#3  It's all in the appropriations. Budget means nothing if all you get is the f'ing omnibus bill. Why bother with a representative republic if they're incapable of doing their fundamental job. Maybe, just maybe, you need to cut back your work load (and sticking your fingers into everything) to a point where you can actually do the job.
