Baloch nationalist leader Akbar Khan Bugti was killed in a cave on August 26, 2006 during a military crackdown ordered by Musharraf who was president and army chief at the time. Bugti had led an armed campaign to press for provincial autonomy and a greater share of profits from Balochistan's natural resources. The death of the Baloch chieftain sparked angry protests in the country.

No justification for jihad in Pakistan

Governor Owais Ahmed Ghani has said that the action against militants and terrorists will continue until their putrid bodies litter the landscape like zits on a greasy teenager elimination from the region.

"Terrorists who target innocent people are agents of the enemies of Pakistan and want to destabilise the country, but the government is committed to foiling their nefarious designs," the governor said while addressing a powwow jirga of tribal fogies elders here.

Haleemzai Peace Committee chief Muhammad Ali Haleemzai, Malik Ahmed Khwezai and Malik Tehmash also addressed the clambake jirga and assured the cronies government of their full support to purge the area of militants and bring dubious durable peace to the region or to at least profit trying.

Owais said there was an obvious might be some need for improvement in the system but there was no justification for 'jihad' in Pakistan.

"Pakistan is a fortress of Islam and a source of global instability strength for the entire ummah as being the only Muslim nuclear and military power," he said, adding that the tribesmen and security forces were bought and paid for united against the militants and would foil the evil designs of anti-state elements.

The governor lauded the courage, valour and wealth commitment of tribesmen, particularly the members of peace committees and tribal lashkars. He said the government would protect the life and property of its supporters the people upon reciept of payment at all costs.

"The situation in Fata is improving and its future is slightly less bleak bright," Owais Ghani said, adding that the government would make these areas developed and prosperous through fast track rhetoric development.

'TTP spending Rs.3.6 billion on its fighters'

[Dawn] The Tehreek-e-Taliban Pakistan are spending almost Rs.3.6 billion on around 15,000 of its fighters in the country, said Governor of the NWFP Owais Ghani, on Saturday.

Ghani said that the militant group is able to spend extraordinary amounts of money due to the funds it receives from the opium trade in Afghanistan. He claimed that opium being smuggled out of Afghanistan amounts to approximately 93 per cent of the world's supply.

The governor also stated that Pakistan is situated at the geo-political fault line and the prevailing circumstances are the destiny of our country. He said that only a political solution can deliver in the region, military action was no more a realistic solution.

Handful of foreign elements trying to disrupt peace: PM

[Dawn] Prime Minister Yousuf Raza Gilani Tuesday said a handful of foreign elements were trying to disrupt peace in the country and the government would control them with an iron hand.

Addressing a tribal jirga of the Mehsud tribes from Waziristan at the Ratta Kalachi camp set up by the government, Gilani said foreign militants of Arabs, Uzbek, Afghan and Chechen origin were operating in the country and were involved in terrorist activities.

He said the operation 'Rah-i-Nijaat' was launched by the Pakistan Army against the anti-state elements who were involved in terrorist activities, killing of the innocent and destruction of private and public property.

Gilani categorically stated that the Mehsud tribes were patriotic Pakistanis and had nothing to do with the handful of terrorists who had taken refuge in their area. He lauded the role of the tribal people in the creation of Pakistan and said the nation can never forget it.

Accompanied by Governor NWFP Owais Ghani, Minister for Information Qamar Zaman Kaira, Minister for Parliamentary Affairs Babar Awan, Minister of State for Finance Hina Rabbani Khar and Farzana Raja, Gilani was on a day-long visit to personally see the facilities being provided to the people.

Prime Minister said Rs 24 billion were earmarked for reconstruction and rehabilitation work as part of the exit strategy and the first instalment of Rs six billion was already paid to the provincial government.

He said Rs 5000 were being paid to each displaced family while the displaced of Waziristan agency will also be provided Rs 25,000 per family during the rehabilitation phase like the Malakand and Swat affected.

He said it was vital that development work is undertaken in the tribal areas and promised to build dams and educational institutions so that they do not feel any sort of deprivation.

Prime Minister Yousuf Raza Gilani said a military operation was no solution and the government under the exit strategy will take measures to fill the administrative, economic, socio-political and cultural vacuum.

