Eight Darfur groups unveil plan to reclaim cities from Rapid Support Forces |

[SUDANTRIBUNE] Eight Darfur former rebel groups announced a joint plan on Sunday to regain control of Darfur cities currently held by the Rapid Support Forces (RSF) paramilitary group in the region. In recent months, the RSF seized control of four state capitals: Nyala of South Darfur, Geneina of West Darfur, Daein of East Darfur, and Zalingei of Central Darfur. Only El Fasher, the capital of North Darfur, remains under the control of the Sudan ...a Moslem country located in the Horn of Africa. It is noted for its affinity for rule by ex- or current generals, its holy men, and for the oppression of the native Afro population by its Arab conquerors. South Sudan, populated mostly by the natives, split off from Sudan proper, which left North and South Darfur to be oppressed by the guys with turbans. The country is currently enjoying a civil war between the army and the Rapid Support Forces, which used to be part of the army but then they got another ambitious general and you can guess the rest... ese army. The three-day conference, held in the Barkal area of North Darfur, brought together signatories to the Juba Peace Agreement, including the Sudan Liberation Movement (SLM) led by Minni Minawi, the Justice and Equality Movement (JEM) led by Gibril Ibrahim, the Gathering of Sudan Liberation Forces (GSLF) led by Abdallah Yahiya, the Sudanese Alliance led by al-Bukhari Ahmed, SLM of Mustafa Tambour, JEM of Bakhit Dabajo, SLM-Transitional Council of Mustafa Rassas and the SLM- Leadership Council. Additionally, the Sudanese Popular Body for Supporting the Armed Forces and Building Sudan and Darfur Region Popular Support and Resistance® Body. According to a joint statement, the conference produced "a strategic plan with humanitarian, social, political, military, and security aspects. The goal is to retake cities under militia control, improve civilian protection, and preserve the unity of Sudan’s land and people." The statement emphasized the movements’ commitment to collaborating with the Sudanese Armed Forces (SAF), the national army, and other legitimate state institutions "to prevent the collapse of Sudan. The groups also pledged to engage with international actors, including embassies, diplomatic missions, and human rights One man's rights are another man's existential threat. and humanitarian organizations. They aim to "raise awareness of the war’s realities and associated violations, rectify misconceptions, and expose the RSF’s crimes." The statement condemned countries supporting the RSF, specifically the United Arab Emirates and the Chadian government. It further denounced "agents" — foreign countries and Sudanese political forces — accused of seeking to divide the nation and bolster the RSF’s image despite its alleged crimes. The conference called for documenting RSF crimes and violations to ensure perpetrators face fair trials, upholding the principle of accountability. Among the signatory groups, the SLM- Transitional Council led by Hadi Idris and the GSLF led by Tahir Hajer have refused to join the army and instead call for neutrality. The holdout faction of the Sudan Liberation Movement led by Abdel Wahid al-Nur also maintains its stance of neutrality in the ongoing conflict. |

SLM-Minawi deploys additional 1,500-strong force to fight RSF |

[Sudan Tribune] Sudan Liberation Movement Minni Minawi (SLM-MM) announced on Thursday the deployment of a new 1,500-strong force to combat the Rapid Support Forces (RSF) in various Sudanese regions. In November 2023, the SLM-MM and the Justice and Equality Movement (JEM) declared an end to their neutrality in the ongoing conflict between the Sudanese army and the paramilitary RSF. However, their active military participation has been limited since then. This graduation ceremony in Gedaref, eastern Sudan, marked the completion of training for the SLM’s "Tiger 1" group, Batch 37. The event follows SLM leader Minawi’s recent statement expressing his forces’ readiness to confront the RSF to defend civilians and Sudan’s sovereignty. Minawi addressed the graduates, explaining his decision to actively engage in the fight after ten months on the sidelines. He described the current conflict as a "predatory campaign" and a potential "disintegration" of Sudan. He emphasized his group’s commitment to ethical conduct throughout their 24-year struggle, denying any civilian casualties or rights violations attributable to his forces. Minawi further drew a stark contrast with the RSF’s alleged actions, accusing them of sexual violence, civilian abuse, and seizing civilian institutions. Minawi condemned the RSF’s takeover of El Geneina and other Darfur cities after the withdrawal of armed forces, as well as their reported human rights violations in Al-Jazirah state. He referred to the RSF as a force motivated by "exploitation" and pursuing a "sham democracy," implying they have abandoned any sense of moral responsibility. |

Tagadum, SPLM-N forge committee ahead of Hamdok-Hilu talks |

[SUDANTRIBUNE] On Saturday, Nur El-Din Babiker, a leading member of the Coordination of Civil Democratic Forces “Tagadum” chaired by former Prime Minister Abdallah Hamdok announced the formation of a joint committee with the Sudan People’s Liberation Movement-North (SPLM-N), led by Abdel Aziz Al-Hilu. This committee has to agree on a common ground between Tagadum and the SPLA-N before the meeting between the leadership of the two parties in the coming days. In statements to Sudan Tribune, Babiker confirmed the possibility of bridging the gap between Tagadum and the SPLM-N, despite the movement’s previously expressed reservations. He further emphasized that the current situation requires all parties to be responsible and make concessions to prevent Sudan’s collapse. Since January, the Alliance of Civil Forces to Stop the War has invited various Sudanese groups to hold meetings, including the SPLM-N, the Sudanese Communist Party, the Baath Party, and the Sudan Liberation Movement (SLM) led by Abdel Wahid Nour. These efforts aim to mobilize political support for ending the ongoing war between the Sudanese army and the Rapid Support Forces. The SPLM welcomed the proposed meeting for unifying anti-war forces. However, they advocated for forming a joint committee to address other crucial issues before pursuing joint action. They suggested discussions on national identity and voluntary unity, the state-religion relationship, democratic transformation, the government system, economic challenges, historical accountability, and security arrangements. Babiker who is also the Sudanese Congress Party Spokesman outlined a roadmap for further communication with all political and social entities in Sudan, including the Sudan Liberation Movement (led by Minni Minawi) and the Justice and Equality Movement (led by Gibril Ibrahim). However, communication with Minawi and Jibril will be conditional upon their shifting from supporting the war to rejecting it, as the Taqadum coalition’s position firmly opposes the war and seeks its cessation. He further stated, “If any political forces or armed movements currently supporting the war are willing to join and denounce it, they are welcome in the Tagadum Alliance.” The anti-war official acknowledged the unsuccessful attempt to organize a meeting with the Communist Party but emphasized ongoing efforts to hold separate meetings by Tagadum components, considering the party’s reservations towards alliances. He underscored that the Communist and Baath Parties are not required to be part of the Tagadum Alliance’s leadership or structure. However, he did not rule out future coordination with them regarding positions on rejecting the war, constitution-making, political negotiations, and other future issues in Sudan. Finally, Babiker stated that Tagadum held intensive meetings with African leaders and international officials during the recent African Union summit in Addis Ababa to call for more pressure on the Sudanese belligerents to end the war and provide humanitarian assistance. South Sudan, populated mostly by the natives, split off from Sudan proper, which left North and South Darfur to be oppressed by the guys with turbans... , Ibrahim condemned the RSF’s attacks and accused them of pursuing a destructive agenda that threatens the entire nation. He rejected their claims of supporting democracy, characterizing them as a force intent on harming the people. By attacking the central Sudan state "The RSF’s actions expose their true intentions," Ibrahim declared. "Their project is not aligned with democracy or any other noble slogan." The JEM leader’s statement comes amid general mobilization by the army to retake several states from the paramilitary forces. The army leaders said their campaign would start by al-Jazirah which the RSF seized in mid-December 2023. Ibrahim, along with Minni Arko Minawi of the Sudan Liberation Movement, decided to abandon neutrality and join the army in this conflict. He expressed his belief that the situation in Sudan is unique and has been influenced by international and regional actors. He further characterized the situation as incompatible with the nature of the Sudanese people. "This situation is unprecedented, orchestrated by regional and global powers," he asserted. "It represents a perversion of the true character of the Sudanese people," he said referring to the war crimes and systematic looting practiced by the RSF elements. Armed groups converge in Cairo to discuss ceasing hostilities in Darfur |

[SUDANTRIBUNE] Armed movements that signed the Juba Peace Agreement are gathering in Cairo for a workshop to discuss the possibility of reaching a ceasefire in Darfur and reducing tensions in the region. The workshop, organized by the French organization Premediation in collaboration with the French and Egyptian Ministries of Foreign Affairs, was initially scheduled to include representatives from the Sudan ...a Moslem country located in the Horn of Africa. It is noted for its affinity for rule by ex- or current generals, its holy men, and for the oppression of the native Afro population by its Arab conquerors. South Sudan, populated mostly by the natives, split off from Sudan proper, which left North and South Darfur to be oppressed by the guys with turbans... ese army and the Rapid Support Forces (RSF). Sources close to the workshop revealed that the Sudanese army had reservations about attending, while the RSF initially expressed their approval. However, a hangover is the wrath of grapes... as of late Monday evening, there was no confirmation of their representatives’ arrival in Cairo. The RSF, a paramilitary group that controls four out of five states in Darfur, has been engaged in fierce festivities with the Sudanese army since October 2023. The workshop will focus on two key topics: 1) achieving a ceasefire in Darfur and 2) establishing a joint committee between the military authorities in the region to reduce tensions and promote coordination. Among the armed movements attending the workshop are the Secretary of Presidential Affairs of the Gathering of Sudan Liberation Forces, Brigadier General Mubarak Bakhit, and the Vice President of the Justice and Equality Movement (JEM) led by Suleiman Sandal, Gibril Adam Bilal. Additionally, Seif al-Din Issa, Advisor to the President of the Sudan Liberation Movement Transitional Council (SLM-TC, is also participating. Hassan Ibrahim Fadl, JEM Spokesman acknowledged their invitation to the workshop but expressed their regret for not attending. In a statement on Monday night, he explained that the JEM decided to withdraw after learning that the RSF was invited to participate in the meeting. The groups said that the RSF should implement the Jeddah Declaration to Cessation of Hostilities, signed on May 11, 2023, which stipulates the withdrawal of the paramilitary group from civilian areas. JEM prominent leaders defect after denouncing the Movement's leader |

[SUDANTRIBUNE] Noteworthy figures within the Justice and Equality Movement (JEM) declared their formal split from the organization on Wednesday, designating former political official Suleiman Sandal as their new leader. JEM leader Gibril Ibrahim relieved Sandal, the Secretary of Negotiations and Peace, Ahmed Tugud, Vice President Issa Adam Hasabo, and Secretary of Organization and Administration Mohammed Sharaf from their positions on August 14. The four were sacked after meeting with the RSF deputy commander, Abdel Rahim Daglo, in the Chadian capital last June without prior authorization. The expelled leaders, with their supporters, convened in Addis Ababa, the Æthiopian capital, from August 28 to 30. After the meeting, they announced a course correction for the Movement and elected Sandal as its leader. During the three-day meeting, attendees criticized the movement’s leader, Ibrahim, for allegedly monopolizing gains following the peace agreement. They also accused him of forsaking the principle of neutrality regarding the ongoing conflict and aligning too closely with the Sudanese army. Criticism was also directed at what they perceived as attempts by Ibrahim to impose his Islamic leanings on the organization. In the conference’s closing session, Suleiman Sandal asserted that the JEM would extend an open hand to all political groups except the dissolved National Congress Party, which he held accountable for separating South Sudan and genocidal actions in Darfur. Sandal reaffirmed their neutral stance concerning the war between the army and the Rapid Support Forces (RSF), stating, "We will collaborate with all political forces and armed movements to halt the war and safeguard civilians." He appealed to the leaders of the army and RSF to heed reason and end the hostilities. Additionally, he urged the Sudanese populace and civil groups to discontinue hate speech and racism and to champion social harmony. Sandal disclosed that the extraordinary conference reviewed the Movement’s past decision to endorse the October 25, 2021 coup, acknowledging the mistake and its contribution to undermining the civil democratic government. JEM, among the gangs signatory to the Juba Peace Agreement, played a role in orchestrating demonstrations that aimed to destabilize the transitional period, providing political cover for the October 25, 2021, coup against the civilian government led by Abdallah Hamdok. Jibril Ibrahim, leader of the Justice and Equality Movement, conveyed that an extensive consultative meeting of the movement’s leadership would take place in Port Sudan on August 31 and September 1. Renewed clashes in North Darfur capital leave one dead, several injured |

[SUDANTRIBUNE] Fighting between the Sudanese army and the Rapid Support Forces (RSF) flared again in the capital of North Darfur state, leaving at least one dead and several maimed. Prompted by the efforts of community leaders and representatives of armed movements who signed the Juba Peace Agreement, a temporary ceasefire had been brokered to avert the looming threat of civil war in Darfur. El Fasher was divided into two zones in line with the truce, with the army controlling the western part and the RSF presiding over the eastern territory. However, the difference between stupidity and genius is that genius has its limits... the fragile peace was shattered when the Rapid Support Command demanded payment for its soldiers’ salaries, which the army vehemently refused after the rebellion paramilitary group. The festivities reignited as the RSF shelled the army command, the El Fasher Market, and neighbouring districts such as "Tarifiya, al-Jil, al-Jama’a, al-Usra, and al-Tijaniyya." In response, the army retaliated with counter-bombing. The festivities claimed the life of at least one civilian and left five others injured. Additionally, two soldiers from the signatory gangs tasked with securing the city market were evacuated to a hospital in the south for treatment. In anticipation of further festivities, both parties positioned their forces across different parts of the city and shut down the central market as well as the largest livestock market. Towards the end of April, four gangs, including the Sudan Liberation Movement — Minnawi, the Sudanese Alliance, the Gathering of Sudan Liberation Forces, and the Justice and Equality Movement, formed a joint force to ensure the security of specific areas west of El Fasher and the central market. On Thursday, the joint force of gangs in Darfur stated that its troops escorting a convoy of doctors, engineers and medical supplies had been ambushed by gunnies on the El-Fasher Nyala highways on June 20. One combatant was killed and two others were maimed by the attackers. Additionally, one of the assailants was arrested by the joint force, but no further details were provided.. |

The announcement at a ceremony in Khartoum came as Sudan reels from fragmentation within the Forces of Freedom and Change, an alliance which spearheaded protests that ousted president Omar al-Bashir in April 2019. Sudan has since August 2019 been run by an administration of military generals and civilians from the FFC through a rocky transition marked by economic woes. Splits have deepened within the FFC in recent months, and support for the transitional government led by Prime Minister Abdalla Hamdok has waned in large part due to a raft of tough economic reforms. Saturday’s ceremony included political parties as well as the Sudan Liberation Movement (SLM) faction led by Mini Minawi and the Justice and Equality Movement (JEM) of Gibril Ibrahim. “We want a united FFC,” Minawi said during the ceremony. “We urge the people on your side who pretend they are from the FFC to sit with us and listen to us,” he added, addressing both the head of Sudan’s Sovereign Council, Abdel Fattah al-Burhan, and the prime minister. Hamdok did not attend Saturday’s ceremony. In early September, he was at the signing ceremony for an alliance of other factions within the FFC that also called for unity, calling it a “step in the right direction.” Neither Minawi nor Ibrahim took part in that signing. In October last year, Minawi’s SLM faction and Ibrahim’s JEM were among rebel groups that signed a peace deal with the government to end long-running conflicts under Bashir. Minawi was named governor of western Sudan’s war-ravaged Darfur region in May, while Ibrahim was appointed finance minister last February. On September 21, the government announced thwarting a coup attempt by military officers and civilians who it said were linked to Bashir’s regime. The country has been grappling with protests in east Sudan by key tribes opposed to the October peace deal. Protests have also erupted in major cities including Khartoum condemning the military coup attempt and calling for civilian rule. |

IDPs are detained in Central Darfur over opposition to peace signatory group |

[Sudan Tribune] A front man of coordination, which supports the holdout SLM/A led by Abdel Wahid al-Nur, said that 11 displaced people from Mukjar camp were detained by the police in Wadi Saleh on Thursday afternoon and still under arrest. Their arrest goes back to the fact that "the Justice and Equality Movement (JEM) tried on Wednesday, June 16th to open offices inside the camp, but the displaced refused and resisted it by peaceful means" said Adam Rajal. "The IDPs consider that some of JEM local leaders were among the perpetrators of the mass and individual killings, rape, looting, kidnapping, torture, burning, displacement, arrest and other crimes in Mukjar and Wadi Saleh," stressed Rajal. The statement went further to claim that JEM officials were part of the forces of Evil led by Ali Kushyab who is under trial by the International Criminal Court (ICC). It is worth noting that the IDPs Coordination and the residents of camps under its control reject the Juba Peace Agreement. Also, they voiced their support to the position of the SLM-AW which calls for a national conference they intend to hold in the future. Rajal said the camp residents closed the municipality’s office to protest the arrest of 11 people. The Sudanese in Central Darfur did not comment on the arrest of IPDs, or the incident. The IDPs say elements of the former regime are still holding office at the state and local levels despite the regime change in 2019. Also, aid workers complain that the humanitarian aid officials in Darfur still reject the give them the needed permits for humanitarian access. Multiple Armies in Khartoum Raise Security Concerns |

[ENGLISH.AAWSAT] The presence of several armies in the Sudanese capital Khartoum has raised security concerns among the people over what they believe may be a struggle for power between them, which will undermine the country’s democratic transition. Khartoum hosts the regular army, the Rapid Support Forces, led by First Vice President of the Sovereign Council, Lt. Gen. Mohammed Hamdan Dagalo, Minni Minawi’s Sudan Liberation Army (SLA), the Justice and Equality Movement (JEM) and other forces that have defected from these groups. All of these gangs freely roam Khartoum. Tensions came to a head after a clash last week between members of an gang. The police moved in to contain the unrest. Another gang, from Darfur, also seized control of the Olympic committee building, almost causing an international crisis. No one knows the accurate number of button men and weapons in Sudan. Estimates put the figure at more than 4 million arms, which are possessed by civilians and button men. Weapons continue to pour in from neighboring countries, especially chaos-wracked Libya. Head of the United Nations ...a formerly good idea gone bad... Integrated Assistance Mission in Sudan (UNITAMS), Volker Perthes warned in a briefing before the Security Council that peace cannot be achieved with the presence of so many armies. For over half a decade, the Sudanese military has always had to contend with rebellions from within its ranks. Rebel officers would then go on to form their own militias, leading to various conflicts over the years. Sudan’s power-sharing government signed a peace agreement with key rebel groups last years, a step towards resolving deep-rooted conflicts from the long rule of ousted leader Omar al-Bashir ...Former President-for-Life of Sudan He came to power in 1989 when he, as a brigadier in the Sudanese army, led a group of officers in a bloodless military coup that ousted the government of Prime Minister Sadiq al-Mahdi and eventually appointed himself head cheese. He fell out with his Islamic mentor, Hasan al-Turabi, tried to impose shariah on the Christian and animist south, resulting in its secessesion, and attempted to ArabizeDarfur by unleashing the barbaric Janjaweed on it. Sudan's potential prosperity has been pissed away in warfare that has left as many as 400,000 people dead and 2.5 million displaced. Hee was overthrown by popular consent in 2019. Omar has been indicted for genocide by the International Criminal Court but nothing is expected to come of it... . Three major groups signed the Juba peace agreement, including factions from Darfur. But two factions with the biggest presence on the ground in Darfur and the south did not sign. Along with the JEM, it was signed by the SLA, from Darfur, and by Malik Agar, leader of the Sudan People’s Liberation Movement-North (SPLM-N), from the South Kordofan and Blue Nile regions. One major SPLM-N faction, and an SLA faction led by Abdel Wahed el-Nur, did not. Security expert Mohammed al-Amin Ismail al-Majzoub noted a flaw in the peace agreement, saying its security arrangements cover all forces and militias that were inherited by the transitional government from the former regime. It did not, however, specify the number of forces included in the merger of groups. "The devil lies in the details," he added, noting that the agreement was vague in how it should be implemented. He denied that the ruling authorities were concerned about the deployment of these forces in Khartoum, warning, however, that they cannot rule out the possibility of festivities erupting between. "We have seen security shortcomings in Khartoum, which used to be among the safest capitals in the world," he remarked. "The authorities are not concerned that these armies would seek to seize power, but rather they fear that they would become embroiled in festivities with the regular forces." He therefore urged the need for the security and defense council to meet to determine the numbers of these forces and kick off security arrangements, even if the financial means for them are not yet available. |

SLFA joins the Revolutionary Front ahead of talks for peace in Sudan |

[Sudan Tribune] The Sudan Liberation Forces Alliance (SLFA) headed by Altaher Hajer officially joined the rebel umbrella Sudanese Revolutionary Front (SRF) ahead of peace talks with the transitional government in Khartoum said a statement released on Friday. "The SRF informs the Sudanese people that the SLFA has joined the Revolutionary Front per the provisions of the Constitution and the regulations of the Front," said a statement signed by the SRF leader Hadi Idriss on. Idriss added that this move demonstrates the SRF keenness for the unity of the armed opposition groups in support of the peaceful Sudanese revolution and democratic transition in the country. The SLFA was formed by three armed groups on 7 July 2017. The alliance includes the Sudan Liberation Movement for Justice, Sudan Liberation Movement-Unity and the Justice and Equality Movement of Abdallah Bishr Gali. The three groups elected Altaher Abubakr Hajer as chairman of the SLFA, Abdallah Yahia as a deputy-chairman while Mahgoub al-Aghbash was elected as head of the legislative council and Ahmed Mohamed Suleiman as the deputy-speaker. During the recent talks with the Sudanese transitional government that led to the signing of the Juba Declaration on peace in Sudan, the SLFA negotiated and signed the declaration with the SRF groups. Asked by Sudan Tribune if he would join the large umbrella of armed groups, Altaher said they are considering the matter saying they have been encouraged by the South Sudanese government for the sake of peace in Sudan. "We are moving in this direction and we have not rejected the issue of unity. We are on the road to join the SRF and the coming days we can be part of the alliance," he said. Last April, the SLFA joined the Sudanese Historical Bloc (SHB) together with the Hilu (SPLM-N Hilu) and a faction of eastern Sudan Beja Conference led by Zeinab Kabbashi (BC-Kabbashi). Asked why he did not negotiate the Juba Declaration besides the SLM-N led by Abdel Aziz al-Hilu, Altaher Hajer said the SHB is just a political declaration that has no established structures. SRF leader Hadi Idriss, in his statement, said their door is open for all the opposition groups to join them "in support of peace, stability and good governance".
