Zebari: Iraq is not Afghanistan

[SHAFAQ] The former Iraqi Foreign Minister, Hoshyar Zebari, confirmed that the upcoming round of talks between Washington and Baghdad is decisive for Iraq's future, security, and stability.

Zebari said in a Facebook post that Iraqi leaders need to participate in the security, diplomatic and political dialogues to adopt bold stances to secure Iraq's national interest.

He stressed the need for serious work to reach results that consolidate the country's security, intelligence, and military capabilities to confront ISIS, and support security institutions.

"Iraq is not Afghanistan, and its collapse means the collapse of the entire region", Zebari concluded.

Drone targets US troops stationed at Iraqi Kurdistan airport

[IsraelTimes] Kurdish interior ministry says no one hurt at Arbil; no claim of responsibility, but pro-Iran group blamed for previous assault hails attack.

An attack Wednesday at the airport of Arbil, the capital of Iraqi Kurdistan, was carried out by drone, the Kurdish interior ministry said — an unprecedented escalation in the arms used to target US soldiers based there.

"A drone charged with TNT targeted a coalition base at Arbil’s airport," the ministry said, adding that no one was hurt in the blast but a building was damaged.

There was no immediate claim of responsibility for the attack, which caused a loud explosion audible across the city.

However,

a shadowy pro-Iranian group, blamed for a similar attack in mid-February, hailed the blast in pro-Iran channels on the messaging app Telegram.

A security cordon blocked all access to the airport, witnesses reported. The governor said air links were not interrupted.

A shadowy group calling itself Awliyaa al-Dam (Guardians of Blood) claimed the February attack in Arbil and in a follow-up statement vowed to keep targeting US forces in Iraq.

‘DANGEROUS ESCALATION’
"It seems the same militia who targeted the airport two months ago are at it again," Iraq’s longtime former foreign minister Hoshyar Zebari, a prominent Kurdish political figure, posted on Twitter in an allusion to pro-Iranian factions.

Last October, hundreds of supporters of Hashed al-Shaabi, an Iraqi paramilitary network dominated by Iran-backed factions, set fire to the Baghdad headquarters of Zebari’s party after he criticized them.

That did not stop Zebari from pointing the blame at pro-Iranian factions for Wednesday’s attack, however. "This is a clear & dangerous escalation," he tweeted.

Pro-Iran groups have been ratcheting up their rhetoric, vowing to ramp up attacks to force out the "occupying" US forces, more than a year after the Iraqi parliament voted to expel the American troops.

Counterterrorism officials said only one rocket hit the airport on this occasion.

But an Iraqi security source told AFP that other rockets had crashed in the vicinity, one of them targeting Ottoman Turkish troops.

Earlier in the day, two bombs went kaboom! on roads where Iraqi logistics convoys were carrying equipment for the international coalition in the southern provinces of Dhi Qar and Diwaniyah, according to security sources.

The United States last week committed to move all remaining combat forces from Iraq, although the two countries did not set a timeline in what would be the second withdrawal since the 2003 invasion.

The announcement came as the Biden administration resumed a "strategic dialogue" with the government of Prime Minister Mustafa al-Kadhemi, who is seen as too close to Washington by Iraq’s powerful pro-Iranian factions.

The region of Kurdistan has been autonomous since 1991 and has a population of five million.

Around 40 rocket attacks have targeted US interests in Iraq since early August, including one on Monday that hit a village close to Baghdad airport, where American troops are stationed. That attack killed five children and two women from the same family.

The US State Department on Tuesday pointed the finger of blame at Iran-backed militias operating in Iraq, saying they "pose an unacceptable danger" in Iraq.

Washington has threatened to close its embassy in Iraq and withdraw its 3,000 troops from the country unless the rockets stop.

Missiles hit Iraq base hosting US troops

[Rudaw] Three Katyusha missiles have hit Taji Military Base, north of Baghdad, where US forces are stationed, Iraq's Security Media Cell has reported - the second such attack on a military base in four days.

"A short while ago, three Katyusha missiles fell on Camp Taji," Iraq’s Security Media Cell announced on Monday night.

Camp Taji, about 85 kilometers to the north of the capital Baghdad, hosts US military personnel.

Last Friday, three mortars hit Balad Air Base, which houses F-16 airplanes Iraq has purchased from the US, leading to fire in the dry brush around the camp.

