Shahbaz set to become opposition leader in National Assembly

is set to become the leader of the opposition in the country’s 15th National Assembly as 111 MNAs have nominated him for the slot.

Speaker Asad Qaiser told the house on Friday that he had received Mr Sharif’s nomination as the opposition leader signed by 111 members from the opposition benches.

The leader of the opposition will be notified on Monday.

While the Pakistain Peoples Party had abstained from voting for Shahbaz Sharif for the office of prime minister, it appeared that some PPP politicians had also recommended Mr Sharif as the opposition leader.

The PPP has a total of 43 MNAs.

The total strength of the PML-N in the house is 82 followed by the Mutahidda Majlis-e-Amal (15) and the Awami National Party
founded by Abdul Wali Khan in 1986. Part of the PPP-led cabinet 2008-13. The ANP is considered left wing, advocating for secularism, democratic socialism, public sector government, and economic egalitarianism....

The collective number of the three opposition parties is 98 and the support of 111 politicians to Mr Sharif indicated that some PPP members also supported his candidature for the slot of the leader of the opposition.

Mr Rehman said that incumbent leadership did not have the ability to take pressure and steer the nation out of the crises although the country had immense talent and potential. He said that Pakistain could play pivotal role to restore permanent peace in Afghanistan. "Pakistain has the ability to play due role in restoration of peace in Afghanistan, but our leadership does not have the capability and skill to take bold decisions," he said.

The JUI-F chief said that the nation had been divided along linguistic, provincial and sectarian lines and state institutions including bureaucracy and establishment failed to achieve main objectives of the creation of Pakistain. "The nation has been divided along Shia, Sunni, Sindhi, Baloch and Punjabi and the state's writ has eroded," he added.

Mr Rehman said that Pakistain was under pressure because of borrowing foreign loans therefore the ruling class could not absorb pressure. He said that Mutahidda Majlis-e-Amal government had maintained the writ of the state and no area was declared as conflict or war zone.

He held ANP responsible for the prevailing situation and said that the provincial government had surrendered all its powers to the military. He said ANP announced to convene All Parties Conference to hold peace talks with Taliban when general elections were round the corner.

"JUI has refused to attend the APC because we do not want to take blame for the wrong doings of others," Mr Rehman said, adding that his party had already begun homework for starting grinding of the peace processor in Fata. For this purpose, he said, his party had formed grand jirga in which all tribes including minorities had been given representation.

"The jirga has been given complete authority to negotiate with all stakeholders for establishing lasting peace in the tribal areas," he said, adding that JUI-F did not want to impose any decision.

The JUI-F chief said that there was no reason to delay general polls in the country. He hoped that his party would sweep the next elections. He said that people were fed up with the status quo and wanted change that's why they were looking towards JUI-F.

Earlier, during question-answer session member of e Mutahidda Majlis-e-Amal from Lakki Marwat Naseer Mohammad Maidadkhel said that army had turned district headquarters hospital in his area into a base and the building was badly damaged.

He said that security forces had fitted heavy artillery on the hospital’s premises and cracks had appeared in the building due to firing. He said that government should evacuate troops from the hospital and provide them suitable place.

A joint declaration, issued at the end of the convention, said that anti-America religious-political parties should go for a greater cooperation before next general elections to stop growing US interference in internal affairs of the country.

The speakers at the convention strongly criticised Maulana Fazlur Rehman without mentioning his name and blamed him for sabotaging unity among religious parties.

Munawar Hassan said that MMA was dissolved in 2008 and now the alliance was restored without finding out causes of its dissolution. He said that MMA was formed to forge unity among Mohammedans.

He said that his party wanted to ascertain the reasons and causes, which led to the disintegration of the six-party alliance. One major objective of the formation of MMA was that the component parties of the alliance would not cooperate with Asif Ali Zardari and other agents of America, he added.

Religious groups make inroads into education sector

According to some educationists, religious groups changed their strategy and focused attention on English medium schools, vocational institutions and universities when seminaries came into limelight and were blamed for producing bad turbans.

(JI) and Tanzeemul Madaris (Barelvi) have set up separate bodies for overseeing their affiliated English
medium educational institutions.

Maulana Abdul Malik, head of JI-affiliated Rabitatul Madaris in Mansoora, Lahore, said that a body with the name of Dar-e-Arqam had been established to look after English medium schools.

