  • TALIBAN EXPECTS SANCTIONS TO BE LIFTED AT UN GENERAL ASSEMBLY THIS WEEK – Bilal Karimi, a spokesman for the regime says the Islamic Emirate of Afghanistan (IEA) expects the UN to remove sanctions and to recognize the defacto regime based on its record of success over the past two years during this week’s meeting of the General Assembly in New York. No representative from Afghanistan has been invited to the meeting but there are rumors that some states may lobby on their behalf in the corridors between sessions. The topic of gender discrimination in Afghanistan is scheduled to be discussed but there were no indications that sanctions relief or recognition would be on the table. Even if it were, it does not appear likely that any real support would be forthcoming while the Taliban policies remain in place. Clearly, the Taliban brain trust believes that limited success against ISIS-K and incremental economic advances are enough to outweigh the draconian domestic policies they have instituted. Ultimately, this regime has been imposed on the people in an undemocratic transfer of power, is not ethnically/religiously/gender inclusive, and has relegated half of the population to a faceless existence. Even nations that are prone to overlooking such flaws will be loathe to support recognition.

  • KABUL-JALALABAD HIGHWAY STILL CLOSED, ALTERNATE ROUTE ESTABLISHED – The Taliban Ministry of Defense said it had opened an alternative route to Jalalabad from Kabul and was directing traffic that has been backed up for several days due to a landslide to use the new route. We are waiting on details about the new route and there are rumors that busses that normally make the daily runs between the two cities have instituted temporary price hikes for fees in order to offset the additional fuel required to negotiate the new detour.

  • AFGHAN COMMANDER IN SYRIA ARRESTED FOR COOPERATING WITH COALITION FORCES – An unidentified Afghan citizen who is reputedly a Commander of a militia in the Idlib Province of Syria was taken into custody along with 2 unidentified companions and stands accused of working for the Coalition forces. The Afghan Commander was arrested by the Hay'at Tahrir al-Sham (HTS) militia forces which have ties to al-Qaeda and evolved from the Nusra Front. It is not clear where the men are being held and what their disposition is.

  • BODY OF AFGHAN MINER DISCOVERED IN BALOCHISTAN – The body of a man identified only as Saifullah who was reportedly an Afghan coal miner working in the Duki District was discovered Sunday near the Malizai coal mine. The man’s body had been mutilated and his feet and hands had been tied behind his back. Authorities took the body to a hospital in Duki and an investigation has been launched.

Parwan: The Afghanistan Liberation Front (ALF) has claimed credit for an attack on a Taliban facility in Parwan that reportedly took place Sunday night. Sources said that 3 Tqliban were killed and 6 others wounded in the attack.
Bagram: An AFF strike team launched two operations in two separate locations in the province, claiming to have inflicted 5 casualties among the Taliban on Sunday night. The attack reportedly began at approximately 2030hrs local and continued for nearly an hour.

  • TALIBAN MOVES TO ERADICATE GULBUDDIN HIKMATYAR’S POLITICAL PARTY – Several reports on social media show Taliban security forces removing office equipment and forcing employees out of Hikmatyar’s political party offices. The Hizb-e-Islami party was blacklisted by the Ministry of Justice earlier in 2023 but the day-to-day operations had continued.

  • INDIA ANNOUNCES ESTABLISHMENT OF 1,000 SCHOLARSHIPS DESIGNATED FOR AFGHAN STUDENTS – The Indian Council for Cultural Relations announced a new initiative to offer 1,000 scholarships for both graduate and undergraduate students from Afghanistan. To be considered for the scholarships, applicants must:

    • Be Afghan nationals;

    • Have an age between 18 and 35 years as of July 1, 2023;

    • Possess adequate English language proficiency;

    • Meet the minimum academic qualifications required by the respective Indian Universities/Institutes for their chosen program or course.

    Applications will begin being accepted on 22 September 2023 and must be completed online through the iLearn Portal.

  • TALIBAN TO CRACK DOWN ON YOUTUBERS – A source in Kabul said that Taliban Ministers were alarmed at the recent spike in YouTube accounts that had been registered in Afghanistan over the past four months and intended to establish a procedure to regulate the accounts by mid-October. Many of the accounts have released content that is critical of the Taliban and subscriptions for some of the more popular channels have exceeded 100,000 people. The Taliban have been largely unsuccessful at controlling online social media activity and the source said that China has failed to provide assistance in this regard but things could change soon.

