said Monday that Prime Minister Nawaz Sharif
... served two non-consecutive terms as prime minister, heads the Pakistain Moslem League (Nawaz). Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf...
had told his Indian counterpart Narendra Modi during their meeting in Ufa, Russia that more information is required to conclude the Zakiur Rehman Lakhvi
...an asset of the Pak govt and a big turban in Lashkar-e-Taiba, which is actually a redundant statement. Zak was the criminal mastermind behind the 2008 Mumbai attack. trial -- the alleged criminal mastermind 26/11 Mumbai attacks.

Speaking to media representatives in the federal capital, Sartaj said that the reference to 'additional information' is a recognition of the need for information which is required in order to expedite the trial.

Lakhvi was released from Rawalpindi's Adiala Jail in April this year, after a court ordered dismissal of detention orders issued against him by the Okara DCO on March 14.

India condemned Lakhvi's release deeming it an "insult" to the victims of the 26/11 Mumbai attack. Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks.

At the time of the attacks, Lakhvi was believed to be the operational head of the banned Laskhar-e-Taiba (LT) that has been accused by India of carrying out the attacks in India's financial capital.

During the meeting with Modi, Sartaj said, Nawaz also sought information on the progress made on the Samjhota Express trial.

"July 10, 2015 was a very important day in the diplomatic history of Pakistain," said the adviser.

Aziz said SCO took a unanimous formal decision to admit Pakistain (and India) into the organization.

"The process has been launched and after formalities are completed like ratification of SCO documents, Pakistain will become a full fledged member of the SCO."

He said the organization can play an important role in shaping a conducive regional environment that would bring peace and prosperity to all SCO members.

, the alleged criminal mastermind of the Mumbai attacks in 2008, has refused to provide voice samples to India in relation to an investigation to indict him for involvement in the terror attacks on Indian soil, Hindustan Times reported on Sunday.

Lakhvi's lawyer -- Rizwan Abbasi -- told the Indian media outlet that according to Pakistain's laws, the accused's consent was necessary for a voice sample. "My client has refused in the past and will refuse again," said Abbasi.

The development comes only a couple of days after Pakistain's and India's premiers released a joint statement from Russia, vowing to expedite proceedings of the Mumbai attack case among other sticking points.

Lakhvi was released from Rawalpindi's Adiala Jail in April this year, after a court ordered dismissal of detention orders issued against him by the Okara DCO on March 14.

government had previously maintained that Lakhvi was detained based on 'sensitive information' provided by intelligence agencies.

India condemned Lakhvi's release deeming it an "insult" to the victims of the 26/11 Mumbai attack.

"This is a very disappointing announcement. An insult to the victims of 26/11 Mumbai attack. The global community should take serious note of Pakistain's double-speak on terrorism," said an Indian home ministry spokesperson who asked not to be named.

Lakhvi is among the seven persons charged with planning and helping carry out the 2008 Mumbai attacks. The six other men facing trial in Adiala Jail for their alleged involvement in Mumbai attacks are Hammad Amin Sadiq, Shahid Jamil Riaz, Younas Anjum, Jamil Ahmed, Mazhar Iqbal and Abdul Majid.

At the time of the attacks, Lakhvi was believed to be the operational head of the banned Laskhar-e-Taiba (LT) that has been accused by India of carrying out the attacks in India's financial capital.

Lahore High Court orders Lakhvi's release
2015-04-10
[DAWN] The Lahore High Court on Thursday dismissed the detention orders of Zakiur Rehman Lakhvi
...an asset of the Pak govt and a big turban in Lashkar-e-Taiba, which is actually a redundant statement. Zak was the criminal mastermind behind the 2008 Mumbai attack. Despite what India's provided there is not enough evidence in this world for a Pak court to convict him or even to keep him in the calaboose for very long...
, one of the key accused in the 2008 Mumbai attacks case, and ordered his release.

The court was hearing a petition of Lakhvi challenging his fourth one-month detention ordered by the Okara DCO on March 14.

