In recent months, Saudi Arabia has been quieting the aggressive foreign policy it has been known for, for the past ten years. In March, a Chinese-brokered deal eased tensions with long-time foe Iran. Saudi Arabia’s foreign minister is set to visit Damascus before the end of the month.

Yet how exactly normalization will be implemented is unclear; major hurdles remain. Saudi Arabia wants to restore stability to the region. It could also gain from Syria’s reconstruction. After the Lebanese civil war (1975-1990), for instance, Saudi Arabia poured billions into Lebanon’s reconstruction, in part to buy influence in the country.

More pressing, however, is the booming trade in Captagon, a cheap amphetamine. Captagon is not only produced mainly in Syria, but is directly tied to the al-Assad government. An Arab News investigation says the government’s Fourth Division, which is headed by al-Assad’s brother, and Lebanese Hezbollah militia are deeply involved.

Much of the drug’s supply ends up in Gulf countries, particularly Saudi Arabia, where it can be sold for many times its production value. According to the same investigation, between 2020 and 2021, Saudi customs intercepted some 190 million pills. Captagon has caused a health crisis in the kingdom; authorities have been unable to stem the flow of pills.

To induce Damascus to halt its production and distribution of the drug, Riyadh will have to offer more than just political concessions. The trade is among the Syrian government’s main sources of revenue. In 2021, Damascus made around $5.7 billion from the sale of Captagon, says Arab News. The drug trade is so central to the government’s survival that Syria has been described as a ’narco-state’.

As the Wall Street Journal points out, Syria’s introduction back into the vaporous Arab League is no panacea to the country’s ailing economy and ongoing violence. Many League members — such as Morocco, Yemen

Even if they were in alignment, it may take years to convince the West to lift the crippling sanctions imposed on the country that would allow the region to freely trade and invest in Syria. To truly halt Damascus’ reliance on drug smuggling as a source of income, Saudi Arabia would have to offer material support. Yet that would put it in the crosshairs of Washington. For the moment, Saudi Arabia is unlikely to risk it.

In fact, the US congress passed the CAPTAGON Act in September of last year. The legislation calls on the government to use its diplomatic weight to halt Syria’s drug trade — not through concessions but through further pressure.

A decade ago, Riyadh warned the US that it would conduct a "major shift" away from its ally if Washington did not start acting against Bashir al-Assad and stop engaging with Iran. Today, the shoe is on the other foot. The US has scrambled to oppose Saudi Arabia’s rapprochement. The State Department said this week that, "our stance against normalization is very clear. We will not normalize with the Assad regime and we do not support others normalizing absent authentic and progress toward a political solution."

Part of the problem is that the governments pushing for normalization have a point. Syria’s population is impoverished and getting poorer by the day. US sanctions have not hurt the government, but have impeded the entry of technical equipment into the country, reconstruction, and for locals to conduct trade legally with its richer neighbors. As a recent open letter by Syria experts to the Biden administration points out, the US policy towards Syria is counterproductive and uninspired.

Yet simply restoring bilateral ties with al-Assad is not enough. Governments should continue to push for UN Security Council Resolution 2254, which calls for a ceasefire, negotiations, and to work towards free elections. Geir Pederson, the UN’s special envoy to Syria, met with Saudi Foreign Minister Faisal to stress this point. Faisal pledged to push for a solution that "preserves Syria’s unity, security, stability and Arab affiliation." This does not go far enough.

Governments should establish bilateral ties with non-governmental organizations in Syria as well. Support for democracy in the northeast of the country, which is administered autonomously, could be crucial for leaving the country better off than before a decade of war. It is clear a number of autocracies across the world are eager to restore ties with al-Assad with little to no political demands. Lacking a cohesive political roadmap, support for such a settlement will undoubtedly grow.

Erdogan has repeatedly said recently that he wants to meet Assad.

Mekdad affirmed that a potential meeting between Assad and the "Ottoman Turkish leadership depends on removing the differences that led to this dispute," referring to the presence of Ottoman Turkish troops in Syria and Ankara’s support for armed opposition factions.

The talks between Turkey and Syria are mediated by Russia. The meetings were initially held at the level of security heads but defence ministers of both neighbouring countries met in Moscow late last month for the first time.

Cavusoglu said that preparations are underway for a meeting between him and Mekdad.

Amir-Abdollahian said on Tuesday that Iran welcomes the efforts to normalise Ankara-Damascus relations, claiming that this is the outcome of "efforts made by Iran in previous years."

The Ottoman Turkish and Iranian foreign minister also talked about the Kurdistan Workers’ Party (PKK) - gang struggling for the increased rights of Kurds in Turkey but listed as a terrorist group by Ankara.

The Ottoman Turkish minister said that the PKK is present in both Turkey and Iran, noting that his country has taken "necessary measures" at home and outside the country to fight the Kurdish group.

