  • FORMER AFGHAN LEADERS HOLD VIRTUAL MEETING ON SATURDAY – Members of the National Resistance Council for the Salvation of Afghanistan (NRCS) hosted an online meeting that included many senior leaders of the previous regime. The event was timed to mark the anniversary of the assassination of President Burhanuddin Rabbani. Several topics were discussed during the meeting including the gender bans put in place by the Taliban and the installation of non-ethnically aligned leadership in Tajik, Hazara, Uzbek, and other enclaves. It was not clear if a plan of action was worked on during the consultation.

  • ASIAN GAMES OPEN IN CHINA, AFGHAN WOMEN ATHLETES ARE SET TO COMPETE – Apparently, Chinese officials will allow 17 Afghan women athletes to compete in the games that began yesterday. Sources in Kabul had said Taliban officials had objected to the women’s participation and requested they be disqualified, but the organizers in China have signaled they will be allowed to compete. The official news outlet for the Taliban reported on the opening of the games but did not mention the female athletes. It is believed that over 100 male Afghan athletes are in Hangzhou, representing the Islamic Emirate of Afghanistan. Human rights groups are concerned that the families of the women athletes may face repercussions from the Taliban regime and that they would be closely monitoring their health and well-being.

  • TALIBAN CONFIRMS THAT A PLAN TO DEAL WITH THE TTP HAS BEEN WORKED OUT WITH PAKISTAN – Zabihullah Mujahid, chief spokesman for the regime gave remarks about the new agreement with Pakistan that were broadcast on television Sunday. He was clear to enunciate that Afghanistan will only focus on its side of the border and his remarks did not contain specifics about what the Taliban would do to keep TTP/ISIS militants from using Afghanistan as a base of operations against Pakistan. The Taliban are having to walk a tightrope over the issue of the TTP and many sources inside of Afghanistan say that trust between the two groups has steadily eroded throughout late 2022 and 2023. While the TTP does not maintain enough forces inside of Afghanistan to directly challenge Kabul, they could easily destabilize the security situation should they decide to take umbrage over the new ties with Islamabad.

Balkh: A grenade was tossed toward the entrance of the central municipal offices in Mazar-i-Sharif yesterday by an unknown individual. While no injuries or deaths occurred, Taliban leaders in the province voiced concerns to the security forces leadership about the act, complaining that security personnel have gotten complacent,

Balkh: A team of ALF fighters attacked the Central Prison complex in Mazar-i-Sharif yesterday evening, The team fired on the Taliban guards stationed above the prison entrance, 1 Talib was reportedly killed and 3 others were wounded in the engagement.

Baghlan: A night attack was reportedly carried out on a Taliban-fortified position in the Deh Salah district at around midnight. The ALF strike tram opened fire in the position, claiming to have killed 2 Taliban and wounded 3 more. The base is viewed by Resistance forces as a key target, facilitating communications for the Taliban in the area.

The Afghan consulate in the eastern Tajikistan city of Khorog has passed under the control of the Taliban regime, while staff at the main embassy in the Tajik capital, Dushanbe, are still considering their options, a diplomatic source has said.

A representative of the Dushanbe embassy, who spoke to Eurasianet on condition of anonymity on March 27, said the Khorog consulate is issuing Afghan passports and that staff have been receiving salaries from the Taliban for the last two months.

"Formally, the consulate is part of the embassy itself, but informally, it is not under our control, and it is directly linked to the Taliban," the source said.

The Dushanbe embassy has to date refused to acknowledge the Taliban government and has instead pledged allegiance to the former Afghan First Vice President Amrullah Saleh.

Khorog residents have said that the premises of the consulate was destroyed in an avalanche in February but that staff are still working. The Taliban-run Foreign Ministry said in a statement over the weekend that one of its senior representatives has visited the city, which lies across the Panj River from Afghanistan, to check on the activities of the mission and to inspect repair works.

That visit indicates that the takeover of the consulate has some degree of blessing from the Tajik government, which has otherwise adopted a largely frosty stance toward the Taliban since it overthrew the government of President Ashraf Ghani

"Despite the fact that no one has yet recognized the Taliban government, 16 countries have already allowed Taliban representatives to work in embassies. And so we would not be surprised if our embassy is also handed over to the Taliban," he said.

