Execution Fever at Rajaei Shahr Prison

On August 9, political prisoner Mohammad Abdollahi and five others were hanged in the West Azarbaijan capital of Urmia — the latest in a series of executions taking place on Ward 10 of Rajaei Shahr Prison in Karaj near Tehran. On August 2, it was reported that at least 10 alleged Salafists had been executed at the prison.

On August 3, Iran’s Intelligence Ministry implicitly confirmed the news through a statement that listed the prisoners’ crimes and terrorist acts, though it stopped short of naming the people executed. According to the statements, the prisoners were members of the militant Salafist group Tawhid and Jihad.

Some of those who faced execution at Ward 10 had been in the middle of their appeals process. According the Islamic Republic’s own laws, carrying out a sentence before an appeals court verdict is reached is illegal.

Executions have been taking place in other Iranian cities too. Three people were executed in Gilan’s provincial capital Rasht, one for murder and two for carrying 15 kilos of drugs. Four people were executed in Taybad in the northwestern province of Razavi Khorasan and in Salmas and Khoy in West Azarbaijan, three in Saghez in Iranian Kurdistan and two in Qazvin.

Although alarming, the high numbers of executions are not without precedent. Iran routinely comes second to China in rankings for the total number of people executed, though not when it comes to per capita figures. For example, from December 20, 2010 to January 19, 2011, more than 97 people were executed in Iran.

Mohsen, an inmate at Ward 4, said that at Rajaei Shahr, the smell of death is everywhere. “After we heard the footsteps of soldiers marching up it took them about half an hour to come back,” he said. “I was watching through the peephole. They had taped over their mouths so they could not shout ‘God is great!’ Sometimes when they take the inmates from solitary confinement to hang, the prisoners start shouting that. Guards did not want other prisoners to hear them.”

For the remaining prisoners at Rajaei Shahr, the next day was difficult to endure. The soldiers had terrified them. They had entered the ward fully equipped with helmets, batons, Tasers and masks, making a lot of noise. For the inmates, the silence in the adjoining wards was as deep as the sound of soldiers’ boots was loud. “They were not there only for executions,” Mohsen said. “They wanted to intimidate us too. It was a show of force to make us believe that they could crush us any moment that they wished.”

I asked Mohsen about how ordinary prisoners had reacted to the executions. “My cellmates and I talked about it,” he told me. “They say that ISIS is losing the war in Iraq and Syria and the Islamic Republic is afraid that Iran might turn into a safe corridor for ISIS members. So they are sending a forceful message to ISIS with these executions.”

But, he added, “everybody here is silent and sad — especially Baha’i prisoners who are more sensitive to executions.”

Iran Identifies, Arrests 102 Takfiri Terrorists: Intelligence Ministry

Mohammad Sheikholeslam, the representative of Kordestan province in Iran’s Assembly of Experts, and Borhan Ali, a renowned Sunni holy man, were among those who have fallen victim to the group’s terrorist activities.

'Butcher of Gao' in custody

Yoro Ould Daha was apprehended by French forces in Gao, northern Mali. He stands accused of participating in an attack on a French military convoy on July 14th, which left one soldier dead.

Ould Daha is around forty and of Arab decent, RFI reported. A direct ally to the Signed in Blood group of terrorist Mokhtar Belmokhtar (aka "Laaouar"), he headed up the Islamist police in Gao in 2012.

He soon made a reputation for himself in northern Mali for cutting off the hands of many citizens under the pretext of implementing Sharia. His actions caused panic among the population.

But before his involvement with MUJAO, Ould Daha was a simple food merchant, MaliJet reported. He joined the armed movement at its inception.

"Yoro Ould Daha was the most feared one during the rule of MUJAO," said Anara Ag Ali, a young Gao activist. "He had no pity, mercy, or compassion in his heart, especially when he flogged people or cut off their hands."

"I've seen him several times walking around in the streets and people in Gao avoided confronting him," Ag Ali told Magharebia.

"He disappeared when French troops entered the city, and now we feel great joy for his arrest and seek to take Dire Revenge™ on him through the justice system," he added.

Ould Daha was one of the three main characters in Gao during the rule of the terrorist groups, Maliweb reported.

"The arrest of high-level turbans could lead to important information on other dangerous elements, including Laaouar, who is the main partner for MUJAO," analyst Sid Ahmed Ould Ibrahim told Magharebia.