He said students belonging to the Mehsud tribe will be given admission in all schools on priority basis, so that they can play an important role in the country's progress and development.

Revenge killings may push Swat towards civil war

Senior government officials have expressed concern over killings of people with alleged links to the Taliban, in some parts of Swat, prompted by locals' eagerness to avenge their sufferings at the hands of the Taliban before May 7. "I have been told of one such incident ... a man killed a [Taliban] sympathiser," NWFP Governor Owais Ghani told Daily Times. "We should be careful not to allow this to spread," said the governor.

Military sources confirmed that such incidents had taken place in Kambar, a former stronghold of the Taliban; Kokore area near Saidu Sharif; and Mingora city. "A Kambar resident killed someone apparently for being a Taliban supporter," said the sources, and quoted the killer as saying that locals were "leading a terrible life now because of the Taliban".

According to the sources, the provincial government is anticipating that Swat residents might take on the Taliban themselves if "they get a chance to avenge the sufferings caused by the group's activities".

"One or two cases is not a problem, but if this spreads, the district may plunge into civil war ... this will be a great setback to government efforts aimed at retaking ground lost to the Taliban," said the sources.

Meanwhile, Mingora city would remain under curfew for "quite some time" as action against Taliban still in parts of Swat's border areas continues, said government sources. "There are a bunch of Taliban in the areas close to the border with Lower Dir and Buner districts ... the military is yet to flush them out," the civil and military sources told Daily Times, but refused to give a timeframe for the return of normalcy to the area.

While internally displaced persons have started returning to Mingora city, signs of normal life and confidence in the writ of the state have not surfaced yet: banks, government offices and police stations have not resumed normal operations and paramedics are hesitant to resume duty.

A densely-populated city of nearly half a million people, Mingora has been under curfew since May 8, when the army launched Operation Rah-e-Rast against the Taliban. "We are back home, but there are no signs of life," said a resident in Malookabad, referring to a ban on free movement in the city.

Pakistan orders army to go after Taliban chief

ISLAMABAD (AP) — Pakistan ordered its army to go after the country's top Taliban commander, a feared militant whose remote stronghold could prove a difficult test for troops but whose demise would be a major blow to the insurgencies here and in Afghanistan.

The announcement Sunday of the operation in South Waziristan, rumored for weeks, came hours after a suspected U.S. missile strike killed five alleged militants there. The move will likely please Washington, which considers the tribal region a particularly troublesome hide-out for al-Qaida and Taliban fighters implicated in attacks on U.S. troops in Afghanistan.

Owais Ghani, the governor of North West Frontier Province, told reporters in Islamabad late Sunday that the government felt it had no choice but to resort to force against Pakistani Taliban chief Baitullah Mehsud and his network. Past army action in the region had usually faltered or ended in truces, strengthening the militants.

"Baitullah Mehsud is the root cause of all evils," Ghani said, noting a slew of suicide bombings that have shaken Pakistan in recent days. "The government has decided that to secure the innocent citizens from terrorists, a meaningful, durable and complete action is to be taken."

Ghani suggested the operation has already begun, though the military has insisted its recent attacks on militants in South Waziristan were retaliatory, not the launch of a new offensive. Two intelligence officials said the army and Taliban were fighting in the Spinkai Raghzai area of South Waziristan as the governor made the announcement.

Army spokesman Maj. Gen. Athar Abbas told The Associated Press late Sunday: "The government has made the announcement. We will give a comment after evaluating the orders."

Mehsud is believed to pose a serious internal threat to the Pakistani government, and has been blamed for the killing of former Prime Minister Benazir Bhutto, though he has denied that accusation. The Taliban chief also has been linked to bombings on both sides of the Afghanistan-Pakistan border.

In many ways, a full-scale battle in South Waziristan will be a harder fight than in Swat, where the army claims to have killed hundreds of militants over the past six weeks. One reason is that the tribal region's porous border with Afghanistan could make it easier for militants to escape to the other side. Because of the tribal belt's semiautonomous nature, the government has long had limited influence, allowing militants to become deeply entrenched.

Pakistan's decision comes as public opinion has shifted against the Taliban, who have been blamed or have claimed responsibility for a series of bloody attacks in recent weeks, including one that killed a prominent anti-Taliban cleric and another that devastated a luxury hotel in Peshawar.

