The Department of Justice told a federal court on Friday that it is conceding in the lawsuit brought by True the Vote, Inc., and will grant True the Vote 501(c)(3) status.... The Obama administration says that now that it has given up, the case is moot and should be dismissed. True the Vote disagrees.
I believe the term is "clearing the decks before action."

Now that the 2012 elections are done, and they have stunted the growth of the organization for the entire year beyond that, preventing them from getting legislative and legal changes this year that would take effect for 2014. So instead any chanes the can manage will not hit until AFTER the Dems corrupt the congressional elections next year.