  • MINISTRY OF VICE AND VIRTUE HALTS SALE OF ‘THIN, TIGHT, SHORT’ CLOTHING IN BAMYAN – Shopkeepers in the Province received notification from the Provincial Vice and Virtue offices to remove any women’s clothing that was deemed to be ‘too revealing’. The Department has been ordering residents to stop wearing such clothing in public. It is not clear what penalties will be imposed for ignoring the new rules.

Laghman: An AFF offensive in the Garhran valley (Daulat Shah district) took place on Sunday evening. The Taliban guard post referred to as Shalom was hit by a strong force. 2 Taliban were reportedly killed and 4 others were wounded, Among the dead was said to be the local commander.

The RSF attacked the army’s headquarters in Khartoum on Sunday, following a significant assault on the military site the previous day, Saturday. Witnesses near the army general command reported hearing powerful explosions and observed smoke billowing into the sky.

Massive fires have engulfed vital government buildings, including the Ministry of Justice, the Tax Office, the Standards, Metrology, and Quality Organization, and the Nile Petroleum Company, all located in the heart of Khartoum.

The Sudanese army responded with heavy artillery fire targeting RSF positions in Khartoum, Khartoum Bahri, and south Omdurman. Additionally, army drones carried out strikes on RSF positions in the Riyadh, al-Mamoura, and al-Jarif neighbourhoods situated west and east of the Sudanese capital.

Ethiopia rubbishes Al-Shabaab claims that it killed 167 ENDF soldiers, ENDF sez up to 50 Shaboobs toes up

Æthiopia’s ambassador to Somalia Mukhtar Mohammed Waare told VOA Somali Service that the allegations by al-Shabaab were ’propaganda.’

"They can try to attack the Æthiopian army but they can’t even shoot at the Æthiopian defence forces for 10 minutes," the ambassador said.

Al-Shabaab said Sunday it killed 167 Æthiopian soldiers after they attacked their convoys in areas between Yeed and Wajid, while the other was targeted while travelling from El-Barde to Hudur.
The Al-Shabaab militants ambushed Ethiopian National Defense Forces [ENDF] stationed in Somalia, officials confirmed, in the latest onslaught which comes at the time the Horn of Africa nation is preoccupied with the war against the extremists in the country.

According to officials, the incident took place in Bakool, Southwestern part of the country, just days before the commencement of the second phase of operations against the group. The ambush, officials said, targeted two convoys of the Ethiopian military.

The attack, officials said, targeted the convoys traveling between Yeed and Wajid towns in the country as they moved from El Barde. Ethiopian troops have bases in Wajid and Huddur, some of the towns which are frequently under Al-Shabaab attacks.

At the time of the attack, sources said, local troops were accompanying the troops. Abdullahi Omar, the mayor of Huddur, told VOA that fighting started after the Al-Shabaab ambush in the region.

“The fighting started after the anti-peace elements attacked the Ethiopian and Somali military convoy moving towards Wajid and Huddur, starting off their attack with an explosion,” Mohamud said. “The troops have repulsed, and the situation is calm.”

Mohamud claimed the militants lost as many as 50 fighters. A senior government official confirmed the incident in confidence, noting that the militants targeted the troops who were clearing supply routes in the region following the Al-Shabaab blockade.

He said when that convoy left the town of Yeed on Saturday, it spent the night near the village of Booco, about 40 kilometers north of Wajid.

“At dawn, the convoy resumed its journey towards Wajid but was ambushed by al-Shabab,” he said.“We heard two vehicles were hit by explosions.” According to him, the fighting lasted for several hours before the militants were overpowered.

Meanwhile, Ethiopia’s ambassador to Somalia, Mukhtar Mohamed Ware told VOA he saw al-Shabab's claim on social media and described it as “propaganda.”

“They may try [to attack Ethiopian forces] but they cannot even fire for more than 10 minutes against Ethiopian defenses’ forces,” he said. “This is a professional army; it’s very well equipped, very well organized, it’s always hitting hard when it comes to al-Shabab, so this is a mere propaganda; it’s not more than a propaganda against Ethiopia and against Ethiopian defense forces.”

Azerbaijan shells Nagorno-Karabakh as hostilities with Armenia flare

Azerbaijan says it has launched an "anti-terrorist operation" targeting Armenian military positions in the Nagorno-Karabakh region and officials in the area are reported heavy artillery firing around its capital.

