on Friday said he was "deeply concerned" about the military prowess of Hizbullah and noted that the frequent Israeli violations of Leb's territory and airspace continue to undermine UNIFIL's credibility and Leb's illusory sovereignty.

"I am deeply concerned about the military capacity of Hizbullah and also concerned about the lack of progress in disarmament," the U.N. chief told a news conference after holding talks with Lebanese leaders.

"All arms outside state authority are not acceptable," he added.

Ban arrived in Beirut on Friday for talks with Lebanese leaders on the controversial U.N.-backed Special Tribunal for Leb, the bloodshed in Syria and Hizbullah's arms.

During his three-day visit, Ban is also expected to address the recent attacks against UNIFIL peacekeepers in southern Leb.

Several dozen people gathered in downtown Beirut on his arrival to denounce the visit and express their support for Hizbullah.

Ban is accompanied on his trip by Special Envoy for the implementation of Security Council resolution 1559 Terje Roed-Larsen and U.N. Interim Force in Leb commander Major General Alberto Asarta.

Hezbollah slams new UN bid to disarm it

[Iran Press TV] Hezbullies has taken a swipe at a recent UN briefing on the outdated Resolution 1559, describing the move as part of a hostile effort against the Lebanese resistance movement.

The reaction came after the UN's Special Representative for the Implementation of Resolution 1559, Terje Roed-Larsen, delivered a report on the document before the Security Council in a closed door session on Friday, a Press TV correspondent reported.

Resolution 1559 was adopted by the Security Council in 2004, months before the liquidation of former Lebanese premier Rafiq Hariri. It was co-sponsored by the US and La Belle France under Presidents George W. Bush and Jack Chirac during a period of intense animosity between the West and Syria.

In addition to demanding the disarmament of Hezbullies, the resolution also called for demarcating the border between Syria and Leb and the withdrawal of Syrian troops from Leb, which was carried out early in 2005.

"The Secretary General remains convinced that the disarmament of the gangs in Leb, in particular Hezbullies, can best be achieved by a Lebanese-led political process," UN front man Farhan Haq said.

Roed-Larsen has delivered more than a dozen such reports to the Security Council, although 1559 was rendered obsolete by Resolution 1701, which was drafted with the intent to resolve the 2006 Israel-Leb conflict, triggered by a major Israeli attack against the Lebanese soil with the announced objective of taking out the Hezbullies resistance.

Roed-Larson's efforts to deliver briefings on an outdated resolution have raised serious questions among observers.

"The Security Council members want him to remain. The Secretary General wants him to remain. The major player, the United States, wants of course this 1559 to stay on in order to bring pressure on the resistance of Leb. They want to disarm the Hezbullies and they want pressure so they use these occasions in order to force such disarmaments," Nizar Abboud of Lebanese daily al-Akhbar said.

Abboud adds that the recent events across the Arab world make Roed-Larsen's work as the special envoy for Leb even more redundant.

Roed-Larsen has also labeled Leb as a dangerous place, where he reportedly does not visit -- which brings into question the sources of the information comprising his biannual reports to the Security Council.

U.S. Lawmaker: Hizbullah Is Rearming, Lebanese Government Becoming More Subordinate to Iran and Syria

The Lebanese government is increasingly "subordinate" to Iran and Syria, who have been helping Hizbullah rearm, a top U.S. politician told U.N. special envoy Terje Roed-Larsen.

Republican Representative Ileana Ros-Lehtinen, the top Republican on the House Foreign Affairs Committee, told the diplomat on Tuesday that she was "concerned" U.S. and U.N. efforts in Leb were failing to counter Hizbullah's growing power.

"Hizbullah, with the help of Iran and Syria, is massively rearming, the Lebanese government is becoming more and more subordinate to Iran and Syria, and the line between the Lebanese Armed Forces and Hizbullah is gradually being erased," she said in a statement summarizing their meeting.

"We need to have a clear vision of what the end-state is and how we can achieve it.

"Above all, we must protect the security of the U.S. and our allies, uphold Leb's illusory sovereignty, and ensure that those responsible for (late) Prime Minister (Rafik) Hariri's murder are held responsible," the Florida politician added.