He also said that Turkey and Iran had previously exchanged information about the PKK.

Turkey often carries out military operations against the PKK at home and in the Kurdistan Region, and it also targets Kurdish fighters in northeast Syria (Rojava), claiming that they are affiliated to the PKK.

Turkey has conducted three offensives against the Kurdish People’s Protection Units (YPG) since 2016, and it is threatening to carry out a fresh military campaign against them in the near future.

YPG is the backbone of the US-allied Syrian Democratic Forces (SDF).

Mazloum Abdi, General Commander of the SDF, told al-Monitor on January 14 that he expects Turkey to attack the Kurdish city of Kobane in northern Syria next month "because of its symbolic meaning for Kurds world over."

US says failed rocket attack targeted troops in Syria

[Rudaw] The US Central Command (CENTCOM) said on Saturday that a rocket attack targeting its forces in northeast Syria failed, without resulting in any casualties or impacting the base.

"This evening at approximately 10:12 p.m. local time in Syria, a 107mm rocket attack targeting Coalition Forces near the Rumalyn Landing Zone failed," a CENTCOM statement read. It added that an investigation was launched and that other rockets were found the launch site.

The failed attack comes hours after the Syrian ministry of foreign affairs called on the US to immediately withdraw its "illegal forces" from Syrian territory, accusing Washington of stealing Syrian oil and sending it across the border to "northern Iraq."

said the presence of the coalition "should end immediately," adding that it contradicts international law.

The tweets by the ministry added that Syria will demand compensation from the US for its "losses", likely referring to the joint control between the US and SDF over key oilfields in the country’s east.

Last month, at least three rockets targeted the Green Village military installation, housing coalition forces in Deir ez-Zor province.

There have been at least 20 rocket and drone attacks against sites housing American troops in Iraq and Syria this year, according to data compiled by Rudaw English. Such attacks are often attributed to Iran-backed militias and factions, but have never been claimed.

On Thursday, CENTCOM announced it had killed three senior ISIS officials during two separate operations in Syria. The two operations are the latest in a series of US attacks against senior ISIS officials, with the terror group continuing to pose a serious threat to Syria and Iraq despite being territorially defeated.

A satellite image taken Thursday showed damage at the Aleppo International Airport in northern Syria, in an airstrike attributed to Israel the previous night.

The image, taken by Planet Labs PBC and provided by Aurora Intel, appeared to show a scorched area near the end of the runway.

Near the damaged area several vehicles can be seen in the image, likely conducting repairs to the runway, said Aurora Intel, a network that provides news and updates based on open-source intelligence. The strike tore a hole through the runway, as well as ignited a grassfire at the airfield.

A radio navigation system, south of the runway, used to aid aircraft in staying on course was also seen damaged in the image.

On Wednesday night, Syria said Israel carried out two consecutive airstrikes, the first on the Aleppo airport and the second near the capital Damascus. The second target was later said to be a similar navigation system used by the Damascus International Airport.

Syria, like many Middle East nations, has dual-use airports that include civilian and military sides.

According to an official notice sent by Syrian aviation authorities, the radio navigation system was out of service at the Damascus airport. Aurora Intel said additional satellite images appeared to confirm damage was caused to the site.

Still, planes continued to land at the airport throughout Thursday.

Another notice, known as a NOTAM, stated that the runway at the Aleppo airport was damaged, along with the navigational system seen damaged in the satellite image.

According to Aurora Intel, a sanctioned Iranian cargo plane had landed at the Aleppo airport several hours before the strike. It was not clear if the plane, or cargo it was carrying, had been hit in the attack.

Just before the strike, a transponder on an Antonov An-74 cargo plane flown by Iran’s Yas Air sanctioned years earlier by the US Treasury over flying weapons on behalf of the paramilitary Islamic Revolutionary Guard Corps briefly pinged near Aleppo, according to flight-tracking data. The altitude and location suggested the plane planned to land in Aleppo.

Cargo aircraft over Syria often don’t broadcast their location data. A phone number listed to Yas Air rang unanswered.

issued a harsh warning to Israel over the airstrikes. He said Israel was "playing with fire" and risking a wider military conflict, according to Arabic media reports.

There were no reports of injuries in the alleged attacks.

As a rule, Israel’s military does not comment on specific strikes in Syria, but has admitted to conducting hundreds of sorties against Iran-backed groups attempting to gain a foothold in the country. It says it also attacks arms shipments believed to be bound for those groups, chief among them Lebanese Hezbollah.

Earlier this year, airstrikes attributed to Israel caused major damage to the Damascus International Airport, halting all air traffic for two weeks.

Generally, relatively large weapons are thought to be smuggled via Syria on Iranian cargo airlines, which frequently land at Damascus International and the Tiyas, or T-4, airbase, outside of the central Syrian city of Palmyra.