Armenian separatists in Nagorno-Karabakh say Azerbaijani forces are trying to advance into the disputed region and that its forces are "resisting" the push.

"The Azerbaijani Armed Forces are trying to advance into the depth of Artsakh," it says, using an Armenian name for Karabakh. "The Defence Forces continue to resist Azerbaijani’s offensive along the entire line of contact."

The Azerbaijani defense ministry announced the start of the operation hours after four soldiers and two civilians died in landmine explosions in the Nagorno-Karabakh region. The reports raised concerns that a full-scale war over the region could resume between Azerbaijan and Armenia, which fought heavily for six weeks in 2020.

Azerbaijan says "positions on the front line and in-depth, long-term firing points of the formations of Armenia’s armed forces, as well as combat assets and military facilities are incapacitated using high-precision weapons."

The Azerbaijani statement claims that "only legitimate military targets are being incapacitated."

But ethnic Armenian officials in Nagorno-Karabakh say in a statement that the region’s capital Stepanakert and other villages are "under intense shelling."

Unknown assailants kill a prominent NKN leader in Erbil

The source told Shafaq News Agency that armed persons forcefully entered the KNK headquarters in Erbil earlier in the day, where they targeted and killed Deniz Hevi, a high-ranking member of the party.

At the time of the assault, Hevi was reportedly alone in the building, the source said.

Deniz Hevi, well known as a figure of Kurdish opposition in The Sick Man of Europe Turkey, has been residing in Erbil, the capital city of Iraq's Kurdistan region, for years.

Arbat Airport's attack kills three anti-terrorism service members
[Shafaq News] The anti-terrorism apparatus of the Patriotic Union of Kurdistan (PUK) confirmed the aerial bombardment targeting Sulaymaniyah Agricultural Airport.

In an official statement, the agency reported that the attack by the "enemies" killed three anti-terrorism service members and injured three others.

The statement emphasized that a comprehensive investigation into this "terrorist act would commence." It pointed out that the incident occurred under the "observation of foreign agents and internal collaborators," vowing that those responsible for aiding in this act would be brought to justice.

Given the ongoing investigation, specific details surrounding the incident will remain confidential for now. The statement concluded.

A government source reported earlier on Monday that the Arbat Agricultural Airport, located 50km (30 miles) to the east of Sulaymaniyah, was targeted by an unidentified drone.

Explosive device injures senior Iraqi army officers in Diyala
[Shafaq News] An official security source reported on Monday that an bomb detonated, injuring two high-ranking officers in the Iraqi Army, with one of them suffering a foot amputation, in the mountainous region of Hamreen, east of Diyala Province.

The source informed Shafaq News Agency that a unit from the First Division of the Iraqi Army conducted an inspection operation within the Hamreen Mountains today.

During the operation, an bomb targeted the inspecting unit, resulting in injuries to a colonel and a brigadier general. The colonel had one of his feet amputated and was transported to a nearby hospital.

He is the director of intelligence for the First Division. The source also mentioned that a brigade general was injured as a result of the earth-shattering kaboom during the inspection operation.

Unidentified drone targets a Sulaymaniyah airport, casualties reported
[Shafaq News] An unidentified drone has targeted the Arbat Agricultural Airport southeast of Sulaymaniyah, a government source revealed on Monday.

The source told Shafaq News Agency that the airport, which primarily serves civil and agricultural sectors, was struck by a drone of unknown origin.

The incident has fostered escalating concerns as initial reports indicate the possibility of casualties in the aftermath of the attack.

In a parallel development, a medical official from Shar Hospital in Sulaymaniyah confirmed to Shafaq News Agency's correspondent that the healthcare facility promptly dispatched 10 ambulances to the incident site in response to incoming reports of potential casualties and injuries emanating from the targeted locale.

Constructed in 2005 to facilitate civil and agricultural services, the Arbat Agricultural Airport has been a central establishment in the Sulaymaniyah governorate, helping in the transportation and management of agricultural goods.

Senior PKK official killed in Turkish airstrike in Sinjar, KRI's Counter-terrorism reports

Iraqi intelligence agency dismantles ''dangerous'' terrorist network in Baghdad
[Shafaq News] The Iraqi National Intelligence Service has dismantled a "dangerous" terrorist network in a large-scale operation in Baghdad, an official statement said on Sunday.

The authorities have not yet disclosed further details about the individuals arrested or the broader network they were allegedly connected to.