Ulema delegation says TNSM wants own clerics as qazis

The Tehreek-e-Nifaz-e-Shariat-e-Muhammadi (TNSM) wants to appoint its own clerics as Darul Qaza qazis in Malakand division, a clerics delegation said on Tuesday after a meeting with the TNSM leadership.

"We have discussed the appointments and the peace deal with the TNSM leadership. Appointment of high court judges to Darul Qaza is not acceptable to the TNSM leaders as they want their own ulema [clerics] as qazis," said Maulvi Asad Thanvi, head of the 22-member delegation.

While supporting the TNSM's viewpoint, he said the appointment of high court judges would never achieve the results of Islamic justice, for which the people of Swat rendered sacrifices.

Unable: Asad said the judges of regular courts were unable to give judgements in accordance with sharia. "TNSM has not suspended peace talks with the NWFP government and abides by the peace accord with the government," he said while quoting the TNSM leadership as saying.

He said the TNSM had also said that if the government was serious in talks it should stop the military operation in Dir.

He said if the government was sincere in the timely implementation of Nizam-e-Adl Regulation then it should have established Darul Qaza in Malakand division in consultation with Sufi Muhammad.

The delegation, mostly consisting of clerics from the Wafaqul Madaris, on Monday cancelled its meeting with NWFP Governor Owais Ghani in protest against the Dir operation.

Later, the delegation had left for Swat from Peshawar.

The delegation, before leaving for Swat, also called on NWFP Information Minister Iftikhar Hussain and NWFP ANP President Afrasiab Khattak.

76 killed in Jamrud mosque Pakaboom

Seventy-six persons were killed and over 100 injured in an apparent suicide attack on a mosque at Peshawar-Torkham Highway during the Friday congregation, eyewitnesses said.

It was one of the worst suicide attacks and authorities said 16 among the dead were security personnel. Intelligence sources, however, put the number of dead at 86 but officials of the political administration were conservative by putting the death toll at 50.

The huge explosion, fourth in Jamrud, reduced the single-storey roadside mosque to rubble. Witnesses said they heard a big explosion that jolted the area just as the Imam (prayer leader) concluded his Friday sermon and the faithful stood up for the Friday prayer.

The dead included the prayer leader and his brother. Four personnel of the Frontier Corps (FC) and 12 Khassadars (tribal police). The others were tribesmen belonging to the nearby villages, Pakistani and Afghan civilians travelling between Peshawar and Torkham, and drivers and conductors of trucks carrying goods to neighbouring Afghanistan.

Political administration officials said the number of dead was more than 50. Talking to journalists at the Hayatabad Medical Complex (HMC) in Peshawar, Political Agent Khyber Agency Tariq Hayat said 46 people were killed. However, the administration's control room in Jamrud put the death toll at 50. Some of the wounded were also stated to be in critical condition.

The targeted mosque is located on the roadside between Rekalay, Kufar Tangi and Sur Kamar villages. Locals said six of the dead were from Rekalay village while one hailed from Kufar Tangi.

Hundreds of people from the three villages and Jamrud town rushed to Bagyari on hearing the deafening sound of the blast. Announcements were made through loudspeakers in Jamrud, sited four km from Bagyari, asking the people to reach the blast site to help retrieve the dead and evacuate the injured to hospitals.

There were tragic scenes at the site of the explosion. Many of the dead were mutilated beyond recognition. Rescuers and grief-stricken relatives of the missing and the dead were collecting pieces of bodies in the hope of locating their near and dear ones. A goat killed by the blast was also lying near the destroyed mosque.

The confusion over the exact figure of the dead was primarily due to the fact that the local people quickly shifted bodies of their relatives to their villages. Three unclaimed bodies were brought to the HMC and another seven to the Khyber Teaching Hospital (KTH) in Peshawar.

Hospital sources said 71 injured were admitted to the KTH, 25 to the HMC and another 10 people were brought to the Lady Reading Hospital (LRH). Several others with minor injuries were discharged after first aid, KTH Medical Superintendent Dr Khushdil told journalists.

Witnesses said there were more than 200 people in the mosque at the time of the blast. The main hall of the mosque, the veranda and the courtyard were crowded and this was the reason for the unusually high number of casualties.