The Taliban is deemed a terrorist organization by Tajikistan by virtue of a Supreme Court ruling issued in March 2006.

Despite the frostiness in ties, Afghanistan and Tajikistan have continued to trade. Official data shows that trade turnover last year reached $111 million — almost all of which is Tajik exports to Afghanistan — which was around one-third more than in 2021. The main export items are cement and electricity.

President Emomali Rahmon has been openly hostile in his public statements about the Taliban. In August 2021, he stated his government would not recognize the Taliban’s rule over Afghanistan unless the country’s ethnic Tajik minority, which he claimed accounted for 46 percent of the total population, was accorded a "worthy role" in the running of the country.

Taliban rips out trees in ‘political move’ at Kabul University

Sources said the Taliban has brought in workers with excavators and electric saws and for the past two weeks have been systematically pulling up trees — leaving open spaces where they once stood.

Many of the trees have been removed with their roots, said the sources who added that this latest move has impacted what were really well-maintained gardens at this sprawling campus.

According to two sources, who visited the campus, at least 20 trees have been removed from different areas, including the yard in front of the chancellor’s office, the fine arts faculty, the auditorium and in a garden behind the computer science faculty.

The sources said this latest move is "political" as many of the trees were planted by well known individuals including Rabbani.

Some students said they were "shocked" by the move, calling it "horrible". They said the landscape in many areas has completely changed and is "horribly" empty in places.

The sources told Amu TV that a Taliban team from Kabul Municipality is working closely with university officials and recently held a meeting. However,

details of what was discussed at the meeting are not as yet available. Taliban officials at Kabul Municipality did not respond to Amu’s queries about the removal of trees at Kabul University.

Kabul University is one of the biggest universities in Afghanistan and one of the oldest. It was established in 1932 during the reign of King Mohammed Nadir Shah.

Mohammad Karim Khalili has shown reactions to Dostum’s statement and has asked the Uzbek leader to apologize for his words.

Khalili has written on his Facebook page that his political party believes that war and violence is not the solution of Afghanistan’s crisis and the country needs to switch from a centralized system to a fully decentralized administration system through negotiations.

This comes as the majority of political figures in Afghanistan are living outside after the intra-Afghan peace negotiations failed and the country fell in the hands of Taliban last August.

The world did not recognize the Taliban’s government which was taken by force and asked the Taliban to form an inclusive administration having all other ethnic and religious groups in the circle, but the Taliban has not showed any positive intention to include others in the government.

The political parties and figures who are not included in the Taliban’s administration and the majority of them live outside Afghanistan are trying to form an anti-Taliban alliance with the presence of the National Resistance® Front led by Ahmad Massoud, the son of the former Jihadi leader Ahmad Shah Massoud.

Guterres' spokesperson, Farhan Haq, confirmed Muttaqi's letter. The move sets up a showdown with Ghulam Isaczai, the U.N. ambassador in New York representing Afghanistan's government ousted last month by the Taliban.

Haq said the rival requests for Afghanistan's U.N. seat had been sent to a nine-member credentials committee, whose members include the United States, China and Russia. The committee is unlikely to meet on the issue before Monday, so it is doubtful that the Taliban foreign minister will address the world body.

Eventual U.N. acceptance of the ambassador of the Taliban would be an important step in Taliban's bid for international recognition, which could help unlock badly needed funds for the cash-strapped Afghan economy.

Guterres has said that the Taliban's desire for international recognition is the only leverage other countries have to press for inclusive government and respect for rights, particularly for women, in Afghanistan.

The Taliban letter said Isaczai's mission "is considered over and that he no longer represents Afghanistan," said Haq.

Until a decision is made by the credentials committee Isaczai will remain in the seat, according to the General Assembly rules. He is currently scheduled to address the final day of the meeting on Sept. 27, but it was not immediately clear if any countries might object in the wake of the Taliban letter.

The committee traditionally meets in October or November to assess the credentials of all U.N. members before submitting a report for General Assembly approval before the end of the year. The committee and General Assembly usually operate by consensus on credentials, diplomats said.

Others members of the committee are the Bahamas, Bhutan, Chile, Namibia, Sierra Leone and Sweden.