Hoshyar Zebari, senior KDP official and former Iraqi Minister for Foreign Affairs, condemned the "alarming and risky" attacks.

"Rockets & mortars attack #Balad air base hosting Iraqi #F16US fighters, #American technicians & advisors. Today’s mortar attacks on #Taji base also with US & coalition advisors north #Baghdad is alarming & risky game by the perpetrators," Zebari said in a tweet on Monday night.

A May 19 Katyusha rocket struck Iraq’s Green Zone, missing the US embassy by just a mile.

The assailants of the attacks are unknown, but many Iran-affiliated Iraqi Shiite militias are currently active in Iraq and are thought to be responsible.

Camp Taji, northwest of Baghdad is one of four locations used by Combined Joint Task Force Operation Inherent Resolve during the war against ISIS. It is a center of training for the US-led coalition that has been fighting ISIS since 2014. Taji was an important center for US forces and an area where detainees were kept in the past. It is a large military complex, essential for training.

Iraq's former finance minister loses appeal against 'unconstitutional' removal

[RUDAW.NET] Iraq’s former Finance Minister Hoshyar Zebari has lost an appeal at the country's federal court against his removal as minister by the parliament which he called unconstitutional.

The former minister lost his appeal 6 to 3 votes on Tuesday.

The Iraqi parliament withdrew confidence from Zebari in September.

"Unfortunately lost our appeal to Iraqi Federal Court 6 by 3 votes." Zebari reacted on his Twitter account. "Now I’m a private citizen after 13 years working for the new Iraq," he added.

Baghdadi still in Mosul

[ARA News] Erbil – The supreme leader of the Islamic State (ISIS) extremist group Abu Bakr al-Baghdadi has not left Mosul despite the start of the US-backed military campaign, Kurdish official and former minister of finance in the Iraqi government Hoshyar Zebari said on Wednesday.

According to intelligence reports, al-Baghdadi is still in Mosul along with the ISIS military commander Fawzi Ali.

The presence of al-Baghdadi in Mosul is reportedly meant to raise the morale of his militant fighters in the face of the fiercest military operations on the ISIS’ capital in Iraq.

“ISIS terrorists are under a heavy pressure amid the continuous progress by the Kurdish Peshmergas and the Iraqi army forces towards Mosul city since the start of the operation earlier this week,” he said.

“The radical group in Mosul is being hit from the north, east and south by the coalition forces,” media activist Sipan Saleh told ARA News.

“Under heavy blows by the Peshmerga forces and the Iraqi army, supported by the coalition’s airstrikes, ISIS won’t be able to hold for long in Mosul. Whether al-Baghdadi is there or not, it won’t matter much. Once the anti-ISIS forces enter the city, a large surge of dissidence is expected to hit the group’s ranks before its complete collapse,” Saleh said.

Iraqi parliament votes to sack finance minister

[ENGLISH.ALARABIYA.NET] The Iraqi parliament has voted on Wednesday to sack Finance Minister Hoshyar Zebari after a grilling session in late Agust, questioning him about graft, Al Arabiya New Channel’s correspondent reported.

In Iraq’s 328-seat parliament, 158 voted in favor of sacking Zebari, who is also deputy prime minister.

Zebari assumed office as foreign minister in October 2014 after spending 11 years as Iraq’s foreign minister.

The powerful Iraqi Kurdish politician sacking comes after the removal of the country’s Defense Minister Khalid al-Obeidi in late August after grilling the latter over corrupt arms deal.

Since assuming office in September 2014, Iraqi Prime Minister Haider al-Abadi pressed for reforms but political squabbling and division obstructed his path to pursue anti-corruption steps.

"The Iraqi parliament passed and fixed the Kurdistan region's 17 percent budget share," Sarhan Ahmed, a Kurdish MP in the Iraqi parliament, told Rudaw.

He explained that the proposal to keep the allocation at 17 percent -- as specified in the Iraqi constitution -- was accepted despite opposition by the Dawa bloc, which on Monday had proposed a reduction to 13 percent.

Ahmed said Maliki's bloc had asked for yet another hearing on the proposal, but "the parliament speaker rejected their call and considered it illegal."

The proposal to cut Kurdistan's share of the budget was condemned by Kurdish MPs in the Iraqi parliament at an emergency session on Tuesday.

Iraq's Minister of Finance Hoshyar Zebari has warned that "reducing Kurdistan's share of the budget would dismantle Iraq's political process."