Roed-Larsen has been overseeing U.N. Security Council Resolution 1559, a text adopted in 2004 by the 15-member body that calls for "the disbanding and disarmament" of all militias in Leb.

Larsen Says 'Heavily Armed Militias' Put Lebanon in 'Hyper-Dangerous Situation'

[An Nahar] Terje Roed-Larsen, U.N. Special Envoy for the implementation of Security Council Resolution 1559, said Thursday that Leb is in a "hyper-dangerous" state because of the "heavily armed militias" operating in it.
The envoy, Terje Roed Larsen, called for urgent efforts to disarm groups such as Hizbullah in Leb, warning that there is "a hurricane blowing up" in the Middle East.

"Militias holding arms in Leb today is an intimidation in itself, particularly when it is paired with reckless and irresponsible rhetoric," Larsen told news hounds after briefing the U.N. Security Council in a closed session on Leb.

"Leb is more conflicted every day we see now. And we know that in Leb we have militias which are very heavily armed and increasingly so and this creates a hyper-dangerous situation," he said.

He did not comment on U.S. allegations that Syria and Iran were providing arms to Hizbullah but said: "There is a consistency between allegations we are hearing and statements from Hizbullah itself concerning their capabilities."

"These weapons are of course not coming from the moon."

The Middle East is "a region where we have cross-winds and a hurricane blowing up," Larsen warned.

"In the middle of those cross-winds there is a tent standing and that tent is critically held up by two poles. One is the Paleostinian one and one is the Lebanese. If one of those poles crack, the whole tent will go down.

"In other words, if the Lebanese situation is destabilized I am afraid that it will have rippling effects across the region," he told news hounds.

UN envoy cautious about blaming Syria for arming Hezbollah

(KUNA) -- Terje Roed-Larsen, the UN Special Representative concerning the implementation of resolution 1559, on Thursday refused to blame Syria or Iran for providing sophisticated weapons to Hezbullies in Leb, as did US Ambassador Susan Rice earlier in the day, but said these weapons "are not coming from the moon." "I do not find it helpful for the situation in Leb today. What we should try to do is not to inflame the situation, but to de-escalate the situation, (but) these weapons are not coming from the moon," Roed-Larsen told news hounds following a briefing to the Security Council on Secretary-General the ephemeral Ban Ki-moon's report on resolution 1559.

He admitted that the UN has no independent means to look into the issue. "But we have taken note that there is a consistency between allegations we are hearing and statements from Hezbullies itself concerning their capabilities." He warned that the Middle East is at an "extremely critical juncture" and compared the region to a tent in the middle of a hurricane.

"That tent is critically upheld by two poles: the Paleostinian one, the other is the Lebanese. If one of those two poles cracked, the whole tent will go down. If the Lebanese situation is destabilized, I am afraid that we have a rippling effect across the region. I do believe this is the most critical issue of international peace and security today. When I say today, I mean today," he said.

On his part, Syrian Ambassador Bashar Al-Ja'afari told news hounds that Ambassador Rice's statement earlier today implicating Syria in Lebanese affairs is in "full contradiction with a lot of facts related to the positive developments within Leb and the whole area." He said Rice gave "credibility to wrong facts related by those who prepare Ban's report," in an indirect reference to Roed-Larsen, saying these did not even listen to high Lebanese officials who stated repeatedly that there is no smuggling of arms across the Lebanese-Syrian border.

"Those who prepare the report are de-credibilizing the Lebanese Government, " he said.

He recalled that Lebanese Prime Minister Saad Al-Hariri told Al-Sharq Al-Awsat newspaper recently that all the allegations about Syria were lies, meant to harm the Lebanese-Syrian relations.

He said "sometimes we don't see logic in the US position. We find in it a meaningless escalation." Asked if the US escalation is linked to the recent rhetoric in Leb about the Hariri Tribunal, he said ask the Americans.

Hizbullah Slams Ban, Says Report 'Political Meddling in STL Affairs'

Hizbullah on Wednesday criticized U.N. chief the ephemeral Ban Ki-moon, saying his report on Resolution 1559 was meddling in the political affairs of the Special Tribunal for Leb.