When the Taliban last ruled between 1996 and 2001 the ambassador of the Afghan government they toppled remained the U.N. representative after the credentials committee deferred its decision on rival claims to the seat.

The decision was postponed "on the understanding that the current representatives of Afghanistan accredited to the United Nations would continue to participate in the work of the General Assembly," according to the committee report.

The Taliban are challenging the credentials of the ambassador from Afghanistan's former government and asking to speak at the General Assembly's high-level meeting of world leaders this week, according to a letter sent to the United Nations.

The decision now rests with a U.N. committee that generally meets in November and will issue a ruling ``in due course,`` the General Assembly's spokeswoman said Wednesday.

U.N. officials are confronting this dilemma just over a month after the Taliban, ejected from Afghanistan by the United States and its allies after 9/11, swept back into power by taking over territory with surprising speed as U.S. forces prepared to withdraw from the country at the end of August. The Western-backed government collapsed on Aug. 15.

In cases of disputes over seats at the United Nations, the General Assembly's nine-member credentials committee must meet to make a decision. Letters from Afghanistan's currently recognized U.N. ambassador, Ghulam Isaczai, who represents the former government, and from Taliban Foreign Minister Ameer Khan Muttaqi, are before the committee, assembly spokeswoman Monica Grayley said.

``Only the committee can decide when to meet,'' Grayley said.

The committee's members are the United States, Russia, China, Bahama, Bhutan, Chile, Namibia, Sierra Leone and Sweden.

Afghanistan is listed as the final speaker of the ministerial meeting on Monday, Sept. 27, and if there no decision by then, Isaczai, Afghanistan's currently recognized U.N. ambassador, will give the address.

Salahuddin Rabbani has written on his Facebook post that the monopoly of power has been experienced in the past which was defeated and the Taliban with this cabinet will too bite the dust.

The former foreign minister is writing the statement from an unknown place as he had fled Afghanistan to Islamabad prior to the Taliban takeover and Pak officials say that he has left that country as well.

Rabbani said that the Taliban had pledged to be establishing an all-inclusive government which is not seen at all in their new cabinet and accused the Taliban to be tribal hard boys.

"The people of Afghanistan will never accept the regimes which have been imposed through force and will fight to change the ongoing undesirable situation." Reads the statement.

Rabbani has called on the international community and the regional countries in particular not to rush the recognition of the Taliban because the government does not represent all the classes and ethnic groups of Afghanistan.

Jamiat Party Votes In New Leader Shadab, Ousts Rabbani

Leadership Council on Wednesday, in a move led by Atta Mohammad Noor, voted in a majority to replace the current leader Salahuddin Rabbani with Enayatullah Shadab, who will now lead the council.

Based on the council's decision, the Jamaat party will play a significant role in the grinding of the peace processor as well as in the government, but other members of the council's leadership, led by Salahuddin Rabbani, see the decision as an Intra-party conspiracy and added that Rabbani will continue to his job as the chairman of the party leadership council.

Tensions have risen among members of the Jamaat-e-Islami party, led by Atta Mohammad Noor, after Enayatullah Shadab' replaced Salahuddin Rabbani.

"Cohesion is the focus of reform and reconstruction in the Jamaat itself, this decision will stand until a congress of the Jamaat-e-Islami party of Afghanistan. (In the meantime) one of the most respected and founders of party, Professor Enayatullah Shadab, will lead chairmanship of the Jamaat leadership council," said Abdul Hafiz Mansour, a member of the leadership council of Jamaat-e-Islami party of Afghanistan.

A number of other members of the Jamaat-e-Islami party council, led by Salahuddin Rabbani, have called the decision an Intra-party conspiracy and in a statement suspended council membership of Atta Mohammad Noor, Younos Qanoni, Kalimullah Naqibi, Hafiz Mansour, Abdul Shokor Waqif Hakimi, Enayatullah Shadab and Abdul Satar Murad.

"The Jamaat-e- Islamic party of Afghanistan, emphasizing its previous positions on the country's major political issues, considers yesterday's meeting a conspiracy and against the party's principles and the party constitution," said Waliullah Adib, a member of the leadership council of Jamaat-e-Islami party of Afghanistan.

