Europeans Take Lead on Iran Nuclear Negotiations

The Europeans want to play a key role in the ongoing conflict with Iran over its disputed nuclear program, jumpstarting stalled negotiations in a bid to prevent Israel from taking military action. But can the EU's hapless foreign policy chief Catherine Ashton, who will lead the talks, make a difference?

When Catherine Margaret Ashton, also known as Baroness Ashton of Upholland, became Europe's top diplomat two years ago, even her husband Peter Kellner expressed skepticism. Upon her appointment, the British people "weren't exactly dancing in the streets," admitted Kellner, president of the YouGov international opinion polling group. Following an unpromising start, Ashton's reputation has continued in one direction: downward.

After one and a half years, the job performance of Europe's first high representative of the Union for foreign affairs and security policy -- as Ashton is officially known -- was so dismal that there was open speculation that she would be replaced. "We are slowly running out of time," warned Elmar Brok, the foreign policy spokesman for Germany's conservative Christian Democratic Union (CDU) in the European Parliament. Guy Verhofstadt, the leader of the group of the Alliance of Liberals and Democrats for Europe (ALDE) at the parliament in Brussels, described Ashton's policies as "ridiculous."

The Briton, who has the "charisma of a caravan site on the Isle of Sheppey," as British journalist Rod Liddle once quipped, has endured the reproaches without complaint. When she is criticized, she dutifully takes notes. She gladly reads off prepared statements. Her strengths lie in her work behind the scenes, she asserts. When she became the EU's foreign policy chief, she said that she was not "an ego on legs," adding: "The skills I bring (are) of negotiation, of diplomacy."

Over the coming months, Ashton will have an opportunity to prove whether this is true. The top EU foreign policy representative currently faces the most difficult mission in international politics. It is her job to negotiate with Iran over its controversial nuclear program.

Belgian new gov't sworn in

King Albert II swore in the new administration in the royal palace in the afternoon. Leterme, whose party was the biggest winner in the polls in June, succeeded Guy Verhofstadt as prime minister.

Brussels cancels New Year fireworks on terror concerns

Traditional New Year's Eve fireworks in central Brussels have been canceled due to a continuing terror threat in the Belgian capital, officials said Sunday. The popular downtown Christmas market will close early, at 6 p.m., on Dec. 31 rather than staying open all night, and the adjacent skating rink will shut at 8 p.m.

Authorities warned of an increased risk of attack after police last week detained 14 people suspected of plotting to help an accused al-Qaida militant break out of jail.
Note to whoever is running Belgium this weekend: the increased risk did not come from DETAINING the suspects, but from RELEASING them the next day. Duh.
The inmate, Nizar Trabelsi, 37, is a Tunisian ex-professional soccer player who is serving 10 years for plotting to drive a car bomb into the cafeteria of a Belgian air force base housing about 100 U.S. military personnel. However, in a letter published by the daily newspaper La Derniere Heure, Trabelsi denied that his supporters were plotting his jailbreak or any terror attack. A judge ordered his supporters' release for lack of evidence, and all suspects have maintained their innocence.

Authorities said the city would maintain heightened security measures until at least Jan. 3. "We've reviewed the situation and the conclusion is that there is no reason to scale back the current level of (terror) alert," said Jaak Raes, director general of the government's Crisis Center. "The aim is not to create panic ... but to avoid unnecessary risks."

The government said last week it had information that the suspects were plotting to use explosives and other weapons to free Trabelsi, who was arrested in Brussels in 2001, two days after the Sept. 11 attacks, and convicted two years later. During his trial, Trabelsi admitted plotting to kill U.S. soldiers based in northeastern Belgium, saying he had met al-Qaida leader Osama bin Laden in Afghanistan and asked to become a suicide bomber. Trabelsi came to Europe to play professional soccer in 1989. Over the next few years, he bounced from team to team in the minor leagues, acquiring a cocaine habit and a criminal record. Eventually, he made his way to al-Qaida training camps in Afghanistan, where evidence presented at his trial showed he placed himself on a "list of martyrs" ready to commit suicide attacks.

Prime Minister Guy Verhofstadt warned that the suspects also could have other targets in mind, and ordered police to step up security at the airport, in subway stations and at the Christmas market.

