US offers new $5 million reward for capture of Mumbai attackers

US Secretary of State Mike Pompeo on Sunday urged Pakistain to take action against those responsible for the 2008 Mumbai attacks as Washington offered a new reward of $5 million for helping secure their capture.

The announcement came on the eve of the tenth anniversary of the assault, which left 166 people dead and hundreds injured after Islamist murderous Moslems from Pakistain unleashed a wave of violence across India’s financial capital lasting three days.

"It is an affront to the families of the victims that, after 10 years, those who planned the Mumbai attack have still not been convicted for their involvement," Pompeo said in a statement.

"We call upon all countries, particularly Pakistain, to uphold their UN Security Council obligations to implement sanctions against the hard boyz responsible for this atrocity, including Lashkar-e-Taiba

Also among those killed were a number of Israelis during an assault and standoff at a Mumbai Chabad house.


The Department of State’s Rewards for Justice (RFJ) Program meanwhile said it was offering up to $5 million "for information leading to the arrest or conviction in any country of any individual who committed, conspired to commit, or aided or abetted" the execution of the attack.

It is the third such reward offered by the US after the State Department announced bounties of $10 million for Lashkar-e-Taiba (LeT) founder Hafiz Mohammad Saeed and $2 million for Hafiz Abdul Rahman Makki, another big shot of the group.

Saeed, who is also designated a terrorist by the United Nations

The ordinance amends Sections 11-B and 11-EE of the Anti-Terrorism Act, 1997 (XXVII of 1997). Section 11-B sets parameters for proscription of groups, whereas 11-EE describes the grounds for listing of individuals.

Both sections would now include Sub-Section ’aa’, according to which organizations and individuals "listed under the United Nations (Security Council) Act, 1948 (XIV of 1948), or" will be included in the First Schedule (for organizations) and Fourth Schedule (for individuals), respectively, on an ex-parte basis.

Under Section 11-EE, the requirements were: "(a) concerned in terrorism; (b) an activist, office-bearer or an associate of an organization kept under observation under section 11D or proscribed under section 11B; and (c) in any way concerned or suspected to be concerned with such organization or affiliated with any group or organization suspected to be involved in terrorism or sectarianism or acting on behalf of, or at the direction of, any person or organization proscribed under this Act."

Hafiz Saeed contended in the petition that he established JuD in 2002 and cut off all ties with the banned Lashkar-e-Taiba

The JuD chief termed it against the illusory sovereignty of Pakistain that an ordinance was issued to ban his organization.

Hafiz Saeed set to be freed after LHC turns down extension in detention order

The review board under the chair of Justice Abdul Sami Khan passed these orders after a senior finance ministry official failed to convince the board that the release of Saeed would bring diplomatic and financial problems to the country.

During the last hearing, the government while seeking extension in the detention orders had argued that Saeed could not be released because the move would result in financial sanctions and a halt in foreign funding to the country. In response, the board had directed the government to send an official from the finance ministry to explain how release of a single individual would affect the entire country.

Government on Monday issued a notification to extend the house arrest of Jamaat-ud-Dawa

The JuD chief had been sent to his room on January 31 for 90 days. Subsequently, his house arrest was extended for another three months. The extended house arrest was going to expire on July 27, but has now been extended for two more months.

The notification, a copy of which is available with DawnNews, reads that the Counter Terrorism Department has reported that "keeping in view the expected release of the said activist and other leaders of the said organization, workers of the organization have planned to spread chaos in the country."

The notification, signed by Punjab Additional Chief Secretary (Home) retired Major Azam SLearned Elders of Islamn, further reads that "on release, he (Saeed) is likely to glorify his activities for the said organization and continuation of his activities are likely to create unrest in public."

Other members of the JuD -- including Abdullah Ubaid, Abdul Rehman Abid, Zafar Iqbal and Qazi Kashif Niazi of Multan, who handles JuD’s publications -- were also taken into 'protective custody' in January.

The JuD and the Falah-e-Insaaniat Founda­tion (FIF), a charity organization affiliated with the JuD, had been included in the Second Schedule and were placed on the government’s watch list for six months under Section (1) 11EEE of the Anti-Terrorism Act 1997 in January. The names of several JuD leaders had also been placed on the Exit Control List.

India had constantly been using Hafiz Saeed’s political activities as a tool to malign Pakistain, the statement said. "The international community should take note and understand that Pakistain is a democratic society where judiciary takes free, independent and transparent decisions," it said.

"If indeed, India is serious about its allegations, it should come up with concrete evidence against Hafiz Mohammad Saeed which is sustainable in court of law in Pakistain or for that matter anywhere in the world," the spokesperson said, adding: "Mere casting aspersions and levelling allegations without any corroborating evidence would not help the cause of peace in the region."

Taliban commander turns himself in to Americans... to claim $100 reward on his own 'wanted' poster

An oldie but a goodie none the less.
U.S. officials couldn't believe their luck last week when a suspected Taliban commander who heard there was a $100 reward for his whereabouts turned himself in to authorities.

Perhaps misunderstanding the meaning of 'wanted', Mohammad Ashan sauntered up to police in Sar Howza, Paktika province, with a poster bearing his own face - and demanded the finder's fee.
Sometimes it pays to learn how to read.
Officers arrested Ashan on the spot, the Washington Post reported. Nevertheless, when U.S. forces went to confirm Ashan had come forward they were understandably incredulous.

