We are talking about significant amounts - tens of billions of dollars for the budget and Fast Recovery. But the potential of democratic countries is much greater than the current needs. Thus, the alarm will be somewhat longer."

19:51 Yermak called today's Ramstein meeting historic for Ukraine, as decisions are being made to close the sky.

19:27 In the Kherson region, 75 settlements have already been liberated from Russian invaders, Yaroslav Yanushevich, the head of the Kherson OVA, said on the air of Suspіlny. According to him, in October alone, the Armed Forces of Ukraine returned 29 settlements under their control. At the same time, Yanushevich stressed that now it is necessary to maintain informational silence, but "to wait for good news every day."

19:24 If Russia uses nuclear weapons, it will "almost certainly entail a physical response" from Ukraine's allies or the entire NATO, Reuters writes, citing an official from the alliance. Poland and Germany have already announced their readiness to perform these functions.

17:38 The Russian military attacked the Vinnytsia region with two kamikaze drones, the air defense forces destroyed both attack drones, said the head of the OVA, Sergei Borzov.

17:30 Canada announced a new aid package to Ukraine for 47 million euros, which will include, in particular, 500,000 units of winter military clothing, artillery shells in the amount of $15.2 million, provision of satellite communications in the amount of $2 million.

17:24 The Ukrainian authorities were preparing for a possible shelling of important infrastructure facilities by Russia and were working out a plan of action for this case, Shmygal said: "The necessary backup equipment has been purchased, and now the State Emergency Service, if necessary, provides socially important facilities with mobile power plants in cities where there is still no electricity" . According to the prime minister, Ukraine has not requested emergency assistance from its European neighbors, there is no shortage of capacity, just repair work is underway.

At the same time, Shmyhal stressed that Ukrainians should be prepared for temporary power outages: "This is a military reality. Where necessary, in order to avoid overloading energy networks, the lights are turned off according to the schedule. We ask everyone to treat this situation with understanding."

16:27 The German Ministry of Defense announced that in the next few weeks Ukraine will receive additional MARS II multiple launch rocket systems and PzH 2000 artillery mounts. The agency did not name the exact number.

16:25 Shmyhal once again appealed to the Ukrainians with a request to reduce electricity consumption in the evening. According to him, over the previous two evenings, the total savings amounted to 10%, and in order to avoid planned outages, it is necessary to achieve a conscious reduction in electricity consumption from 17:00 to 22:00 in Ukraine as a whole by 25%. The prime minister also urged businesses to join the conscious consumption and turn off outdoor illuminated electrical advertising and other energy-consuming devices during the specified period.

16:17 The Ukrainian military, with the help of weapons received from the West, changed the dynamics of the war, Pentagon chief Lloyd Austin said during the opening of the Ramstein-6 meeting: “Putin is trying to mobilize more forces and declare that the sovereign territories of Ukraine belong to Russia. He is attacking civilian targets and infrastructure in Ukrainian cities. He uses irresponsible threats and rhetoric."

16:08 The head of the Zaporozhye OVA, Oleksandr Starukh, said that the Defense Forces of the Zaporozhye Territory had created mobile and stationary units to combat kamikaze drones, so during their attack on public infrastructure, small arms and anti-aircraft installations could be fired - like outside the city, as well as within it. Residents are asked not to worry too much about the sounds of machine-gun fire and anti-aircraft guns.

15:36 Today, from 8:00, Ukraine consumes 6% more electricity than yesterday, so Ukrenergo was forced to apply consumer restrictions in Kiev and the Kiev region, Chernihiv, Cherkasy, Zhytomyr, Kharkiv and Sumy regions, the company said. The main reason for the restrictions is the need to reduce the load on the main networks so that repairmen have time to repair equipment damaged by rocket attacks. The more consumption, the more restrictions there will be.