Laaouar has had extensive ties with the Arabs of northern Mali for a number of years, recruiting many local youths into the ranks of his fighters, Ould Ibrahim added. The Algerian even married a woman from the Arabs of northern Mali.

The alliance that the runaway terrorist wove with the MUJAO and its many Arabs from the region was based on trust, the security analyst said.

Libya, Mali chaos alarms neighbours

[MAGHAREBIA] Experts and military officers from eight African countries on Thursday (May 29th) wrap up a five-day conference in Algiers focused on Sahel-Saharan security.

The event aimed to establish a joint strategy for securing the countries' borders, which are facing threats due to the situation in Mali and in Libya.

The workshop organised by the Fusion and Liaison Unit (UFL), in co-operation with Spain's Guardia Civil, drew officers from UFL member states Algeria, Burkina Faso

"It is also marred by tensions in northern Mali and Libya, and the kidnapping of more than 100 girls in Nigeria." He noted that this situation attracted "the attention of everyone".

Soumana added that "the ease of infiltration across the border" was one factor contributing to the spread of terrorism and the "major" proliferation of weapons and drug and human trafficking in Sahel countries.

For his part, Mauritania's representative in the Fusion and Liaison Unit, Mohammed Ould Chaibat, warned against the Sahel turning into another Afghanistan or Somalia.

"This means that the African Sahel may turn into a base for international terrorism and organised crime," he noted.

Ould Chaibat spoke about information indicating that jihadists were coming from Syria to Libya, seeing it as a fertile land for all terrorist organizations.

He added that mechanisms were put in place by the entities concerned and the Fusion and Liaison Unit, but much more work was still needed to protect the border. He noted that the Spanish partnership showed the growing awareness of European countries because any terrorist infiltration would be negatively reflected on them.

For his part, Algerian Foreign Minister Ramtane Lamamra said his country was following with "grave" concern the developments taking place next door in Libya.

"Algeria, which still adheres to the principle of non-intervention in other countries' internal affairs, is paying full attention to a situation characterised by instability and insecurity, which is causing the brotherly Libyan people huge tribulations and which is creating many challenges for Libya's neighbouring countries."

The workshop coincided with a meeting of Non-Aligned Movement ministers hosted by Algiers.

The Algerian foreign ministry's director-general for political affairs and international security, Taous Feroukhi, said the Sahel security file and the situation in both Mali and Libya would be among the most important issues to be discussed at the meeting.

"The deteriorating situation in Libya was a main reason in smuggling arms to neighbouring countries, followed by drug trafficking," Feroukhi added. "The proceeds of this and that eventually find their way to channels supporting terrorism, which is now threatening the entire region and impeding development therein."

"Faced with all this, we find ourselves forced to have joint co-operation both internationally and regionally," the foreign ministry official concluded.

MUJAO kidnap Red Cross staff in Mali

MUJAO may release Algerian diplomats

Belmokhtar-led group issues new threats

[MAGHAREBIA] The "Mourabitounes" issued a new statement threatening the interests of La Belle France and its allies in retaliation for their operations in Mali, ANI reported on Saturday (January 4th).

The terrorist group was created in August as a merger between Mokhtar Belmokhtar's El Moulethemoune brigade and the Movement for Tawhid and Jihad in West Africa (MUJAO).

The statement highlighted terrorist operations performed by the two groups in 2013, including the execution of foreign hostages, Algeria's In Amenas gas complex crisis, and the deadly attacks in Niger.

Multi-national troops strike back against Mali terrorists

[MAGHAREBIA] Residents in Zawia have been staging a protest in its main square, Martyrs Square, against the local council, the General National Congress and the government. Protestors claim that the council and Congress, in particular, are dominated by the Moslem Brüderbund.

Demonstrations were said to have been launched from several mosques in the town against the Moslem Brüderbund after Friday prayers yesterday, demanding changes in both bodies.

According to former Zawia Local Council member Abdulfattah Ammar, the protests started on Wednesday afternoon, after Dhuhur prayers with "hundreds of people" converging on the square. "There were young and old people at the protest from all walks of life with no political orientation demanding the GNC a change course," he stressed.

according to the head of Zawia Local Council, Mohammed Khathrawi, the protestors, who he said had been attending the funeral of one of the town's revolutionaries, were not against the Brotherhood. Rather they were calling for better performances by the council and government and changes in the GNC. Members of the council, he told the Libya Herald, had gone to the square to negotiate with them.

