Gen. Millar met Gen. Dostum, discussed security and election

[Khaama] General Scott Millar, the commander of US and Resolute Support Mission in Afghanistan, together with Assadullah Khalid, the acting Defense Minister of Afghanistan travelled to the northern Jawzjan province on Monday to meet Gen. Abdul Rashid Dostum, the first deputy of National Unity Government and the head of Junbish political party and have discussed the security and election issues, sources confirmed.

Controversial statements about this visit have been reported by the news wire services and some political experts believe the government had specific messages to Gen. Dostum through this security delegation.

Assadullah Khalid had a message from the government to General Abdul Rashid Dostum saying to help in stopping the demonstrations and to reopening IEC offices in the northern provinces, a source told Khaama Press.

Bashir Ahmad Tayanj, the ex-parliamentarian speaking with Khaama Press confirmed that election issues have been discussed at the margin of the meeting.

"The main purpose of this visit was to discuss the security issues of northern provinces, however, the elections issues have also been discussed at the margin, Tayanj told Khaama Press.

Gen. Dostum raised the demand shortly after returning to Kabul and appearing before a press conferene in his office in Kabul.

This comes as sources close to Junbish Milli Party had earlier said that the First Vice President General Abdul Rashid Dostum will step up efforts for the release of Commander Nizamuddin Qaisari after his return to Kabul today.

A front man of Junbish Milli Party, Bashir Ahmad Tahyanj, said Commander Qaisari will soon be released from the detention facility of the Intelligence Directorate.

He said Commander Qaisari will be shifted to his accommodation after his release from the Intelligence Directorate’s detention facility where the First Vice President would be able to visit him.

Tahyanj did not disclose further information in this regard but added that the peaceful protests would continue regarding the recent upheavals and further decisions will be jointly taken after Gen. Dostum’s return.

Only suicide bomber critically wounded in today's incident in Kabul: Stanikzai

[KhaamaPress] The Kabul Security Commandment officials are saying only the suicide sustained critical wounds in today's incident in capital Kabul.

Hashmat Stanikzai, a front man for the Kabul Security Commandment, said the jacket wallah was identified and shot by the security forces before he manage to reach to his target.

Stanikzai further added that the bomber was looking to target a gathering of protesters in Shahr Naw Park.

No individual or group has so far grabbed credit behind the incident.

The officials had earlier said the suicide bomber has been rubbed out by the security forces.

Fighting between competing tribes leaves 4 dead in Faryab

At least four people were killed during a clash between the irresponsible gunmen of Jamiat-e-Islami and Junbish-e-Millie in North of Afghanistan.

According to the local government officials in Faryab, the incident took place late on Saturday afternoon in Maimana city, the provincial capital of the province.

Provincial police spokesman Abdul Karim Yurish confirmed the incident and said at least ten people were also wounded during the clash.

He said a number of the police forces are also among those wounded during the clash.

Yurish further added that the clashes ended with the meddling of the local tribal elders and the situation is under the control at the moment

He also added that an investigation will be launched soon regarding the incident and those involved in the clashes will be introduced to the relevant security and judicial institutions.

This is not the first time clashes have taken place between the two parties as several incidents reported from the northern parts of the country, specifically the Faryab province last year.

The Junbish-e-Millie Party is led by the Second Vice President General Abdul Rashid Dostum while Jamiat-e-Islami is led mainly by the former northern alliance leaders, including Ata Mohammad Noor.

ISIS may develop regional power base in Northwest of Afghanistan: ISW

[Khaama Press] The loyalists of the Islamic State of Iraq and Syria (ISIS) terrorist group may develop a regional power base in northwestern Afghanistan, the Institute for the Study of War has said in a report, citing the recent activities by the terror group northern parts of the country.
The institute particularly pointed towards the recent killing of ICRC workers and abduction of some of their workers in northern Jawzjan province.

According to ISW, the loyalists of the terror group may particularly use the opportunity provided to them with the absence of the Junbish-e-Millie fighters led by the Vice President General Abdul Rashid Dostum.
"ISIS’s expansion in the region comes as First Vice President Abdul Rashid Dostum, who maintains significant influence in the North through his Junbish Militia, remains confined to his home surrounded by his militia in Kabul City following a scandal involving the alleged assault of former Jowzjan Provincial Governor Ahmad Eschi in November 2016 by his bodyguards," the US-based think tank said in a report. The report further added that "The lack of reported Junbish militia action to combat ISIS-linked militants in Northern Afghanistan may represent the absence of Junbish militias. Alternatively, Dostum may be sanctioning the expansion of ISIS in the region in order to demonstrate his significance to Afghan security in an attempt to relieve the political pressure to prosecute him for the alleged assault."

Meanwhile, the ANSF is currently undergoing a U.S.-led force regeneration process during their 2016-2017 winter campaign. The Afghan National Unity Government has historically relied on a joint force of ANSF units and Junbish militiamen to provide security in northwestern Afghanistan. The lessened presence of Dostum’s militia while the ANSF rests and refits units may be granting ISIS-linked militants increased freedom of movement in the region," the report added.

This comes as the Afghan officials have long been expressing concerns regarding the attempts being made by the ISIS loyalists to expand in northern parts of the country as they look to infiltrate further into the Central Asian States.null

The ARG Palace issued a statement late in October to react towards Dostum’s remarks which he made following an operation led by him in northern Jawzjan province.