Kurdish Security Council says arrested ISIS official in Makhmour

Zidan Khalifa Ahmad Matar (also known as Abu Laila) was emir of the group’s Saad Bin Abi Waqqas sector of the so-called Tigris state and was operating near Mount Qarachogh in Makhmour, the security council said in a video released on Facebook.

He was arrested on September 6.

Khalifa joined ISIS in 2014. He was responsible for a mortar detachment and participated in battles against Peshmerga forces in Makhmour, according to the KRSC. In 2017 he was put in charge of an ISIS checkpoint near Mount Qarachogh with instructions to carry out liquidations and abduct civilians for ransom.

Mount Qarachogh is located within an area where there is a security vacuum between the Kurdish Peshmerga and Iraqi federal forces. ISIS has taken advantage of the situation to harass local residents and carry out attacks. The federal budget passed earlier this year includes funds for joint Peshmerga-Iraq brigades to combat ISIS in these areas.

The plea agreement stipulated that Abu al-Qia'an, previously slated to run for Knesset in 2019 on Moshe Ya'alon's Telem list, would spend twelve months in prison.

"The accused pleaded guilty and was convicted of the offenses...of providing information to an enemy and contacting a foreign agent," read the statement from the district attorney. "Due to the accused's willingness to confess, and in light of the fact that the accused was at no point charged with the intention of compromising the security of the state...the parties reached an agreement under which the state will issue a prison sentence."

OTHER ACCUSED IRANIAN SPIES IN ISRAEL
An Iranian Jew was arrested by the Shin Bet (Israel Security Agency) on August 11 on suspicion of spying for Iranian security forces, the agency announced.

The suspected spy, who has relatives in Israel, was detained upon landing here and admitted that he had come to gather intelligence and take photos for Iranian security officials.

Before coming to Israel, the suspect met with Iranian security officials and received a tissue box intended for the disposal of camera equipment, phones, mobile chargers, and money.

The suspect was told that he would receive addresses to monitor in Israel from his Iranian operator. After the investigation was completed, the Iranian Jew was refused entry to Israel and boarded a plane to head back to Iran.

The arrest came just a few days after two Israeli women and a man were acquitted in the Jerusalem District Court of passing information and involvement with an alleged Iranian spy who contacted them through Facebook and WhatsApp.

Police: Palestinian attempts to stab officers at East Jerusalem checkpoint, is shot
[IsraelTimes] Suspect allegedly draws knife as he approaches Mazmuria checkpoint; Paleostinians carry out three shootings against IDF troops in West Bank

A Paleostinian man was shot by coppers after attempting to carry out a stabbing attack at a checkpoint near Jerusalem on Monday morning, law enforcement officials said.

According to police, the suspect, a 47-year-old from the Bethlehem area, approached the Mazmuria checkpoint near the Har Homa neighborhood of southern East Jerusalem, and aroused the suspicion of Border Police officers stationed there.

A police front man said the man was walking between cars as he approached the checkpoint from the direction of the West Bank, while one hand was behind his back.

Officers stationed at the checkpoint sought to question the Paleostinian man, who then drew a knife from behind his back and ran toward the forces, the front man said. A Border Police officer shot at him in response.

Police said the suspect was taken by medics to a nearby hospital for treatment. His condition was not immediately clear.

There were no other injuries in the incident.

Also on Monday morning, Paleostinian button men carried out three separate shooting attacks against Israeli forces in the West Bank, the military said.

In one of the attacks, an army patrol driving along the West Bank security barrier near the northern Israeli town of Meirav came under fire. The Israel Defense Forces said a military vehicle was damaged in the attack, but no soldiers were maimed.

In another attack, a Paleostinian gunman opened fire from the West Bank town of Dayr Sharaf toward a nearby army post, the IDF said.

The IDF said the post was hit by the gunfire, and no injuries were caused. Troops scanning the area for the suspect found several shell casings.

In a separate attack overnight, Paleostinian button men shot up the Salem checkpoint in the northern West Bank.

No injuries were caused in that attack either, and the IDF said troops found shell casings in the nearby Paleostinian village of Zububa.

During the past year, Paleostinian button men have repeatedly targeted army posts in the West Bank, as well as settlements and civilians on the road.

The attacks came with Israeli security forces are on high alert during the Jewish High Holidays season, amid a rise in warnings and intelligence tips about possible terror attacks.