Ban's report "written by staff member of the Zionist entity, Terje Roed-Larsen, is interference in Lebanese internal affairs and political interference in the affairs of the International Tribunal," said a statement issued by Hizbullah.

The report by the U.N. Secretary-General said Leb has been hit by a new climate of "uncertainty" that could cause new instability across the region.

Ban said Hizbullah's arsenal "remains distinct from and may exceed the capabilities of the Lebanese Armed Forces, adding that Hizbullah's military strength "creates an atmosphere of intimidation and poses a key challenge to the safety of Lebanese civilians and to the government's monopoly on the legitimate use of force."
Anybody but Hezbollah and its sock puppets would call that a cool statement of fact. In the alternate reality of Hezbollah, however...
"It seems that Mr. the ephemeral Ban Ki-moon was in a deep sleep and he did not realize that Hizbullah, for a long time, has been at the heart of the Lebanese political equation through its presence in Parliament and in Government. "For this reason, (Ban) apparently is unaware of the right of all peoples, including the Lebanese people, to resist occupation.
That statement says nothing about the fact that Hezbollah is an armed camp within the Lebanese state and outside the state's control.
"It seems that he did not have time to examine the ministerial statement which gives the right to Lebanese Resistance," said the statement.

Hezbollah slams UN ‘interference' in Lebanon

BEIRUT - Hezbollah on Friday slammed “interference' in Lebanese affairs by UN envoy Terje Roed-Larsen and warned that its arsenal was off-limits after the diplomat accused militias of creating tension in Lebanon.

“Hezbollah condemns this attempt to create dissent and sedition among the Lebanese under the guise of advice and guidance,' the Shiite militant party said in a statement. “Roed-Larsen's continuous attempts to interfere in Lebanese affairs and incite the Lebanese to fight one another are unacceptable for an international official working for peace in the region,' it said.

On Thursday the UN envoy had warned of the need to address the presence in Lebanon of heavily armed militias, which he said was a violation of UN Security Council Resolution 1559, adopted in 2004. The resolution calls for “the disbanding and disarmament' of all militias in the country.

“As long as these unresolved issues are there, for instance the existence of heavily armed militias in Lebanon... there will always be tension,' Roed-Larsen said after briefing the Security Council on a report on the implementation of Resolution 1559.

But the Syria- and Iran-backed Hezbollah warned that its arms were “only to be discussed among the Lebanese as part of a comprehensive national defence strategy, and neither Roed-Larsen nor any other officials, international or not, can interfere.'

Hezbollah is the only Lebanese group that did not disarm after Lebanon's 1975-1990 civil war, arguing that its weapons were necessary to fight Israel.

[YNet: Israel] The Lebanese group Hizbullah has condemned recent comments by a senior United Nations envoy in which he criticized the organization for providing support to Palestinian fighters in Gaza via Egypt.

Saturday's statement by Hizbullah accused Terje Roed-Larsen of supporting Israel and said his position provided cover for Israeli "criminal practices."

Roed-Larsen is the UN Chief's envoy dealing with implementation of a 2004 Security Council resolution that includes demands for Hizbullah's disarmament.

Larsen on Thursday criticized Hizbullah's admission that it supported fighters in Gaza from Egypt and said there is growing concern the group has engaged in militant activities beyond Lebanon.

Roed-Larsen said that in recent weeks, "There has been a growing concern that Hizbullah has engaged in clandestine and illegal militant activities beyond Lebanese territory." He cited Egypt's announcement on April 8 that it had uncovered a plot by 49 men linked to Hizbullah to destabilize the country by carrying out "hostile operations" on Egyptian institutions and Israeli tourists.

UN Secretary-General Ban Ki-moon was alarmed by Hizbullah's admission that it was indeed helping the Palestinians via its actions in Egypt, Larsen said.

US slams Hizbullah actions in Egypt

US Ambassador to the UN Susan Rice on Thursday night echoed Secretary-General Ban Ki-moon's condemnation of Hizbullah for its "unwarranted interference" in Egypt's affairs and his call for the guerrilla group to transform itself into a purely political party.