Meanwhile, the Belgian Chamber of Representatives, or parliament, Sunday gave its support to the new interim government led by ex-Prime Minister Guy Verhofstadt, six months after elections were held in the country. Deep differences between Belgium's Dutch-speaking politicians and their French-speaking counterparts have hindered the formation of a long-term government. The country which hosts the European Union is deeply divided on linguistic lines between the Dutch-speaking northern region of Flanders and the French-speaking southern region of Wallonia.

Belgian prime minister fails to win third term

The Belgian prime minister was drummed out of office last night in a general election likely to produce a new coalition led by Christian Democrats. Guy Verhofstadt, a liberal, had been fighting for a third term after eight years in office, but his party slumped to third place.

The Christian Democrats in Flanders, the northern and larger part of the country, emerged as the strongest party with about 30% of the regional vote. Weeks of horse-trading were inevitable as a result of the complex electoral and constitutional system. The chances are that there will be no new governing coalition until after the summer break.

The Belgian political system is unusual in that there are effectively no national parties running to govern the country as a result of Belgium's divide into the larger Dutch-speaking region of Flanders and the southern Francophone area of Wallonia, as well as the fact that voting is compulsory in the country of more than 10 million.

In Flanders, the Christian Democrats won, with their leader and the region's prime minister, Yves Leterme, tipped to become the national prime minister. Flanders usually puts up the prime minister. The hard-right, anti-immigrant and separatist Vlaams Belang, or Flemish Interest party, came second in Flanders, slightly increasing its vote. The mainstream parties have agreed to maintain a "cordon sanitaire" around the Flemish nationalists to keep them out of power. But Mr Leterme advanced his electoral prospects by bowing to the nationalist agenda, campaigning for a stricter separation between wealthy Flanders and poorer Wallonia.

Belgium in uproar over hoax

Belgians jammed government switchboards and ambassadors frantically called home after a hoax television broadcast interrupted normal programming to report that the king and queen had fled the country and an independent Flanders had been declared.

The country's French-speaking politicians accused broadcasters of fuelling separatist tensions in Belgium. State television broke from planned schedules at the peak viewing time on Wednesday night to show well-known journalists reporting that "the Flemish parliament has unilaterally declared the independence of Flanders".

Particularly shocking to Belgians was the "news" that King Albert II and Queen Paola had fled the country on an air force jet. The monarchy is regarded by many as the only glue holding the country together and preventing disintegration into a French-speaking Wallonia and a Flemish-language Flanders.

RTBF television only ran a disclaimer 40 minutes into the broadcast — following the intervention of Fadila Laanan, the Walloon media minister.

Guy Verhofstadt, the prime minister, described the programme as irresponsible.

RTBF said it was intended to provoke debate amid growing Belgian concern over increases in Flemish anti-immigrant and separatist sentiment.

Belgium seeks EU-US negotiations on data privacy

BRUSSELS - The Belgium government said on Thursday that negotiations between the European Union and the United States would be necessary to create common data privacy rules relating to records of banking transactions. Belgium has been at the centre of a controversy since media reports revealed the US Treasury Department had tapped into records of the Brussels-based Society for Worldwide Interbank Financial Telecommunications (SWIFT) in a search for evidence for terrorism-related activities.

The US searches triggered fears that European laws regarding data privacy were not respected and that banking records could be used for industrial and financial espionage against European companies. ”A legal conflict (between the two jurisdictions) has come to light and it must be resolved through a thorough dialogue with the US,” Belgian Prime Minister Guy Verhofstadt told a news conference.

Verhofstadt said that his government would neither take action against SWIFT nor demand that it ceased complying with requests demands of US authorities.

The Belgian government does not challenge the necessity of transferring private data in the context of the struggle against terrorism, Verhofstadt said.

Rather, the prime minister argued that the EU and the United States should seek to tackle incompatibilities in their legal systems through talks and possibly a treaty.

Swift Chief Executive Leonard Schrank said his company would support talks between the EU and the United States. ”We wholeheartedly support calls for US and EU authorities to work together to develop an improved framework to reconcile data privacy protections with today’s pressing security concerns,” Schrank said in a statement.
"Would you guys just leave us alone?"
EU data privacy officials expressed concern on Tuesday over the US searches but said they would not make recommendations on actions that the EU should take until November.