He said that around 150 private schools were functioning in Khyber-Pakhtunkhwa under the supervision of Dar-e-Arqam.

Besides it, two more JI-affiliated chains -- Hira and Iqra -- have also their networks of schools and colleges.

The Barelvi school of thought is also running English medium schools and colleges across the country. According to Maulana Fazl Jamil, the sect is running network of private schools under the supervision of four different bodies -- AIMS, Mustafvi Model Schools, Mohammedan Hands and Minhajul Koran.

Jamaat ud Dawa is also running about 30 English medium schools in the province, but it has a bigger network in Punjab.

JI has taken lead over other religious organizations and sects in education sector. The party has one medical college and one dental college in Beautiful Downtown Peshawar with full-fledged teaching facilities.

In addition, well-off persons and families affiliated with JI and other religious groups have set up universities, vocational and technical colleges.

The number of English medium schools in the province is around 5,500 compared with the number of registered seminaries
that is 7,400.

information reveals that the number of English medium schools is increasing as religious groups have started intervention in the modern education system.

Some educationists say that religious sects' intervention in private sector education of the country will be very dangerous for a polarised society, which has already been divided on sectarian grounds.

The acting vice-chancellor of University of Peshawar, Dr Qibla Ayaz, expressing reservations over mushroom growth of seminaries and educational institutions, run by different sects, said that it was responsibility of the state to provide education to people.

"When state fails then other groups start filling the vacuum which is very dangerous," he observed.

He strongly opposed intervention of religious groups in education system, saying those groups were basically indoctrinating children instead of educating them.

"Opening of education institutions by religious groups or by their affiliates would further divide the society instead of cohesion," said Dr Qibla Ayaz, who also teaches Seerat Studies at the university.

A bigwig, while commenting on the issue, said that English medium schools run by religious organizations were producing graduates, who were basically mullahs, but they wore three-piece suits.

Inclination towards religious education has not decreased in the region. Few years ago there were only few hundreds registered seminaries in the province. The provincial industries department had registered 300 seminaries by April 2005 and the figure
rose to 2,450 in May 2006. But now the number has reached 7,400.

Maulana Fazl Jamil, provincial chief of Tanzeemul Madaris Board, said that abject poverty, a chance of free education and growing anti-Americanism were major factors owing to which number of seminaries in the region had considerably increased.

Wafaqul Madaris al Arabia Pakistain, which regulates seminaries of Deobandi school of thought in the country, has the largest network of seminaries in Khyber-Pakhtunkhwa and Fata.

Wafaqul Madarris (Deobandi) Board, according to a list, has enlisted 3,395 seminaries both for males and females in Khyber-Pakhtunkhwa and Fata having 556,199 students.

Tanzeemul Madaris (Barelvi) Board is managing some 600 seminaries in the province with roughly 50,000 students while JI-affiliated Rabitatul Madaris Board has 500 seminaries with 50,000 students.

Shia and Ahle Hadit have also separate boards for managing affairs of their affiliated religious institutions. Both sects have small number of seminaries. Jamaat ud Dawa, a charity body-cum-jihadi outfit, has around 50 seminaries in the province.

Seminaries attached with all sects are being run on donations, Zakat and Ushr, but fee is collected from students in their English medium schools. The provincial government provides Rs20 million grant annually through Auqaf and religious affairs department to registered seminaries.

But the department has no data of the registered and unregistered seminaries and number of students and teachers there. Minister for Religious Affairs Namroz Khan said that his department had no record of the seminaries.

Home Secretary Mohammad Azam Khan said that the issue came under discussion in cabinet meeting and it was proposed to maintain proper record of seminaries.

Mutahidda Majlis-e-Amal government through department of schools and literacy had conducted survey of seminaries in 2005 that put the number of seminaries in the province at 4,680 having 183,140 students including females.

Seminaries functioning in Fata are unregistered because government is yet to extend Societies Act to the area. A cell has been set up in the directorate of education, Fata to enlist seminaries in the area. Officials said that 318 seminaries were enlisted in Fata and government had allocated Rs9.6 million in 2011-12 to provide assistance to those seminaries.