"Let me be clear: we see no distinction between these groups' so-called political and military wings. Nor will we engage with them until they completely disarm," Rice told the council in closed consultations, according to a transcript of her remarks released by the US Mission to the UN.

Rice said the United States will continue to support "voices of peace and moderation" and she called for open and fair parliament elections in Lebanon on June 7 "without the specter of violence, the intimidation of militias and the pressure of outside influence."

Earlier, a UN envoy said Ban was alarmed at Hizbullah's public admission that it provided support to Gaza-based terrorists from Egypt and that the UN chief condemned the "unwarranted interference" in Egypt's domestic affairs.

Terje Roed-Larsen said the secretary-general urges Hizbullah to "cease any militant activities outside of Lebanon and complete its transformation into a solely Lebanese political party."

The UN chief also reiterates his call for Hizbullah and all other terror groups operating in Lebanon to be disarmed and demobilized as demanded by a UN Security Council resolution adopted in 2004, he said.

Roed-Larsen is Ban's envoy dealing with implementation of the 2004 resolution, and he discussed Hizbullah's alleged interference in Egypt as he presented Ban's latest report on compliance with the resolution to the Security Council.

Roed-Larsen said that in recent weeks, "there has been a growing concern that Hizbullah has engaged in clandestine and illegal militant activities beyond Lebanese territory."

He cited Egypt's announcement on April 8 that it had uncovered a plot by 49 men linked to Hizbullah to destabilize the country by carrying out "hostile operations" on Egyptian institutions and Israeli tourists.

Two days later, Hizbullah leader Sheikh Hassan Nasrallah rejected the accusations but admitted a Hizbullah member was in Egypt supervising weapons shipments to Hamas.

Nasrallah said in a televised speech on April 29 that Hizbullah had no intention of setting up a cell in Egypt to destabilize the predominantly Sunni Muslim country.

Roed-Larsen said Egypt's president and foreign minister shared preliminary elements of the investigation into the Hizbullah cell with him during a visit to Cairo on April 26.

In recent correspondence, Roed-Larsen said, Egypt informed the secretary-general that a cell led by a Lebanese member of Hizbullah was uncovered during 2008, and that the Hizbullah operative "had visited Egypt over several years using a real passport with a false identity, where he recruited members for the network."

The secretary-general "has expressed concern at the statements made by Hizbullah leaders and condemned such unwarranted interference in the domestic affairs of a member state," he said.

"Equally alarming was the fact that Hizbullah has publicly admitted to providing support to Gaza-based militants from Egyptian territory," Roed-Larsen said. "These activities exceed Hizbullah's stated national agenda."

Syria wants UN to back off on Lebanon - report

Syria has asked UN chief Ban Ki-moon to prevent his special envoy Terje Roed-Larsen from interfering in Damascus' relations with Lebanon and stick to his mandate, Al-Akhbar newspaper reported Friday. The newspaper said that Syria's ambassador to the UN Bashar al-Jaafari delivered an official letter to Ban accusing his special envoy for the implementation of Security Council Resolution 1559 of "misinterpreting the logical framework of his mandate." About Syrian-Lebanese relations, the letter said: "The establishment of diplomatic ties and demarcation of the border between Syria and Lebanon are issues linked to the sovereignty of countries and are solved through agreement between the Syrian and Lebanese governments."

Terje Roed-Larsen, the UN envoy for the implementation of UNSCR1559, held a press conference on Thursday urging the Lebanese to avoid confrontation with an armed and dangerous Hezbollah militia.

U.N. Secretary-General Ban Ki-moon urged opposition groups in Lebanon to end blockades of roads and the airport, Larsen said. "We remain gravely concerned about the potential for further escalation of the situation," he told the U.N. Security Council at a briefing on the situation in Lebanon.

"The secretary-general urges all parties to cease immediately these riots and to reopen all roads in the country," he said, adding that Ban was concerned about the continued failure to elect a president in Lebanon.