'We asked him, "Is this you?"' SPC Matthew Baker told the Post. 'Mohammad Ashan answered with an incredible amount of enthusiasm, "Yes, yes, that's me! Can I get my award now?"'

Biometric checks confirmed that the man Afghan police were holding was the alleged insurgent U.S. troops had been looking for.

He is suspected of plotting at least two attacks on Afghan security forces and his face was on hundreds of posters plastered all over the district.

Nato forces often distribute wanted posters, but they are rarely so effective.

Civilians are usually afraid to pass on information for fear of reprisals, and Taliban fighters themselves usually avoid urban areas when they are being hunted.

But not it seems, Ashan. 'Clearly,' one U.S. official told the Post, 'the man is an imbecile.'
And therefore probably qualified to run the Republican party.
Ashan's effort to claim the reward money on his head may have been a misguided attempt to replicate the recent taunts of the White House made by Pakistani militant Hafiz Mohammad Saeed

The 61-year-old founder of militant group Lashkar-e-Taiba mocked U.S. officials who put a ÂŁ10million bounty on his head, saying they should give the reward money to him, as he had made no secret of his whereabouts.
Personally, I think these enormous rewards just scare off anyone who would rat him out. What would they do with such a huge sum of money? You can't even stay in the country after that! On the other hand, $10,000 would be something they could hide relatively easily or put it in their local bank and not raise such a fuss.
Speaking to a news conference near to Pakistan's military headquarters earlier this month, he boasted: 'I am here, I am visible. America should give that reward money to me.

'I will be in Lahore tomorrow. America can contact me whenever it wants to.'
Well, we can't exactly get hold of you whenever we want, but on occasion we will kill you.
Saeed has been accused of orchestrating the 2008 attacks in the Indian city of Mumbai that killed 166 people, including six American citizens.

But he operates openly in Pakistan, giving public speeches and appearing on TV talk shows.
And the Paki government probably has no idea you're there, either.

Who's afraid of the Islamic State?

[HERALD.DAWN] In 1947, a small group of Deobandis under the leadership of Shabbir Ahmad Usmani split from the Deobandi movement to support the struggle for Pakistain. Since then, there have been two separate branches of the movement in Pakistain: those who opposed the country's creation and those who supported it. The leaders of the former group later set up Jamaat Ulema-e-Islam
...a pak religious party. It is usually part of the govt, never part of the solution...
while the latter group focused its attention on setting up madrasas and developing Deobandi theology.

In the early 1980s, when Pakistain became involved in Afghan jihad, this became another important development in the history of the Deobandi movement. The followers of Usmani joined the war, while the other group kept its distance from it. The gulf between the two factions has been widening ever since Afghan Lions of Islam started drifting closer to the Saudi establishment and Salafism. Although the jihadist Deobandis have been divided into several branches, their principal branch is now led by Mullah Fazlullah
...son-in-law of holy man Sufi Mohammad. Known as Mullah FM, Fazlullah had the habit of grabbing his FM mike when the mood struck him and bellowing forth sermons. Sufi suckered the Pak govt into imposing Shariah on the Swat Valley and then stepped aside whilst Fazlullah and his Talibs imposed a reign of terror on the populace like they hadn't seen before, at least not for a thousand years or so. For some reason the Pak intel services were never able to locate his transmitter, much less bomb it. After ruling the place like a conquered province for a year or so, Fazlullah's Talibs began gobbling up more territory as they pushed toward Islamabad, at which point as a matter of self-preservation the Mighty Pak Army threw them out and chased them into Afghanistan...
who is closer to Salafis than to fellow Deobandis. This explains why some TTP splinter groups have readily joined the ISIS. Many others may follow.

Then there is another factor. There are three principal jihadist groups in the world which identify themselves as Salafi: Jamaat-ud-Dawa (JuD), Isis and Boko Haram
... not to be confused with Procol Harum, Harum Scarum, possibly to be confused with Helter Skelter. The Nigerian version of al-Qaeda and the Taliban rolled together and flavored with a smigeon of distinctly Subsaharan ignorance and brutality...
. Although Isis and Boko Haram have joined hands, JuD has distanced itself from them as it does not want to jeopardise its ties with the Pak military establishment. Isis and JuD seem to be natural allies as far as their sectarian affiliations are concerned, but they seem unlikely to join forces in the near future.

According to some accounts, a few JuD members have indeed split and joined Isis. If the trend continues, it may provide Isis with part of the human resources it needs to lay its hands on Pak nukes. JuD is the only jihadist group in Pakistain which has sophisticated technical expertise and nuclear know-how. Its chief Hafiz Muhammad Saeed

once patronised a sizeable group of engineering students and encouraged them to join government departments working on nuclear technology. It is not clear if anybody from the engineering branch of JuD has joined Isis in Pakistain. Even if this has not happened so far, it may happen if and when JuD splits from the military establishment -- which is not improbable, given that other holy warrior groups have done just that in the past. Such a split may lead to a strengthening of Isis ranks or the emergence of another Salafi jihadi group not aligned with the military. Either way, the Pak state will find it hard to resist the Salafi jihadi onslaught in case it materialises.

Sources quoted Samiul Haq as telling Mr Saeed that the government and Taliban were showing seriousness to take the peace talks forward instead of only focusing on extending ceasefires.