The statement further added that the remarks are against the First Vice President and his position considering the current situation where Gen. Dostum is involved in key decision making institutions, including the cabinet and national Security Council.

The statement further added that a comprehensive probe by judiciary institutions is required to prove the remarks by the First Vice President or true or false and steps should be taken in accordance with the enforced laws of the country.

It also added that the government is obliged to answer to the complaints of the people who have been subjected to misbehaviour and crimes during the recent war by the Taliban and other parties involved in the conflict.

Dostum had accused President Ghani of nepotism and slammed Chief Executive Abdullah for being an incapable leader.

Speaking to a gathering in northern Jawzjan province following a military operation led by him, Gen. Dostum said President Ghani prefers those speaking Pashto and individuals belonging to his province are even more important to him.

Gen. Dostum further added the Chief Executive Abdullah is an incapable leader and has lost his fame among the Tajiks of the country despite he ethnically a Tajik.

ISIS leader killed in Jawzjan province

A prominent leader of the loyalists of Islamic State of Iraq and Syria (ISIS) terrorist group was killed during a clash with the security forces in northern Jawzjan province of Afghanistan.

According to the local officials, the senior ISIS leader, identified as Mohammad Nasir, was killed after launching an attack on the security forces check posts in Darzab district.

District administrative chief Rahmatullah Hashar confirmed the report and said at least two members of the terror group were also wounded during the clashes.

He said additional forces have also been sent to the area to repulse the attack by ISIS loyalists.

The loyalists of the Islamic State of Iraq and Syria (ISIS) terrorist group have not commented regarding the report so far.

This comes as the First Vice President General Abdul Rashid Dostum said earlier in October this year that the Islamic State of Iraq and Syria (ISIS) terrorist group plans to deploy at least 7,000 fighters in northern parts of the country.

Gen. Dostum made the remarks upon his arrival in northern Faryab province to supervise counter-terrorism operations following the fall of Ghormach district last week.

He said the ISIS terrorist group is attempting to deploy foreign militants mainly citizens of Syria, Iraq, Lebannon, Tajikistan, Uzbekistan, and Chechnya.

Afghan forces capture Ghormach

The Afghan National Defense and Security Forces (ANDSF) have retaken the control of key areas of Ghormach district during an operation led by the Vice President General Abdul Rashid Dostum.

According to the local security officials, the Afghan forces have retaken the district administrative compound, the district police commandment, and the market of Ghormach from the Taliban.

A spokesman for Ghormach security commandment, Abdul Karim Yurish, said the Taliban insurgents were pushed out of the mentioned areas on Thursday afternoon.

He said the Afghan forces have also retaken the control of at least 16 security posts which were seized by the Taliban insurgents nearly two weeks ago.

Yurish further added that the operations were supported by close-air support and the Taliban insurgents suffered heavy loss but he did not disclose the exact number.

The Taliban militants group has not commented regarding the report so far.

Gen. Dostum left for northern Faryab province on 11th October, shortly after reports emerged regarding the fall of Ghormach district.

The Taliban militants have intensified attacks on key northern provinces during the recent months as the group attempts to expand its insurgency activities in northern parts of the country.

The Taliban militants launched a coordinated attack on the strategic Kunduz city around three weeks ago and managed to infiltrate into some parts of the city, including the central Kunduz city square.

The Afghan forces managed to push the Taliban militants from the city although sporadic clashes still continue in parts of the city with the security officials saying the operations are slowly being as the group have taken positions inside the residential areas.

5 wounded in fighting over funeral

At least five people were reportedly wounded during a brief clash between the supporters of the former King Habibullah Kalakani and First Vice President General Abdul Rashid Dostum in Kabul this afternoon.

The incident took place in Shahrara area of the city as scores of supporters of the former king arrived in Shahrara to rebury the remains of Kalakani after shifted from its previous place.

According to reports, the supporters of Gen. Dostum opposed with the reburial of Kalakani in Shahrara hill, claiming that the place belongs to the Uzbek people of the country.

However, the supporters who are mainly comprised of the Tajik nations of Afghanistan insisted that the remains of the former king should be reburied in Shahrara hill.

The funeral service of Kalakani and his 16 comrades was organized in Eid Gah mosque of Kabul city which was attended by several government officials, parliament members, and some residents of the country.

Kalakani took control of the country following an uprising in 1929 against Amanullah Khan’s regime and remained as king of the country for a period 9 months, from from January to October of the same year.

However, Nadir Khan took control of the country shortly by toppling the regime of Kalakani and hanged him alogn with some of his comrades.

Afghanistan says Taliban fighters marooned on river island

[Reuters] Dozens of Taliban fighters were stranded on a river island on the border between Afghanistan and Turkmenistan on Saturday after fleeing army troops led by the Afghan vice president, the government said, though the Taliban denied they were stuck.

Taliban fighters fled on Thursday to the banks of the Amu River, one of the longest in Central Asia, deserting motorbikes and using fishing boats to reach the island, said Sultan Faizy, spokesman for Vice President General Abdul Rashid Dostum.

"They have no choice but to surrender or starve," he said, adding that Afghan troops had not advanced so as not to enter Turkmenistan.
There is another choice worth consideration: an Arc Light strike on the island. Or maybe two of them. Just make sure no bombs fall in Turkmenistan or Erdogan will complain.