Ukrenergo asks Ukrainians to voluntarily reduce electricity consumption in the morning from 8:00 to 11:00 and in the evening from 17:00 to 23:00. The lowest level of electricity consumption is at night, so it is then that it is better to use heaters, washing machines, turn on boilers, dishwashers and other energy-consuming appliances. During the day, it is advisable not to turn on several powerful electrical appliances at the same time, and in the morning and especially in the evening, minimize the use of electricity.

15:27 The European Investment Bank transferred an additional 550 million euros to Ukraine to restore the energy infrastructure, Shmyhal said.

14:54 In Kiev, rescuers will cut locks from shelters if balance holders do not open them during an air raid, the Kyiv City State Administration said. Balance holders must provide the population with access to civil protection shelters around the clock in case of air threat signals.

14:29 Three IRIS-T air defense systems promised by Germany will be delivered to Ukraine next year, German Defense Minister Christine Lambrecht said. She also confirmed that one IRIS-T has already been delivered to Ukraine.

14:17 Putin said that Russia is ready to supply energy resources to Europe, including the current autumn-winter, "the ball is on their side": "If they want, let them just open the tap and that's it." He also said that it is possible to repair the Nord Stream lines, but it will only make sense if they continue to operate and ensure safety. Putin called the Nord Stream explosions "an act of international terrorism."

13:52 Speaker of the Odesa OVA Sergey Bratchuk is convinced that there will be no second front from the side of the so-called Transnistria, and if the Russians decide on this, Ukraine will give a worthy rebuff.

13:38 Anti-aircraft missile units of the Air Force of the Armed Forces of Ukraine this morning in 18 minutes (from 8:40 to 8:58) destroyed at least four enemy attack helicopters (probably Ka-52) that were providing fire support to the ground occupation forces in the southern direction. According to preliminary data, one helicopter fell on the territory liberated from the invaders, the rest - behind the front line. Combat work was carried out on two more helicopters, so it is likely that the number of confirmed downed helicopters will increase, the Air Force said.

13:31 The Russians brought Iranian instructors to the territory of the Kherson region and Crimea to launch the Shahed-136 kamikaze drones, the National Resistance Center under the Special Operations Forces of the Armed Forces of Ukraine reports. According to the Center, the Iranians are based in the settlements of Zhelezny Port, Gladovtsy in the Kherson region and in Dzhankoy. They teach Russians how to use drones and directly control the launch of UAVs at Ukrainian facilities in the rear - in particular, in Nikolaev and Odessa.

13:18 In Lviv, after the shelling, water and electricity supply has been completely restored, public transport also runs as usual, the city council said.

13:10 In Melitopol, the Russians, by coercion and deceit, collect the blood of local residents for the wounded occupiers. According to Mayor Ivan Fedorov, they are forcing collaborators - employees of the public sector and housing and communal services to donate blood without fail. In addition, every day, almost every pole posts announcements about the need to donate blood, supposedly for the needs of women in labor and cancer patients. However, given that refrigerators with the bodies of liquidated Russians and the wounded are constantly brought to Melitopol, it becomes clear which "sick" people need blood for, Fedorov stressed.

13:03 The Russians fired artillery from their territory on infrastructure facilities in the Sumy region. In Sumy and Shostka districts - an emergency power outage, said the head of the OVA Dmitry Zhivitsky.

12:57 In the morning, the Russians hit the energy infrastructure in the Kamensky district of the Dnipropetrovsk region - there is a strong fire and destruction, said the head of the OVA Valentin Reznichenko and urged residents of the region to save electricity wherever possible.

12:55 Stoltenberg said that military supplies to Ukraine will now focus on air defense systems. The Secretary General called on NATO countries to provide Ukraine with more such systems: "We need different types of air defense systems - short-range, long-range, air defense systems against ballistic missiles, cruise missiles, drones."

12:47 As a result of the morning shelling of Avdiivka, at least seven people were killed, eight were injured. The Russians struck at the central market, where at that time there were many people, said the head of the OVA, Pavel Kirilenko.

