Harper, whose Tories are trailing their rivals in opinion polls ahead of the October 19 election, blamed the overseas turmoil for Canada's woes, and emphasized an expansion in the economy in June.

Canada, the world's fifth-largest oil producer, has been hit particularly hard by the halving of world oil prices from above $100 last year. In the second quarter, its mining, quarrying and oil and gas extraction sector posted a "notable decrease" for a second consecutive quarter, said the government statistical agency.

Analysts said the damage however could be limited.

"Despite the weak start to the year, there is good reason to believe that the worst is over," said TD economist Brian DePratto. DePratto cited the sharp increase in GDP in June, "providing positive momentum to start the second half of the year." He predicted a "sharp rebound" in the third quarter with growth reaching 2.5 percent by year's end.

On the campaign trail, where the economy has dominated the debate, opposition parties pounced on the grim data, urging voters to send the Tories packing.

"Under Stephen Harper, this has been Canada's lost decade," leftist New Democratic Party candidate Andrew Thomson told a press conference in Ottawa. "Ten years of job losses, continued crumbling of infrastructure, tax breaks for the wealthy and a situation where the middle class continues to struggle to get ahead, 150 billion dollars in new debt and two recessions -- people are telling us they have had enough."

Thomson -- whose critiques were echoed by the Liberals -- said the Conservatives' stewardship of the economy has been a failure.

"We need to bring change to Ottawa," he said.

Harper has insisted that, oil aside, the rest of the economy is doing well, although the figures point to broad declines in a third of sectors. At a steel plant in Hamilton, Ontario, he urged voters to support his party's leadership, saying he had "the proven experience to keep us safe and keep our economy moving forward."

Canadian Premier Pledges to Ban Travel to ISIL Hotspots

[ALMANAR.LB] Canadian Prime Minister Stephen Harper pledged Sunday that if his Conservative government is re-elected this fall he will make it a crime for Canadians to travel to countries under the control of murderous Moslem groups.

"A re-elected Conservative government will designate travel to places that are ground zero for terrorist activity a criminal offence," Harper said while speaking during a campaign stop in Ottawa.

"We are talking about the most dangerous places on earth, where governance is nonexistent and violence is widespread and brutal," he went on saying.

The law would designate "declared areas" which the government considered under terrorist control.

While no names were mentioned Sunday, the Canadian Broadcasting Corporation reported that a media handout from the Conservatives said some parts of Syria and Iraq would "likely" fall under the travel ban. Australia has such a law.

Harper said some exceptions might apply for individuals such as journalists, aid workers and diplomats, but added that there were "few legitimate reasons" to go to murderous Moslem-controlled areas.

Travel to these areas is "not a human right", the prime minister said. "That is something we have to nip in the bud before trained turbans return to this country."

With an election set for Oct. 19, Harper is boasting of the Conservative's record on security during a decade in power. He is also reminding Canadians of the clear and present danger from homegrown murderous Moslems, as demonstrated by the deadly attacks in Ottawa and Quebec last fall. Two soldiers were killed by lone individual Canadians in separate attacks.

Harper also pointed out that his government introduced legislation in 2013 that made it illegal to leave the country and join an murderous Moslem organization.

He repeated his claim that the main opposition parties -- Liberals and New Democratic Party -- were soft on terrorism and that the Conservatives would provide the best protection for Canadians.

"There's no more importance than ensuring the safety of Canadians," Harper said. "Our opponents just do not get that."

Harper made the promise during a stopover to support Conservative candidate Abdul Abdi, a former police officer.

The prime minister's agenda then called for a rally in Quebec, where Conservatives are looking to better the party's representation in the October election.

Harper appears unmoved following Omar Khadr's release on bail, public statements

[CA.NEWS.YAHOO] Omar Baby Face Khadr's apologetic tone didn't seem to move Stephen Harper much Friday as the prime minister defended his Conservative government's efforts to keep the former Guantanamo Bay prisoner behind bars.

"Mr. Khadr, as we all know, pled guilty to very grave crimes, including murder," Harper told a news conference as he offered his thoughts and prayers to the family members of U.S. Sgt. Christopher Speer.

"Our government's priority in these matters is always to make sure, first and foremost, we keep in mind the protection and security of the Canadian population."

Harper said little else, citing the fact the matter remains before the courts.

Khadr, now 28, pleaded guilty in October 2010 before a widely discredited military commission to five war crimes -- including murder in the death of Speer, a U.S. special forces soldier.

On Thursday, he walked free after an Alberta judge rejected the government's last-ditch attempt to block his release, saying they had failed to prove Khadr posed a risk to the public or could do harm to Canadian interests.

Some hours later, during a remarkable news conference on his lawyer's Edmonton driveway, Khadr apologized for the pain he's caused and urged Canadians to give him a chance to demonstrate his worth.

"I will prove to them that I'm more than what they thought of me, I'll prove to them that I'm a good person," Khadr said.

"Give me a chance -- see who I am as a person, not as a name -- and then they can make their own judgment after that."

Khadr spent almost 13 years behind bars -- four of them as a convicted war criminal.