About 48,318 students have been enrolled in these enlisted seminaries. Under the project some of the enlisted seminaries have been provided teaching staff, computers and other basic facilities. A hostel for girl students studying in a seminary in South Wazoo Agency has also been constructed.

Peshawaris enjoy first live concert in five years

Hundreds of youths and families thronged to the Pearl Continental Hotel on Saturday night to attend the first-ever live concert held in the entertainment-strapped city in the last five years.

While most of the audience was made up of college students, some families also attended the concert, although to the disappointment of youths, a curtain divided the hall keeping families and other audience separate. “This has been done to keep the families separate from those who are here to enjoy the concert without families,” said an organiser.

Bands: Popular band Jal and two other bands from Peshawar and Islamabad performed. The concert, scheduled to begin at 8pm, started after an hour-long delay, although people continued to arrive until 10pm, when Jal appeared on stage amid thundering applause. The youths attending the concert were so excited while listening to their favourite songs “Aadat” and “Chaltay Chaltay” that they started dancing and waving.

Entertaining events: Shahid, a practicing lawyer who attended the concert with his brother and two friends, said that entertainment was an important part of life. While he was not impressed with the performers, Shahid was happy that he was witnessing such entertainment activities returning to the city. “I have not seen a live concert since my student life,” he said, adding, “This is the first time I’m here and the thing must go on.” Dawood, a real estate dealer, told Daily Times that the concert was a ‘positive activity’ and must continue. He said that there was a blackout in Peshawar during the tenure of the previous government as far as entertainment was concerned. “It is good to see that life is returning to our city,” he said.

The music show continued late into the night. Tight security measures were adopted inside and outside the hotel. Policemen were seen guarding the Khyber Road in front of the hotel.

An informal ban was imposed on musical shows and concerts by the Mutahidda Majlis-e-Amal government in Peshawar, which also closed the Nishtar Hall, the only venue used for stage dramas and musical shows in the city.

Qazi, Fazl lose Hafiz Hussain's resignation

Mutahidda Majlis-e-Amal (MMA) leader and member of the National Assembly (NA) Hafiz Hussain Ahmad’s resignation, which he had submitted to MMA President Qazi Hussain Ahmad and MMA central leader Maulana Fazlur Rehman has been misplaced, a private channel reported on Sunday. Hafiz Hussain told Geo news that he had given copies of his resignation to Fazl and Qazi, but was told by both that they had lost his resignation. He said he himself would go to the NA on Monday and present his resignation to the NA speaker. Hafiz said he was resigning from the NA in protest against the Women’s Protection Act, 2007.

Fazl, Qazi differ over Wajeeh as presidential candidate

Jamaat-e-Islami (JI) Ameer Qazi Hussain Ahmed said on Tuesday that the reason the Mutahidda Majlis-e-Amal (MMA) was supporting Justice (r) Wajiuddin as a presidential candidate was that he was the best candidate in exposing the ineligibility of General Musharraf. While Jamiat Ulema-e-Islam Fazl (JUI-F) chief Maulana Fazlur Rehman said Justice (r) Wajiuddin was not a consensus candidate. The MMA president and the leader of the opposition in the National Assembly were talking to the media before the start of the MMA Supreme Council meeting at Al Markaz-e-Islam here.

Justice Wajeeh to file nomination papers on 27th

Justice (r) Wajeehuddin Ahmad, the presidential candidate nominated by lawyers, will submit his nomination papers to the Election Commission on September 27. If Musharraf’s nomination papers are accepted by the election commission, retired justice Ahmed will file a writ petition in the Supreme Court against his candidature on September 30, a PML-N leader told Daily Times on Tuesday.

MMA, PML-N to propose and second: Mutahidda Majlis-e-Amal (MMA) and Pakistan Muslim League-Nawaz (PML-N) senators will propose and second the nomination, sources said. MMA President Qazi Hussain Ahmad and Secretary General Maulana Fazl-ur-Rehman have taken PML-N chief Nawaz Sharif into confidence regarding Justice Ahmed’s candidature, the sources said. The All Parties Democratic Movement (APDM) leadership had also agreed on Ahmed’s nomination, they added. The APDM legislators will resign from the national and provincial assemblies on September 29 if the Election Commission accepts President General Pervez Musharraf’s nomination papers. However, APDM legislators will not resign from the senate because their senators will propose and second the retired justice’s nomination papers, sources said.