12:39 If Ukraine loses, Russia will dominate Europe and impose its values on it, Podolyak said in an interview with Le Figaro. According to him, the only way to win the war unleashed by the Russian Federation is to stop being afraid of Russia and multiply Ukraine's tactical victories.

12:35 Peskov spoke about Putin's negotiations with the UAE President: they discussed Ukraine, the UAE plays an important role in the exchange of prisoners, President Al Nahyan informed Putin about the position of the Ukrainian side, Moscow expressed interest in continuing Abu Dhabi's mediation efforts.

12:24 "The head" of the occupied Zaporozhye region Yevgeny Balitsky said that a security zone around the ZNPP cannot be created until the front line is pushed back at least 100 km, "otherwise it is not safe."

12:20 In Ternopil, after recent shelling, emergency power outages began, Mayor Sergei Nadal said. According to him, the city is cut off from power plants and receives electricity from backup transformer substations. This is the reason for spontaneous outages that cannot be calculated according to the schedule.

12:17 Lavrov's statements that Moscow is ready for negotiations with the West are "postering," State Department spokesman Ned Price said. He recalled that Lavrov made this statement a few hours after Russia's massive missile strike on Ukraine: "Playgrounds and schools, apartment buildings, roads, bridges, thermal infrastructure were hit. When you evaluate these comments, you must take this context into account. And I think when you take that context into account, it tells you everything you need to know about the Russian position and Russia's posturing. We see it as posturing."

12:15 The enemy is using chemical hand grenades, the General Staff of the Armed Forces of Ukraine reported. Thus, units of the Defense Forces of Ukraine in the Zaporozhye region, using electronic warfare, neutralized an enemy unmanned aerial vehicle that carried a K-51 tear gas grenade.

12:06 British intelligence believes that Russia is not capable of inflicting significant damage with Iranian Shahed-136 drones. The Russian Federation has been using Iranian UAVs since at least August. These drones are slow and fly at low altitudes, making them easy to spot. Despite a claimed range of 2,500 km, the Shahed-136 only carries small explosives.

It is unlikely that this drone is capable of satisfactorily performing the deep-strike function for which Russia was likely seeking to use it, analysts say. Since Russian aircraft have limited influence, the lack of an operational-level strike capability is probably one of the most significant gaps in Russia's capabilities in Ukraine.

11:54 The SBU exposed the metropolitan of one of the dioceses of the UOC-MP in the Vinnytsia region, who justified the aggression of the Russian Federation and incited sectarian strife among believers. The investigation found that even after the start of a full-scale invasion of Ukraine by the occupying forces, the clergyman supported the Kremlin's policy and approved of the actions of the Russian Federation. The Metropolitan on his own Internet resource posted publications containing calls for inciting interfaith hatred.

11:36 In the Luhansk region, the Armed Forces of Ukraine are gradually moving forward, meanwhile the invaders are building a multi-layered defense line - they have mined the entire first section of the front line, said the head of the OVA Serhiy Gaidai. According to him, the Ukrainian military has already encountered the first wave of mobilized Russians - these are people of civilian professions, some served in the army. Gaidai also said that the Russians, under the guise of finding Ukrainian DRGs, are looking for their own deserters.

In the region, people leave the occupied cities for the countryside, where they occupy empty houses in order to spend the winter warm.

11:17 This morning, as a result of rocket attacks by Russian troops, the Dneprovskaya substation in the Dnipropetrovsk region was damaged. As a result, the ZNPP-Dneprovskaya 750 kV communication line was switched off in an emergency, and the Zaporizhzhya NPP turned out to be completely de-energized. The diesel generators were switched on automatically. Energoatom reported that it had prepared and sent another batch of diesel fuel to ZNPP, but as of 10:00 the Russian side did not let the convoy of the company's cars through.

10:43 Ukraine will receive 16 Zuzana self-propelled guns. According to the Federal Government of Germany, Germany, together with Denmark and Norway, will also provide Ukraine with 130 heating systems, 36 ambulances, 100,000 first aid kits, 405,000 dry rations and more.