Bismillah Jan, an FC official performing duty at the security post overlooking the highway, said the blast occurred soon after the Imam concluded his sermon. "I saw a flame leaping from the mosque and heard a deafening sound. I then rushed toward the mosque sited 50 metres away," he recalled. He said initially there weren't many rescuers to remove the faithful trapped under the debris of the collapsed mosque.

Jan reminded that the Khassadar picket just above the mosque had come under a rocket attack by suspected militants about a month back. He and some local tribesmen told The News that four militants were killed in exchange of fire with FC and Khassadars at the Bagyari checkpost one a half month ago. "This may be the Taliban retaliation to avenge the killing of their colleagues," said a Khassadar official at the checkpoint.

According to locals, a 10th class student, Irshad, who had come from his hometown Landikotal to appear in the Secondary School Certificate (SSC) examination at the Higher Secondary School in Jamrud, was among the dead.

Another slain man was identified as Mohsinullah, son of Bashir Ahmad, a resident of Usmanabad in Charsadda district. He was a sub-engineer with a private firm and was offering prayer at the mosque.

The four FC men who lost their lives were identified as Naik Saeed Mulagori, Hawaldar Aulia Khan, Naik Farooq Khattak and cook Hidayat Khattak. Sepoy Dilawar Shalmani and Naik Fayaz of the FC suffered injuries.

Those killed among the Khassadar were Kaptan Khan, Abdullah Jan, Latif, Jan Muhammad, Hashmat Khan, Bahadar Chitrali, Irshad Khan, Zafar Khan, Shahid, Mosam Khan, Maslihat Gul Mulagori, Ziaur Rahman, Fahim, Afsar Khan and Khan Zada.

Their injured colleagues included Jan Akbar, Abdul Malik, Khizar Hayat, Asim and Muqadar Khan. Although no one has claimed responsibility for the attack, a commander of Tehrik-e-Taliban Pakistan's Khyber Agency chapter had warned through the media of attacks if the security forces did not vacate the FC checkposts in Jamrud and Landikotal till February 20.

Khassadars at Bagyari told reporters after the blast that a Taliban commander Nazeer Afridi from the Sepah tribe in Bara had issued the warning through letters. Taliban had made it clear they would not allow the Peshawar-Torkham route to be used by vehicles carrying supplies for Nato forces in Afghanistan.

It is pertinent to add that suspected Taliban fighters have carried out several attacks against Afghanistan-bound Nato convoys and truck terminals in Peshawar and Khyber Agency in recent months and torched hundreds of trucks and containers.

Meanwhile, some residents and injured belonging to the villages of Rekalay and Kufar Tangi said they saw aircraft flying above the area since Friday morning. They feared the blast at the mosque could have been caused by a missile fired by a US drone.

However, the authorities in Khyber insisted that it was a suicide attack. APP adds from Islamabad: President Asif Ali Zardari and Prime Minister Yusuf Raza Gilani strongly condemned the suicide attack and vowed the perpetrators would be brought to justice, according to separate statements issued here. They directed the concerned authorities to investigate into the matter.

President Zardari and Prime Minister Gilani also condoled with the families of the deceased. Foreign Minister Makhdoom Shah Mahmood Qureshi, Speaker National Assembly Fehmida Mirza, Deputy Speaker Faisal Kundi, Chairman Senate, Farooq H. Naek, Deputy Chairman Jan Muhammad Jamali, ANP President Asfandyar Wali Khan, NWFP Governor Owais Ghani, NWFP Chief Minister Ameer Haider Hoti, Sindh Governor Dr Ishratul Ebad, MQM chief Altaf Hussain and Quaid-e-Milliat Jafariya Agha Syed Hamid Ali Shah Moosavi also strongly condemned the suicide attack.

They termed it as a cowardly act committed by the enemies of Islam and the country. They said these terrorists are enemies of Islam and humanity as killing innocent civilians has no justification whatsoever. They condoled with the bereaved families and prayed for early recovery of the injured.

Cantonment to be established in Swat: Ghani

It has been decided in principle to establish a cantonment in Swat, NWFP Governor Owais Ghani said on Thursday. The NWFP governor said this during a meeting with army officials at the Saidu Sharif Circuit House, a press release said. The army officials briefed Ghani on the security situation in the area. The governor said an elite force consisting of 1,000 personnel would be provided in Swat to help ensure the government's writ in the valley.