Violence has surged across the region over the past year and a half, with a rise in Paleostinian shooting attacks against Israeli civilians and troops in the West Bank, near-nightly arrest raids by the military, and an uptick in Dire Revenge attacks by bad boy Jewish settlers against Paleostinians.

In response to the riot, the sole pedestrian crossing with the Gaza Strip — shuttered since Friday — would remain closed for at least another day, Israeli authorities announced Monday night.

The Israel Defense Forces said the rioters set fire to tires and detonated bombs on the security barrier.

Troops responded with crowd dispersal means and live fire in some cases.

The Hamas-run health ministry in the Gaza Strip said two Paleostinians were maimed by Israeli fire.

Hamas appears to have resumed regular violent mostly peaceful protests along the frontier, with an increasing number of riots in recent weeks.

On Friday, the IDF carried out a dronezap against a Hamas observation post in the Gaza Strip in response to renewed rioting along the border.

On Sunday night, Israel announced the temporary closure of the Erez border crossing with the Paleostinian enclave, in response to another riot.

According to the military’s liaison to the Paleostinians, the Erez Crossing would not reopen for Paleostinian workers on Monday morning, after it had been shuttered since Friday morning due to the Rosh Hashanah holiday.

The Coordinator of Government Activities in the Territories, known by its acronym COGAT, said Monday night that the crossing would not open on Tuesday morning either.

COGAT said the decision was made following an assessment of the situation by security officials and instructions by Defense Minister Yoav Gallant and IDF Chief of Staff Lt. Gen. Herzi Halevi.

The crossing may reopen on Wednesday morning following a fresh assessment on Tuesday.

The closure affects 17,000 Gazooks who have permits to enter Israel for work.

The recent riots have seen bombs being detonated on the security barrier and a handful of cases of gunfire toward Israeli troops. No IDF soldiers have been maimed.

Fourteen Turkish-backed fighters killed in separate Afrin clashes
[Rudaw] At least 14 Ottoman Turkish-backed fighters were killed and over a dozen injured during festivities between rival Ottoman Turkish-backed factions near Afrin in northern Syria, followed by festivities with Kurdish forces, a war monitor reported on Monday.

Forces backed by Ankara clashed in the eastern countryside of Aleppo on Monday morning, and the fighting was followed by a sneak operation of the Kurdish-backed Afrin Liberation Forces (HRE), the UK-based Syrian Observatory for Human Rights (SOHR) said.

The festivities resulted in the killing of at least 14 members of Ottoman Turkish-backed militias with the corpse count expected to rise, according to SOHR.

On Monday, SOHR said that at least seven members of the Ottoman Turkish-backed Faylaq al-Sham militia group were maimed after a military vehicle was targeted with a rocket-propelled grenade, allegedly coming from the areas under the influence of Kurdish forces and the Syrian regime in northern Aleppo countryside.

At least two members of the Kurdish Women’s Protection Units (YPJ) were killed and two others were maimed when a Ottoman Turkish drone targeted a vehicle near the northern Syrian city of Manbij on Friday.

Kurds have accused Turkey of taking advantage of recent festivities between some Arab tribes and the Syrian Democratic Forces (SDF) in the eastern province of Deir ez-Zor, using it as an opportunity to attack Kurdish-led forces in Manbij and other areas. Manbij is located at a key crossroads in northern Syria.

Turkey considers the People’s Protection Units (YPG) in Syria, the backbone of the US-backed SDF, as an offshoot of the Kurdistan Workers’ Party (PKK), an gang fighting for Kurdish rights in Turkey and designated a terrorist organization by Ankara.

Rojava Asayish says two members killed in Turkish drone strike
[Rudaw] The Internal Security Forces (Asayish) of northeast Syria (Rojava) announced that two of their members were killed as a result of a suspected Ottoman Turkish dronezap in Hasaka province on Sunday afternoon.

"The Ottoman Turkish occupation continues its barbaric aggression against our areas, as it targeted with a drone this afternoon a car belonging to our forces on the road linking the cities of Qamishli and Amuda, where two of our comrades were martyred," read a statement from the Asayish.

At least eight civilians, who came to the aid of the vehicle’s passengers, were also targeted by the Ottoman Turkish drone and maimed in the attack, the statement added.

The UK-based Syrian Observatory for Human Rights (SOHR) reported that at least four Asayish members were killed in the attack, including a commander.