The Punjab
1.) Little Orphan Annie's bodyguard
2.) A province of Pakistain ruled by one of the Sharif brothers
3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots....

government had previously maintained the stance that Lakhvi has been detained based on 'sensitive information' provided by intelligence agencies. Justice Anwarul Haq had directed the government's counsel to submit records of the information to the court, which was also presented in the Islamabad High Court in the past based on which the IHC had ordered Lakhvi's bail.

The court upheld the stance that if this sensitive information was reliable, the IHC would not have accepted Lakhvi's bail. Therefore, the LHC ordered Lakhvi's release based on the lack of reliability of the sensitive information provided and directed the accused to play Rs20 lakhs in surety bonds to Adiala jail.

Lakhvi along with Zarar Shah was allegedly the key planner of the attack that killed 166 people.

AJK govt bans 63 terrorist organisations
2015-04-03
[DAWN] The AJK government on Thursday issued a notification to ban the activities of 63 terrorist organizations under the National Action Plan (NAP).
In unrelated news, 63 terrorist organizations today changed their names...
In accordance with the Anti-Terrorism Act of 2014, the AJK Home Department issued the notification to ban 63 organizations within the jurisdiction of Kashmire including Al Qaeda, Tehrik-e-Taliban Pakistain, Laskhar-e-Taiba, Sipah-e-Sahaba Pakistain
...a Sunni Deobandi organization, a formerly registered Pak political party, established in the early 1980s in Jhang by Maulana Haq Nawaz Jhangvi. Its stated goal is to oppose Shia influence in Pakistain. They're not too big on Brelvis, either. Or Christians. Or anybody else who's not them. The organization was banned in 2002 as a terrorist organization, but somehow it keeps ticking along, piling up the corpse counts...
and Lashkar-e-Jhangvi
... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ...
whereas the activities of Jamat-ud-Dawa will be under observation.

As per the notification, no individual is permitted to cooperate with these banned
...the word banned seems to have a different meaning in Pakistain than it does in most other places. Or maybe it simply lacks any meaning at all...
organization
s.

Senior police official, Faheem Ahmed Abbasi, said the ban will come into effect on May 1 under the NAP.

During a presser, DIG Yaseen Qureshi, SP Shafqat Tanveer -- along with other coppers -- said that under the NAP, a counter-terrorism department is being established which will recruit 500 highly trained personnel who will be equipped with modern weapons.

The Additional IG said an apex committee was formed in AJK and a 20-point agenda was set which will be implemented from May 1, adding that there will be no exceptions during this period.

In the wake of the deadly attack on Beautiful Downtown Peshawar

Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistan's most ethnically and linguistically diverse cities, which means lots of gunfire.
's Army Public School on Dec 16, 2014, the government constituted the NAP.

In response to a question, the Additional IG said that the counter-terrorism department will form seven units from the 500 personnel who will be recruited.

Abbasi added that the 1861 Police Act is still being implemented in AJK, adding that it has been 12 years since the act in Punjab

2.) A province of Pakistain ruled by one of the Sharif brothers
3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots....

He said the police's legal structure needs to be fixed. On the other hand, Abbasi also noted that AJK's law and order situation and police performance is much better than other parts of the country.

He further said that NAP is of utmost importance and through its implementation, peace and order can be established. He also said that an action-packed initiative will be taken against banned organizations in AJK.

LHC rejects Lakhvi's petition challenging detention order
2015-03-21
[DAWN] The Lahore High Court (LHC) on Friday rejected Zakiur Rehman Lakhvi's petition challenging the detention order against him.

Justice Mahmood Maqbool Bajwa said after the hearing that in light of recent circumstances, it is possible that releasing Lakhvi could cause turmoil in the country.

Lakhvi had filed a petition with the Lahore High Court challenging the detention order passed against him by the Punjab
1.) Little Orphan Annie's bodyguard
2.) A province of Pakistain ruled by one of the Sharif brothers
3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots....

home department.

The petition filed earlier through Advocate Rizwan Abbasi prayed to the court to set aside the detention of Lakhvi for being illegal and a violation of Islamabad High Court (IHC) order.

On Mar 13, 2015 the third time detention orders on Lakhvi were declared void by the IHC ─ a day after which the Punjab home department reordered his detention.

At the time of the attacks, Lakhvi was believed to be the operational head of the banned Laskhar-e-Taiba (LeT) that has been accused by India of carrying out the attacks in India's financial capital.