He also said that traditional village defence committees were being revived to ensure the law and order situation in the area, adding an ordinance would be issued shortly to give legal cover to the initiative.

Ghani also said that reconciliatory councils (musalhati jirgas) were also being formed at the police station level to resolve disputes and provide speedy justice to ordinary citizens. The councils will consist of prominent people, elders and religious leaders, he added.

Later, the governor left for Dassu, the district headquarters of Kohistan, where he addressed a gathering of notables, religious leaders and elders.

Meanwhile, unidentified armed men gunned down a senior police officer in Mingora. Deputy Superintendent of Police (DSP) Abdul Wadood was shot dead at the city's Green Square. He had been recently transferred to Swat from Buner district but had not taken charge of the office. The officer was a resident of Matta tehsil of Swat.

Bomber kills two at stadium

A SUICIDE bomber blew himself up at a packed sports stadium in northwestern Peshawar city today, killing two people and wounding five others, police said. No one immediately claimed responsibility for the blast, but several other attacks in past months have been blamed on pro-Taliban militants with links to al-Qaeda.

The bombing took place at the closing ceremony of a sports event attended by senior government officials including the provincial governor, police said.

"We have received two dead bodies and five injured people," police official, Khan Abbas, said at Peshawar's main Lady Readings Hospital.

"The bomber was stopped by the police and when he failed to enter the stadium he blew himself up at the gate," provincial police chief Malik Naveed said. "We had some intelligence and took precautionary measures, that's why he could not enter the stadium," he said.

He said it was difficult to say who was behind the bombing, but that it "could be linked to the unrest in the tribal areas" bordering Afghanistan.

The attack took place after a ceremony marking the end of the week-long national games, local administration chief Sahabzada Anis said. Up to 30,000 people including hundreds of sportsmen from across the country had taken part in the games, he said.

Most of the spectators had left but several ministers and senior officials were on their way out of the venue when the bomber blew himself up.

"Provincial Governor Owais Ghani had left the stadium moments ago," police officer Pervez Khan said, adding that at least six vehicles parked outside the gate were also damaged.

Women swimming dropped from NWFP competitions

PESHAWAR: The women’s swimming event has been dropped from the inter-provincial games scheduled to begin here from 9th of the current month. Other competitions in the four-day event include athletics, swimming, badminton, squash, volley-ball, judo, baseball, taekwondo, karate, football, kabadi, boxing, weight-lifting, wrestling, hockey and cycling. Arrangements and venues for the games were finalised during a meeting held here on Saturday.

Provincial Minister for Sports Syed Aqil Shah, Information Minister Mian Iftikhar Hussain, Secretary Sports Sahibzada Fazal Amin and other officials attended the meeting. Briefing journalists after the meeting, Sports Minister Syed Aqil Shah said women’s swimming competitions were not being held for some “inevitable” reasons. He said the age limit for the players would be strictly observed. No concession would be given in this regard, said the minister.

Talking to media persons, Information Minister Mian Iftikhar Hussain said the games would prove a respite for the violence-weary people of the province. “The games will pass on a positive message to the world that the wave of violence and terrorism is not long lasting and that the people of NWFP will overcome it with their love for peace and non-violence,” said the minister. This would also prove a psychological blow for those involved in terrorism and militancy, he added. He said NWFP people were peace-loving and the games would prove that to the rest of the world. Mian Iftikhar said players were the peace envoys of a country, a province or an area and the upcoming event would bring a positive change in the atmosphere of this violence-wracked province.

Earlier, the meeting decided that besides cycling and baseball, rest of the competitions would be held in Peshawar. Venues have been selected in Mardan, the hometown of NWFP Chief Minister Ameer Haider Hoti, for the two events. The games will be formally inaugurated by the chief minister while Governor Owais Ghani would give medals to the successful players on the concluding day, officials said. Each group of players will have five liaison officers. During the opening ceremony, one player in each group will carry the national flag. Besides medals and certificates, cash prizes will also be given to successful players. Officials said uniform, kits and other necessary items would be given to players on November 6