This latter is denied by Ammar who insists that the local council did not react to the protests nor did it enter into dialogue with the protesters.

The French are mobilising around 600 troops from the "Desert" joint tactical group, supported by Tiger and Gazelle attack helicopters.

The chief of staff of the French armed forces, Admiral Edouard Guillaud, was quoted by AFP as saying that the "disorganization of the terrorist networks" was a priority for the Serval troops.

"There are still areas where terrorist groups are gathering residually," one officer revealed. "We must explore them in depth in order to reduce their logistical potential by intercepting their supply chains."

According to analyst Daha Ould Sidi Ali, "the upsurge in activity on the part of terrorist groups in northern Mali proves that they are still there".

"Over the past few weeks, pick-up trucks laden with explosives, shells and large quantities of handguns and assault weapons have been discovered," he noted.

According to observers, the recent Tessalit attack means that the number of MINUSMA troops, currently at 6,000, urgently needs to be increased to more than 12,000 by the end of the year. Yet La Belle France plans to reduce the number of its soldiers from 3,000 to 1,000 by the end of January 2014.

Kadré Desiré Ouedraogo, the president of the Economic Community of West African States (ECOWAS), said Wednesday that the organization needed "to encourage the member states and other countries to respond to the call to reinforce MINUSMA".

the inhabitants of northern Mali are exasperated at the return of violence. Myriam Toure, a trader in Gao, said: "The north has been ravaged and abandoned. What worries us the most is the weakness of the Malian state."

"What will happen to us if the foreign troops pull out? In any case, they are our only hope now. And because of all that, we don't feel safe at the moment and we're really losing sleep over this rise in the number of attacks," she told Magharebia.

Terrorism expert Sidati Ould Cheikh said: "In the current situation, it is clear that the central Malian authorities lack the means and the capacity to tackle the big security challenge single-handedly, so the international community must continue to provide support for some time to come"

"The international troops should double their efforts to eradicate these groups, which are completely unpredictable and very difficult to fight," he added.

Niger has been on high alert since June. After the attacks in Arlit and Agadez, the jihadists are now turning their attention to the capital. Confrontations have taken place in Niamey Prison.

Nigerien Justice Minister and government front man Marou Amadou said, "There needs to be a sense of responsibility, because Niger is now at war. We need there to be a sense of responsibility for our compatriots."

People in Niamey are living in fear. But there are signs that the country may turn the tide.

"In August, a broad-based national unity government was created in Niger by a Touareg prime minister, Brigi Rafini, at the behest of President Mahamadou Issoufou. The main task of this government is to resolve the problem of insecurity in the country with the jihadist threat and the kidnappings in the north of the country," Sidati Ould Cheikh said.

Rewards are an effective formula to collect information, according to Abdul Baset Chibi, one of the founders of the Libyan intelligence service. "It is common in this field and has proven successful in many countries," he noted.

The US offered a $5 million reward for help to capture Abu Anas al-Libi, or providing information leading to his arrest.

For her part, Salma Senhaji, a student in her twenties said, "I think that the amounts provided by the FBI are very attractive even to those who are close to bully boyz and wanted criminals."

It is believed that Shukrijumah took over the duties of Khalid Sheikh Mohammed in training for al-Qaeda. He plays a pivotal role in the recruitment of young people and in the creation of new cells for al-Qaeda.

"Offering rewards for the identification of people involved in terrorism is effective and should be used by all nations, especially since it has proved its efficacy on more than one occasion," S.A., a retired Libyan army officer who requested anonymity for fear of his life, said.

He added, "Many crimes have occurred in our city, Benghazi, and many of my comrades from the Libyan army were killed. To this day, we have not found the real killers. Yet if the Libyan government or one of the wealthy residents of Benghazi had offered a reward to identify the killers, we would not have waited all this time and we would not have seen more victims."

Basma Khalfaoui, wife of slain Tunisian opposition politician Chokri Belaid, was asked whether a financial reward to help identify the killers would be a positive step. "Why not?" she replied. "We have to consider this option as perhaps it will lead us to the truth."