Lakhvi, along with Zarar Shah, was allegedly the key planner of the attack that killed 166 people.

FO says no request received for handing over Lakhvi
2015-01-22
[DAWN] The Pakistain Foreign Office denied reports that the UK and US had asked it to handover Mumbai attacks accused Zakiur Rehman Lakhvi to India or to them for his 'independent trial' to help improve ties between the two countries, Times of India reported.

"No one has asked or sent any formal request to the (Pakistain) government to handover the person (Lakhvi) to India or any other country," Pakistain's foreign office spokeswoman Tasneem Aslam told TOI on Tuesday.

The report says that the Federal Investigation Agency's prosecution chief Chaudhry Azhar had informed the Islamabad High Court on Monday that two countries, whose citizens were killed in the Mumbai attacks, had asked Pakistain to hand over Lakhvi.

The prosecution chief did not name the countries when he appeared before the High court.

However,
the difference between stupidity and genius is that genius has its limits...
some media reports suggested Washington and London had written to Pakistain and sought Lakhvi's custody.

At the time of the Mumbai attacks, Lakhvi was allegedly the operational head of the banned Laskhar-e-Taiba (LeT) which has been accused by India of carrying out the attacks.

Lakhvi along with Zarar Shah was alleged to be a key planner of the attack that killed 166 people.

Proceedings of the case against him began in 2009 at the ATC in Rawalpindi, and was transferred to the ATC in Islamabad the following year.

In April last year however, proceedings came to a virtual standstill as special judge of the ATC expressed his inability to conduct the trial due to security reasons. This came following a terrorist attack on the district courts in Islamabad in the month of March.

Mumbai attack 'mastermind' Lakhvi detained under MPO
2014-12-19
[DAWN] Alleged criminal mastermind of the 26/11 Mumbai attacks Zakiur Rehman Lakhvi who was granted bail by an anti-terrorism court in Islamabad yesterday has been detained under the Maintenance of Public Order (MPO) at Rawalpindi's Adiala Jail.

A senior government source told Dawn that the government has also decided to appeal against the approval of Lakhvi's bail in superior courts.

The ATC had ordered the release of Lakhvi after his post-arrest bail plea was accepted and Judge Syed Kausar Abbas Zaidi had set Lakhvi's bail at Rs1 million. The decision drew a sharp reaction from India and surprised many with its unfortunate timing, coming just days after one of the deadliest terror attacks the country has ever seen.

Advocate Rizwan Abbasi, the lawyer representing Lakhvi, stood before the court as the bail was approved.

The court has directed Lakhvi to pay surety bonds worth Rs500,000 before he can be released on bail.

US Wants Tougher Pakistani Action Against Haqqanis
2012-08-01
[Dawn] The B.O. regime expressed renewed frustration with Pakistain on Tuesday, urging its reluctant counterterrorism ally to break remaining links between its security services and the Haqqani network and stem the flow of bomb-making material into Afghanistan.

A State Department report credited Pakistain's government with taking action against al-Qaeda last year, even though the United States acted unilaterally in the commando operation that killed the late Osama bin Laden

in Pakistain. It called Islamabad's attempts weaker when it came to snuffing out groups such as the Haqqani network and Laskhar e-Taiba.

At a Senate confirmation hearing, the diplomat nominated to be America's next ambassador to Pakistain said that getting Islamabad to crack down on the Haqqani network would be his "most urgent" responsibility.

"This will be a primary focus of my activities and diplomatic engagement with Paks, to encourage further measures against the Haqqani network, further squeezing of the Haqqani network," Richard Olson said.

forces before returning to Pak territory.

The Paks say they're doing all they can to rein in the Haqqanis, but elements in the Pak intelligence and military communities maintain relations with him to hedge their bets for when the United States leaves Afghanistan in 2014.

Congress has been pressuring the B.O. regime to slap the terrorist label on the network. By voice vote last week, the Senate approved a bill that would require the secretary of State to report to Congress on whether the Haqqani network meets the criteria to be designated a foreign terrorist organization and if not, to explain why.

The report is due within 30 days of the president signing the measure. The bill now goes to President Barack Obama