Syrian soldier killed in alleged Israeli airstrike on Syria

A Syrian soldier was killed in an alleged Israeli airstrike targeting sites in southern Syria on Wednesday night, according to the Syrian state news agency SANA. Material damage was also reported.

The report claimed that most of the Israeli missiles were shot down by Syrian air defenses.

A military cargo flight from Tehran reportedly landed in Damascus earlier on Wednesday. Israeli airstrikes often take place after flights between Tehran and Damascus, as the flights often carry military equipment to Syria meant for pro-Iranian militias in Syria and Hezbollah in Lebanon.

The latest airstrike comes just over a week after an alleged Israeli airstrike targeted containers at the Latakia port in northwestern Syria. The Latakia area is a stronghold for Russian forces in Syria, with the Russian Khmeimim Air Base located near Latakia.

Last week, Syrian Foreign Minister Faisal Mekdad warned that Israel would respond to Israeli airstrikes against Syria, saying that such attacks "could not go unanswered."

In November, a number of alleged Israeli airstrikes targeted Syria, with a number of casualties reported.

Over the past year, while Israeli strikes have intensified in Syria, the response time by Syrian air defense batteries has become quicker, leading the Israel Air Force to change how it acts during such operations — including by having larger formations so that more targets can be struck at once during an operation instead of having jets return to the same target.

Iran has begun deploying advanced anti-aircraft missile batteries to the region in an attempt to challenge Israeli jets.

The successive Israeli airstrikes against Syria have obtained American and Russian green light, which encourages the end of the Iranian and Chinese presence in the region, the sources told Elnashra News.

Iranian presence has paved the way for the Chinese presence in Syria, and that in turn will not satisfy either Russia or the US, the sources indicated.

on Thursday, the Israeli military (IDF) told Prime Minister Naftali Bennett that its latest assessment found that the IDF is still not at full readiness for a major conflict with Iran, according to the Israeli Walla! website.

During the past six months, the IDF held a series of discussions in addition to an in-depth discussion between Minister of Defense Benny Gantz and Minister of Finance Avigdor Lieberman regarding the security budget and the increase required in order to counter future challenges, according to the website.

Additionally, a discussion, chaired by Bennett, over the Iranian nuclear issue was held recently.

During the discussion, the IDF representatives showed medium combat efficiency to wage a broad campaign against Iran, either with or without a nuclear agreement with the US, which included airstrikes, the site said.

Given all this, the IDF and Mossad stressed that Israel should develop multiple operational plans, which could be put into operation whether the US signs a new deal with Iran or not.

A security official told Walla! that if Iran cuts a new deal with the US, "It’ll be a problem to bomb from the air."

"The goal of such operations would not be to destroy Iran’s nuclear program in a single blow, but to sabotage, disrupt, and delay the program indefinitely through surgical strikes and intelligence operations," the official said.

To continue and expand this campaign, the IDF and Mossad are likely to request more funds and greater resources — as such intelligence operations are usually very expensive, he added.

U.S. Treasury sanctions have targeted a network that spans Syria, Iran and Russia responsible for shipping oil to the Syrian government, which has been at war for more than a decade.

For more than a year, vessels carrying oil to Syria, as well as some oil facilities in government-held parts of the war-torn country, have been subjected to mysterious attacks.

Vessels carrying oil to Syria travel from the Gulf to the Red Sea to the Mediterranean via the Suez Canal.

"There should be deterrence to Israeli attacks on ships," Mekdad said without going into details. "The Israeli government and arrogant Israeli leaders must understand that these attacks cannot continue with Israel not paying a price."

Last month, Syria's oil ministry said a fire erupted in a tanker on its coast after what it said was a suspected drone attack.

Top Fatah and Paleostine Liberation Organization official Azzam al-Ahmad met Deputy Hezbollah Secretary-General Sheikh Naim Qassem in Leb, the official Paleostinian Authority news site Wafa reported on Thursday.

Senior Fatah and PLO officials do not frequently meet high-ranking Hezbollah leaders. The last known time Ahmad met a senior Hezbollah official was in late 2017, when he met Hassan Nasrallah, the terror group’s secretary-general.

In their meeting, Ahmad and Qassem affirmed "the need to fight against the American-Israeli attempts to end the Paleostinian national project," the Wafa report said.

Both the Paleostinians and Hezbollah have recently been highly critical of the US and Israel’s policies regarding the Israeli-Paleostinian conflict.

At the opening of the Paleostine TV office, he told a Syrian newspaper that he believes Abbas will visit Syria in the near future.

"The visit of the President Mahmoud Abbas is possible at any time... I believe [it] will happen soon, if God wills it," he told al-Watan, a pro-Syrian government newspaper.

The PA president has not visited Syria or met Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad
