Terror's road map to south India: Infiltrate, migrate, aggravate

A highly radicalised person associated with a terror group was arrested by the Bengaluru police on Sunday night. The arrest of Akthar Hussain Lashkar, a resident of Assam, led to the arrest of his associate Zubair from Salem in Tamil Nadu.

The police said that Hussain who was working as a food delivery executive was using his job to understand the topography of the city. He was also in the process of setting up meetings to plan attacks in Karnataka. Now that the Tamil Nadu angle has come up, the police will work closely with the central agencies as there are inter-state ramifications to this case.

The arrest comes just a month after the arrest of Talib Hussain a member of the Hizbul Mujahideen

In 2019 when the National Investigation Agency (NIA) probed a case relating to the Jamaat-ul-Mujahideen, Bangladesh (JMB) it had found that Bengaluru had become a happy hunting ground for these terrorists.

Links between the operatives of Tamil Nadu, Karnataka and Kerala were not uncommon and a pattern was found. Operatives would come in from the north- eastern states after infiltrating from Bangladesh. They would often land up at a migrant camp in Kerala and then enter into states like Tamil Nadu and Karnataka.

In 2019 following the arrest of JMB terrorist Habibur Rehman, the NIA learnt that he had traveled from Bengal before going to Bengaluru, Kerala and Chennai. Rehman came to Bengaluru in 2015 and took up a job as a contractor. Prior to his arrest he ha moved to the outskirts of the city to avoid arrest.

Looking at the modus operandi and the investigation files, it has become clear that these persons had a common way of operating. They would come into the southern states, mingle with the migrant population including the Rohingya Moslems and then overstay in the southern states with a larger agenda of carrying out terror attacks.

In August 2019, one Ejaz Ahmed alias Taufique Raza, the emir of the Jamaat-ul-Mujahideen, Bangladesh was arrested. His team had persons outside Bengal and even set up modules in Bihar, Karnataka and Kerala. He had mainly targeted migrant labour in these places and roped several of them into the module, officials, part of the investigation, also said.

A statistic of 2013 showed that there were around 2.5 million migrant workers in Kerala. Most persons were eager to take in the migrants colonists for work as the labour costs in Kerala is too high.

On 16 March 2017, the Kerala police arrested seven Bangladeshi nationals employed at a plywood factory and charged them with illegal immigration. This is just one of the many cases that was reported from Kerala over the years where several lakhs of Bangladeshis live illegally.

It becomes important to discuss the Kerala scenario in the wake of an Intelligence Bureau report stating that there would be more influx of illegal immigrants colonists into South India after the NRC was published by the Assam government. There are already reports that suggest that the touts in Kerala are already active and would look to facilitate the entry of more such persons into the state.

Officials tell OneIndia that the route into south India would be through Kerala, following which attempts would be made to infiltrate into the other southern states such as Telangana, Tamil Nadu and Karnataka. They would be brought in as estate labour like has been done in the past, officials say.

Data with the Ministry for Home Affairs states that Kerala has issued nearly 62,000 registration cards to migrant workers. Moreover no real effort has gone in to sort out the illegal immigrants colonists including Rohingyas from the migrants colonists, officials in the Home Ministry say.

Bihar and Kerala: Where terror groups find ample loopholes to plan, plot and execute

The Bihar police recently busted a major module following which it was learnt that the accused persons had plotted the liquidation of Prime Minister Narendra Modi and also planned on setting up an Islamic nation by 2047.

The National Investigation Agency is also investigating a case relating to a Jamaat-ul-Mujahideen Bangladesh
The JMB is said to be the youth front of Al Mujahideen, the parent organization that began working toward establishing Bangladesh as an Islamic state in the mid 1990s, which remains obscure and probably defunct today. Other organizations, such as Jama'atul Jihad, JMB, Jagrata Muslim Janata Bangladesh (JMJB), Harkat-ul-Jihad-al-Islami (HUJI), Hizbut Tawhid, Tawhidi Janata, Islami Jubo Shangha, Islami Shangha, Al Falah A'am Unnayan Shanstha and Shahadat-e al Hiqma are believed to be part of the Al Mujahideen network. The JMB at its peak was reported to contain at least 100,000 members, and an alleged 2,000-man suicide brigade, few of whom actually exploded. JMB allegedly received financial assistance from individual donors in Kuwait, UAE, Bahrain, Pakistan, Saudi Arabia and Libya. Reports have claimed that funding of JMB by international NGOs like Kuwait based Society of the Revival of Islamic Heritage (RIHS) and Doulatul Kuwait, Saudi Arabia based Al Haramaine Islamic Institute and Rabita Al Alam Al Islami, Qatar Charitable Society and UAE-based Al Fuzaira and Khairul Ansar Al Khairia. The top leadership of JMB was captured in 2005 and hung in 2007, which pretty much shot their bolt.

Incidents of radical Islamic modules being busted in Bihar is nothing new. It dates back to the late 2000s when the Indian Mujahideen and Students Islamic Movement of India (SIMI) had a free run in the state.

The agencies had complained back then that it was the politics of appeasement which had made it very hard for modules to be busted in the state. Yasin Bhatkal who headed the Indian Mujahideen (IM) had said in his interrogation that the Darbhanga module had been set up in 2009 and they chose the area as the atmosphere in the state was conducive for them to set up such a module.

This module was never used for any terror strikes within the state as they feared that the trail would lead to them.

An Intelligence Bureau official tells OneIndia that like in the case of Kerala, certain places in Bihar are extremely difficult to deal with. In certain places in northern Kerala and areas such as Darbhanga a lot depends on human intelligence and this is very hard to come by because a large number of the local politicians and locals back such modules.

Another official says that these areas have been a free-for-all. While on one hand illegal immigrants colonists keep infiltrating into such areas in Bihar, in Kerala it has been the problem of Wahhabism and its radical preachers from the Gulf.

The connection between Bihar and Kerala can be seen in the fact that the Indian Mujahideen being formed in Kerala and then it went on to form its strongest module in Bihar.

In August 2013, an operative of the Students Islamic Movement of India, Abdul Sattar was deported from the United Arab Emirates. He was charged in a case relating to the Wagamon Camp. This camp was held in 2007 during his interrogation, Sattar told the agencies that the IM was formed in 2007. He also said that 40 persons had attended that camp and later they decided to break up into different groups and arrange terror strikes.

It was also decided that Kerala would remain the base camp and all plans would be executed from Bihar and both these states would not be targeted as the agencies would lead up to their main modules.

Senior officials say that for long they have had a hostile feedback from the local agencies of both the states. In Kerala the officials say that the political backing for such local modules was so strong that if they did try busting it there was a better chance of them being tripped over rather than the problem being solved.

For long the problem was faced in Bihar too. In this context one much recall that when Yasin Bhatkal was arrested in 2013, the agencies wanted the Bihar police to probe him first for setting up the module in Darbhanga. The result: They refused.

Malik has without a doubt been one of the most dreaded persons in the Valley and his crimes range from killing of Indian Air Force (IAF) officials, the genocide of Kashmiri pandits, just to name a few.

The case was registered for raising, receiving and collecting funds through various illegal means, including Hawala transactions, for funding separatist and terrorist activities in J&K and for causing disruption in the Valley by way of pelting stones on the security forces, burning schools, damaging public property and waging war against India, the probe agency said in the FIR.

Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat. He is periodically placed under house arrest so it looks like the govt is doing something. Once the heat is off they let him go....

Yasin Malik and ten others were chargesheeted by the Central Bureau of Investigation (CBI) under the Terrorist and Disruptive Act. The CBI named Yasin Malik as the main accused in both these cases.

The CBI moved the J&K high court seeking vacation of the stay and also shifting of the proceedings to Jammu. In 2009, the Srinagar bench had granted an interim stay of the trial before the special anti-terror court.

The HC held that the Srinagar bench had no jurisdiction to decide a case that is being tried in a Jammu special court. Justice Gita Mittal further held that the petitions filed by Malik and others at the Srinagar wing could not have been taken up for consideration. This particular case is one of the horrific crimes committed by Malik and the family awaits justice.

"I am hopeful I will get justice. The previous governments refused to give martyr status to my husband and treated killer Yasin Malik like Mahatma Gandhi. Pakistain must be crying over the conviction of Yasin Malik because he was their agent," late Squadron Leader Ravi Khanna's wife Nirmal Khanna told Times Now in an interview.

The JKLF is also responsible for illegal funnelling of funds for fomenting terrorism. The JKLF is actively involved in raising of funds and its distribution to Hurriyat cadres and stone-pelters to fuel unrest in Kashmir Valley as well as for subversive activities.

A total of 37 FIRs have been registered by the J&K Police against JKLF and two cases, including that of murder of IAF personnel, were registered by the CBI.

The organization was also involved in the kidnapping and killing of Ravindra Mhatre, an Indian diplomat posted the UK, in 1984. A week later, India executed Maqbool Bhat, a JKLF activist, who had been sentenced to death.

Investigations had revealed that all these funds were routed through a Delhi based Hawala operative. It was also found that Yasin Malik had received funding of 1 lakh US dollars and the money was being carried by a lady called Shazia. The NIA says that it is probing into all these angles.

We are looking at each case since the 1995 onwards and this will help us get a better picture of the entire racket, the officer further added. In March 2019, the Union Government banned the Malik led JKLF. The outfit banned for alleged promotion of secessionist activities in J&K.

[OneIndia] The National Investigation Agency has learnt that a Bangladeshi national who entered Assam illegally was trying to set up an Al Qaeda module in eastern India.

On Sunday, the NIA conducted raids at 11 locations in Barpeta and Bongaigaon districts of Assam in a case linked to a module of the Al Qaeda in the Sub-Continent (AQIS).

On the radar of the NIA was one Saiful Islam who had entered illegally into Assam. He was working as an Arabic teacher at the Dhakaliapara Masjid. Under the garb of working as an Arabic teacher, he was actively motivating the youth to join the outfit and work for the sleeper cells, the NIA learnt.

An Intelligence Bureau official tells OneIndia that they have been witnessing enhanced activity by the Bangladesh based terrorists. Their primary intention is to recruit, radicalise and try and destabilise the BJP government in the state.

With the BJO government assuming office for a second term, there are intelligence inputs suggesting that Jihadi forces are trying to destabilise the state. Over the past couple of weeks, both the state and central agencies have stepped up operations in the state to keep a check on such elements.

In recent times there have been several arrests of illegal immigrants colonists from Bangladesh who have entered the country through West Bengal and Assam. There have also been instances of bully boyz entering through Bengal and then making their way into Assam.

Back in 2012, the Intelligence Bureau had reported that the issue was catching up like wildfire in the states of West Bengal, Kerala, Telangana (then AP) and Karnataka. The report stated that there are all sorts of people. Many are here in search of a livelihood, but then there are many who indulge in illegal activities such as smuggling as drugs and sometimes arms.

They come into the country through West Bengal and gradually move into other parts of the country.

While touts and middlemen help them with documents, there are others who take advantage of their poor living conditions and lure them with money in order to carry out illegal activities.

[OneIndia] A woman identified as Hasina Akhtar from Baramulla was arrested after she was caught on camera hurling a bomb at a CRPF camp while wearing a burqa.

The police learnt that she had come in contact with the pro-Pakistain Asiya Andrabi who is already in jail for her role in a terror funding case. Hasina was already under the scanner for posting posters of the Lashkar-e-Tayiba in Handwara in 2021.

The arrest of Hasina only shows that terror groups which are facing immense heat from the security forces are recruiting women to carry out terror attacks, an official tells OneIndia.

to undertake acts of terror is not a new concept. In 2013 the Intelligence Bureau had warned that the Lashkar-e-Tayiba was training women forces of Evil to carry out strikes. An all woman terror module called the Dukhtareen-e-Tayiba had been launched in Pakistain and the inputs gathered by the Indian agencies suggested that these women could be used to launch attacks on Indian soil.

A similar wing of the Jamaat-ul-Mujahideen (Bangladesh) was also found. In these modules, women were asked specifically to prepare bombs. They would prepare the bombs in modules in Bengal and then transport them to Bangladesh.

The Dukhtareen-e-Tayiba floated by the Lashkar had trained around 70 women according to a report by the Intelligence Bureau. These women were being trained at Muzzafarabad and were all in the age group of 18 to 25.

The Dukhtareen-e-Tayiba, however, had roped in women only as fidayeens and none of them were being trained to be foot soldiers planting bombs. Each one of them were handpicked by the top brass of the Lashkar and trained.

Headed by Umi Ahmed the Dukhtareen-e-Tayiba has not been used to its full capacity as yet. This is a very key module for the Lashkar and it would be used first on a test basis on the border and later to launch strikes in India. For the Lashkar this is an important module and will give it the surprise element whenever it decides to launch it.

Hasina is part of the Laskhar's plans to further the women's module in Jammu and Kashmir. She is a 10 pass out from the Hanaifa School and had been arrested by the police in 2021. While in jail she had come in contact with Asiya Andrabi and after she came out on bail she worked as an over ground worker for the Lashkar-e-Tayiba.

"We have been noticing employing of women by terror group of late. Last year, two burka-clad women assisted forces of Evil in an attack on residential guard of a BJP worker in the outskirts of Srinagar city at Nowgam in which we lost one policeman. Some more such women are on police's radar and we have been handling with them professionally," Inspector General of Police Vijay Kumar told news agency PTI.

Entered India paying Rs 4k, got funding from Kolkata to set up MP module: JMB terrorists

[OneIndia] Earlier this week, the Madhya Pradesh ATS arrested four Lions of Islam of the Jamaat-ul-Mujahideen (Bangladesh) They were arrested in connection with the Bodhgaya blasts.

The arrested were identified as Fazhar Ali alias Mehmood (32), Mohammad Aqeel alias Ahmed (24), Zahooruddin alias Ibrahim (28) and Fazhar Zainul Abdeen alias Akram Al Hasan (25).

During the probe, the ATS learnt that three out of the four JMB operatives had paid middlemen Rs 4,000 to enter India. After entering India, they stayed at West Bengal and then moved to Assam and Uttar Pradesh before entering Madhya Pradesh.

Another angle that came to light was that they were receiving funds from Kolkata. While it is not clear where exactly in Kolkata the funds were coming from, an official tells OneIndia that they would probe this matter.

The police said that these persons were arrested from a building located near the Fatima Mosque in Bhopal. "These Lions of Islam were living as tenants in Bhopal and they were making a team of a remote-based sleeper cell to execute their terrorist activities. On the basis of inputs, a search operation was carried out and four Bangladeshi nationals have been arrested," the police said.

In recent times there have been several arrests of illegal immigrants colonists colonists from Bangladesh who have entered the country through West Bengal.

Back in 2012, the Intelligence Bureau had reported that the issue was catching up like wildfire in the states of West Bengal, Kerala, Telangana (then AP) and Karnataka. The report stated that there are all sorts of people. Many are here in search of a livelihood, but then there are many who indulge in illegal activities such as smuggling as drugs and sometimes arms.

They come into the country through West Bengal and gradually move into other parts of the country.

While touts and middlemen help them with documents, there are others who take advantage of their poor living conditions and lure them with money in order to carry out illegal activities.

Lions of Islam were convicted on December 10, the official said. Paigambar Sheikh, Ahmad Ali, Nur Alam Momin have been awarded life imprisonment, while Adil Sheikh, Dilwar Hossain, Abdul Karim, Mustafizur Rahman and Arif Hussain have been awarded 10 years rigorous imprisonment, the NIA official said.

The case was registered in February 2018 regarding planting of three IEDs in and around the Bodh Gaya temple complex premises, the official said. After investigation, a charge sheet was filed against three accused in September 2018.

A supplementary charge sheet against the remaining six accused was filed in January 2019, the NIA official said. The official added that further trial against one remaining charge-sheeted accused continues.

"Fake voter and Aadhaar cards have been seized from his possession. He is being interrogated. We are trying to find out how and when he entered into India," the official told PTI.

Several documents related to the terror group were seized from his possession, he added.