Hekmatyar was owned by the ISI and the Pak Jamaat-e-Islami. His forces rocketed Kabul mercilessly during the "Dog Eat Dog," where he tried to grab exclusive power for himself. He so weakened the country that the Talibs were able to take over.
Hekmatyar also accused the former defense minister Bismillah Khan Mohammadi of having role in the massive corruption and questioned the appointment of around 600 army generals only from the northern Panjshir province.
I don't know about the number of generals from Pandjir Valley, but the area was the center of anti-Soviet resistance. Hek was the Pashtun face of the Muj.
This comes as the chief executive of Jamaat-e-Islami and governor of Balkh province had earlier slammed Hekmatyar for his remarks against Ahmad Shah Massoud and Panjshir, and accused him of sparking tensions and divisions among the people based on geographical locations, skin color, and the languages they speak.

He said the leader of Hezb-e-Islami is strictly following a mission hatched by the foreigners to spark tensions among the people.

Afghan peace negotiator dismissed over Taliban remarks

[AA.TR] The Afghan government on Sunday dismissed a top official responsible for reaching peace deal with the Taliban.

Abdul Hakim Mujahid, deputy chairman of the High Peace Council (HPC), was relieved of duty after he was blamed for publicly labeling the Taliban as "angels of peace".

Mujibur Rahman Rahimi, front man for the Chief Executive Officer (CEO), said Mujahid would no be longer at the HPC, confirming that the action was taken after Mujahid's remarks.

A day earlier, the Presidential Palace condemned Mujahid. "The government would not allow any one misuse the freedom of speech to name the murderers of children and women, those who damaged places of worship and public properties, as ’angels of peace’," said a statement from the Palace.

Ata Mohammad Noor reacted towards the remarks by Abdul Hakim Mujahid, an adviser to the High Peace Council of Afghanistan.

Calling the remarks by Mujahid as illogical, Noor emphasized on the need to ascertain the enemies inside the system before going to face them in the battleground.

Kabuli urges govt to immediately hang militants sentenced to death

[Khaama (Afghanistan)] A political party in Afghanistan has called on the Afghan government to take immediate actions in hanging the Death Eaters that have been sentenced to death on terror offences.

Najibullah Kabuli, the head of National Partnership Party, said the Death Eaters are killing the Afghan security personnel who are serving to protect the nation.

He was speaking during a gathering in capital Kabul to declare support to the Afghan National Security and Defense Forces (ANSDF).

The remarks by Kabuli comes as the Afghan government hanged six Death Eaters sentenced to death over terror offences earlier this month.

The execution of the Death Eaters followed days after the myrmidon groups carried out a deadly suicide kaboom in capital Kabul leaving at least 64 dead and 347 others maimed.

The deadly attack forced the Afghan government to change stance against the myrmidon groups by pursuing strict military operation.

Hamidullah was aware of Rabbani assassination secrets: Jamiat-e-Islami

[Khaama (Afghanistan)] The Jamiat-e-Islami party of Afghanistan has said Hamidullah was keeping more secrets regarding the assassination of the former Afghan President and high peace council chief Burhanuddin Rabbani.

Hamidullah was among the six terrorists executed by the Afghan government for terror offences on Sunday.

However, Jamiat-e-Islami has said Hamidullah was executed without informing the family and party before executing him, emphasizing that he had a key role in assassinating the former president.

According to a statement by Jamiat-e-Islami, Hamidullah brought the suicide bomber from Kandahar to Kabul where he was kept in a government guesthouse before he was sent to the residence of Rabbani to execute the attack.

The statement further added that the horrific attack on Rabbani required and still requires step by step and thorough investigation.

The party called on the government of national unity to launch a thorough investigation to find out regarding the ‘known and hidden’ perpetrators of the attack.

The statement also added that the government should launch an investigation regarding the target killings of Jamiat-e-Islami leaders who were assassinated in the past 15 years.

The government sources unveiled the details of the executed terrorists late on Sunday, hours after they were hanged for terror offences.

Hamidullah was identified as a Taliban group member who was involved in plotting an attack on former president and high peace council chief Burhanuddin Rabbani.

Rabbani was assassinated by a suicide bomber who had disguised himself as a peace messenger, representing the Taliban group.

The attack was carried out inside his residence in capital Kabul on the evening of 20th September 2011.