Abou Iyadh, the leader of Ansar al-Sharia in Tunisia, could be one person to add to the list, according to Walid Aisha, a civil society activist in Tripoli. Aisha also suggested adding the names of people wanted in connection with the murder of the US ambassador to Libya, including Ahmed Boukhtala.

"Offering financial rewards is not restricted to a particular state," criminologist Walid al-Hani noted. "It is used by several countries that suffer from terrorism and organised crime. Even poor countries could not help but to offer awards to eliminate the growing phenomenon of terrorism."

"In September, Yemen's Supreme Security Committee published the names of 25 bully boyz planning to carry out operations in the country. The committee offered rewards worth $230,000 for information leading to their arrest. This amount is very tempting in a country that is among the poorest in the world," al-Hani said.

In June of last year and in order to face growing terrorism in West Africa, the US offered for the first time lucrative financial rewards to those who provide information leading to key leaders in regional terrorist organizations.

Seven million dollars were also offered for information leading to the arrest of Boko Haram leader Abubakar Shekau.

Belmokhtar defection weakens al-Qaeda

[MAGHAREBIA] Mokhtar Belmokhtar's split from al-Qaeda in the Islamic Maghreb (AQIM) raises questions about the overall strength of the parent organization, analysts say.

In late August, al-Qaeda splinter group Katibat El Moulethemoune ("Brigade of the Veiled Ones") led by Belmokhtar (real name Khaled Abou El Abass) joined forces with the Movement for Tawhid and Jihad in West Africa (MUJAO) to create the "Mourabitounes".

To local experts, the move looks like the only option left for jihadists ostracised by al-Qaeda's Maghreb leadership. The former AQIM commander had already been cut off by the organization.

Tunisians join Mourabitounes terrorist group

[MAGHAREBIA] Some 300 Tunisian forces of Evil joined the new "Mourabitounes" terrorist group, Mosaique FM reported on Wednesday (September 18th), citing security sources.

Most of the Tunisians came from northern Mali, while others had been in Libya since the toppling of the Moamer Qadaffy regime.

According to the radio station, a majority of Mourabitounes bully boyz are now based in training camps in southern Libya.

The group was formed in August, when the al-Qaeda offshoot led by Mokhtar Belmokhtar joined forces with the Movement for Tawhid and Jihad in West Africa (MUJAO).

"The al-Qaeda in the Islamic Maghreb (AQIM) threat is real, and whoever doubts that can look at the Jebel Chaambi massacre in which 8 of our best soldiers were killed last Ramadan," Col. Mohammed Ahmed, general co-ordinator of the Veteran Military Officers Association, told Magharebia.

"That organization is well trained, and more importantly, it is capable of collecting information, and this is only done by groups that have extensive experience in the field of terrorism," he added. "They are a mix of returnees from various battlefronts in Syria, Afghanistan, Iraq and Mali."

Last July, the interior ministry received more than 20 "warnings of liquidation plots and bombings targeting Tunisia's Prime Minister Ali Larayedh, former prime minister and leader of Nidaa Tounes Béji Caid Essebsi, Tunisian General Labour Union (UGTT) Secretary-General Houcine Abbasi, and other politicians", Echorouk reported Thursday.

These terrorist plots never succeeded, thanks to tight protection provided for targeted figures and efforts made by the counter-terrorism agency unit," the paper added.

Security agencies in Maghreb, Sahel and southern Europe countries warned late last month that the new Mourabitounes terror group was likely contemplating terrorist operations "bigger" than the deadly siege at Algeria's Tiguentourine gas complex last winter, El Khabar reported.

Efforts were under way to convince AQIM, Ansar al-Din, as well as terrorist brigades active in Tunisia, to join the new organization, the paper added.

declared Tunisia "a land of jihad", National Union of Tunisian Security Forces Syndicates (UNSFST) member Sahbi Jouini said on September 9th.

"The terrorist threat in Tunisia is real, and serious co-ordination is now needed between the various agencies in Tunisia," UNSFST spokesperson Imed Belhadj Khlifa told Magharebia.

"The matter shouldn't be restricted to the interior ministry alone; rather, it should include the judiciary, the ministry of religious affairs and the finance ministry," he added.

The Union of Tunisian Magistrates (UMT) and the UNSFST issued a joint statement on Wednesday saying that they would "unify their efforts to protect the country, put its supreme interests above anything else and confront all forms of terrorism".