Beirut gunbattles as Hezbollah says govt 'declares war'

Fierce gunbattles erupted in Beirut on Thursday after Hezbollah chief Hassan Nasrallah charged that a Lebanese government crackdown on his group's activities was tantamount to a "declaration of war."

Lebanon's long-running political crisis was threatening to spiral dangerously out of control on the second day of clashes between rival factions in the deeply divided country despite urgent appeals for calm.

Supporters of the Western-backed government and the Hezbollah-led opposition were engaged in shootouts in at least three mixed Sunni and Shiite Muslim neighbourhoods of the capital, with militants using rocket-propelled grenades and machine guns, a security official said. There were no reports of casualties, although armed clashes in other towns earlier left at least eight people wounded.

Nasrallah said his powerful Shiite militant group was ready to use its weapons, in a fiery speech on the second day of anti-government protests which saw supporters of rival factions block roads with burning tyres and force the closure of Lebanon's international airport. "The (government) decisions are tantamount to a declaration of war and the start of a war... on behalf of the United States and Israel," Nasrallah charged at a rare press conference via video link.

The government on Tuesday launched a probe into a private communications network run by Hezbollah, which is seen in the West as a terrorist outfit and which critics say has become a "state within a state" in Lebanon.

"Our answer to this decision is this," Nasrallah said. "We have the right to confront he who starts a war with us by defending our rights and our weapons." He said Hezbollah was ready for dialogue but demanded that the government rescind its measures.

"We have not used our weapons inside the country but we will use them to defend our arsenal."

The latest unrest in Lebanon, engulfed in its worst crisis since the end of the 15-year civil war in 1990, erupted on Wednesday during a general strike over price increases and wage demands.

"If this situation continues, everyone will lose and this will affect the unity of the military," the army command warned.

As the crisis escalated, UN Middle East envoy Terje Roed Larsen told the Security Council that Hezbollah's separate paramilitary infrastructure "constitutes a threat to regional peace and security."

Israel, which fought a devastating war with Hezbollah in 2006, said it had no comment on the latest events in its northern neighbour, with foreign affairs spokesman Arye Mekel bluntly stating: "It's none of our business."

Armed men, some hooded, were seen in several mixed Sunni and Shiite neighbourhoods of Beirut, where troops and riot police were out inouspread and many schools and businesses remained shut for a second day. Protesters burned tyres and lit fires along the airport road, which remained blocked by large mounds of earth dumped by Hezbollah supporters, while government loyalists set up road blocks and set tyres ablaze along the main highway to Syria and between Beirut and the southern coastal city of Sidon.

Newspapers drew parallels with the lead-up to the civil war while the growing tension brought expressions of support for Prime Minister Fuad Siniora from key Arab powers Egypt and Saudi Arabia, which warned Hezbollah against any steps that might worsen the situation.

Lebanon's political crisis has left the country without a president since November, when pro-Syrian Emile Lahoud stepped down at the end of his mandate with no elected successor. While the rival factions have agreed to the election of army chief Michel Sleiman, they disagree on the make-up of the new cabinet and so far 18 sessions of parliament to choose a president have been cancelled.

Hezbollah's ally Amal warned that the situation could get out of hand. "It is clear the majority is seeking an escalation and wants to push the country toward a civil war," an official told AFP. "What we are trying to do is calm down the situation."

An airport official said all flights had been cancelled until Thursday afternoon and it was unclear whether traffic would resume later.

As-Safir newspaper, close to the opposition, said the situation was a "stark reminder for the Lebanese of the dark days of the civil war."

"The two camps have crossed all the red lines and are heading toward an armed confrontation," added Al-Akhbar, also close to the opposition.

Egyptian Foreign Minister Ahmed Abul Gheit repeated Cairo's support for Siniora and implicitly blamed the opposition for the crisis. "The party that is pushing for confrontation and which persists along this path with disregard for civil peace will surely bear the historic responsibility for its actions," he reportedly told Lebanese majority leader Saad Hariri.

Saudi Arabia also warned those behind the latest incidents to "reconsider their position, and to realise that leading Lebanon towards turmoil will not bring victory to any party except extremist external forces."
