Abdur Rouf, publicity secretary of Lalbagh thana unit of Swechchhasebok League, directly alleged rebel candidate Haji Mohammad Selim for the attacks.

Talking to the Dhaka Tribune, Rouf alleged: "None but the cadres of Haji Selim made the attacks."

Haji Mohammad Selim, a former politician in the same constituency and a joint secretary of Awami League's Dhaka city unit, however snubbed out the allegation, saying: "I am not interested or involved in such activities. I am busy with my publicity activities. If anybody wants to involve me, it will be a wrongdoing for him."

State minister Quamrul Islam said an investigation would reveal the criminals responsible and arrests would be made as per the investigation.

Contacted, Harun-ur-Rashid, deputy police commissioner of Lalbagh division, said they were looking into the matter and trying to identify and arrest the responsible criminals.

Ansarullah led by 5, Son-in-law of JMB chief one of them

[Bangla Daily Star] Led by five persons, the newly emerged krazed killer group Ansaruallah Bangla Team follows the ideals and policies of international terrorist outfits such as al-Qaeda in the Arabian Peninsula (AQAP) and Pakistain-based Tehrik-e-Taliban, revealed detectives.

Among the five, its spiritual leader Jasimuddin Rahmani was tossed in the calaboose

During interrogation, Jasim disclosed the names of Izaz Hossain, son-in-law of Jama'atul Mujahideen Bangladesh (JMB) chief Saidur Rahman, and Major (sacked) Ziaul Haq, one of the conspirators of the foiled coup plot in 2012, a source in the Detective Branch (DB) of police told The Daily Star.

Saidur is now behind bars and Ziaul has been absconding.

The DB source, however, refused to name the two other leaders of Ansaruallah for the sake of investigation. At times, the two were even more influential than Jasim.

Monirul Islam, joint commissioner DB of Dhaka Metropolitan Police, yesterday said Izaz, who controls the web activities of the krazed killer group from Pakistain, had come to Dhaka a month ago.

"Staying for an hour at his residence in Mohammadpur, Izaz had contacted his three brothers," he added.

Izaz runs a computer business with his brothers. The DB on August 25 arrested one of his brothers Naimul Hasan, a suspected member of Ansarullah.

According to a previous DB blurb, Izaz, as the ameer of Jamaat ul Moslemeen, Bangladesh, about a decade ago used to preach the doctrine of Jihad if "establishing Deen [Islamic Sharia based law] was not possible in a non-violent way."

the organization became inactive when the leader of the international Jamaat ul Moslemeen, Jordan-born British citizen Sheikh Abu Isa Ali Arrifai Al Hashmi Al Koraisi alias Abu Isa, was arrested by British police in 2002. Later in 2008, Izaz escaped to Pakistain.

"A day after the last Eid-ul-Fitr, Jasimuddin Rahmani married the sister of two JMB members," said Monirul.

Regarding Major Ziaul, a source in the DB said he is the military commander of Ansarullah and helped the group develop its weapon and arms training manuals.

Despite being a resident of the cantonment area while in service, Ziaul used to offer his Juma prayers at Hatembagh mosque in the capital's Dhanmondi, where Jasim had been the Imam around 2008-2009.

The two came to know each other at that time, mentioned the DB source.

) leaders, including Mufti Hannan and Maulana Abdur Rouf. Both leaders are now behind bars in the August 21 grenade attack cases, said Monirul.

Though Ansarullah does not have direct links to al-Qaeda, its top leaders had contacted several leaders of al-Qaeda at different times, noted the DB official.

For the affiliation of al-Qaeda, the krazed killer group is doing whatever is needed, he maintained.