10:39 DTEK reported that by order of Ukrenergo, due to a shortage of power, electricity supply to all three lines in Kiev and the region will be temporarily limited.

10:36 The FSB announced that it allegedly stopped the terrorist attacks with the Igla MANPADS, which were being prepared by Ukraine in the Moscow region, detained an "SBU agent" - a citizen of Ukraine born in 1972. According to "operational data", a man in a hiding place equipped in a car allegedly transported the Igla complex to Russia from Kyiv through Estonia in order to prepare terrorist attacks.

10:27 Russia is seizing ammunition and other materiel from Belarusian warehouse bases - this is incompatible with creating conditions for a large-scale Russian or Belarusian ground attack on Ukraine from Belarus, ISW analysts say. In their opinion, the movement of Belarusian equipment and supplies to the Crimea and the Rostov region indicate that Russian forces are less confident in the security of Russian land lines passing through the northern and western Lugansk region, given the Ukrainian counteroffensive.

10:12 Andrey Yusov, a representative of the press service of the Main Intelligence Directorate of the Ministry of Defense, commented to Suspilny on the “accusations” of the FSB of blowing up the Crimean bridge: “All the activities of the FSB and the Investigative Committee are nonsense. These are fake structures that serve the Putin regime, so we definitely won’t comment on their next statements. It's amazing that no business card has yet been found in the area of the Crimean bridge."

09:46 The mayor of Khmelnytsky Alexander Simchishin announced an emergency power outage for most consumers. Also, the water supply will be limited for an hour. Electric transport does not work. The head of the OVA, Sergei Gamaly, noted that an accident had occurred at energy facilities.

09:21 The FSB announced that it allegedly stopped the preparation by the Ukrainian special services of a "sabotage and terrorist act" at one of the transport and logistics terminals in Bryansk. A citizen of Ukraine, who allegedly arrived from Kyiv in transit through Estonia on the instructions of the SBU, was detained, an explosive device was seized.

09:15 The American Institute for the Study of War (ISW) believes that Russia will not be able to wage war in Ukraine according to the Syrian scenario with carpet bombing, because it is not able to gain an advantage in the air. ISW notes that Russian air operations in Syria would be completely different if they were carried out in a more complex air defense environment, as is happening in Ukraine.

It is highly unlikely that Sergei Surovikin's role as commander of the occupying forces will entail a fundamental change in Russian air and missile operations in Ukraine as long as Western allies continue to supply air defense systems to Kyiv, analysts say.

The main goal of the massive shelling on October 10 in ISW is an attempt to restore the public image of the Russian Defense Ministry. The attack was planned even before the appointment of Surovikin, and he could have been appointed precisely in order to revive the position of the Russian Defense Ministry after failures at the front.

09:11 The Bulgarian government said they rule out the possibility that a truck visited Bulgaria, which probably exploded on the Kerch bridge. The country's intelligence service conducted its own investigation, as a result of which the government stated that "in no case will it allow the name of the country to be associated with any involvement" in the explosion.

09:07 In the morning over Nikolayevshchina by forces and means of air defense of air command of Pivden nine enemy kamikaze drones Shahed-136 are shot down.

08:58 In the Donetsk region over the past day, as a result of enemy shelling, six civilians were killed - four in Liman and two in Terny. Another person was injured, Pavel Kirilenko, head of the OVA, said.

08:55 During the night, the enemy shelled the Nikopol region seven times from Gradov and heavy artillery. In Nikopol, one of 100 shells hit a private house directly - three people were seriously injured, including a six-year-old child, said the head of the OVA, Valentin Reznichenko.

08:51 The FSB, together with the Investigative Committee of the Russian Federation, "established" that the organizer of the terrorist attack on the Crimean bridge was allegedly "the Main Intelligence Directorate of the Ministry of Defense of Ukraine, its head Kirill Budanov, employees and agents." According to the Russian investigation, the explosive device was camouflaged in rolls with polyethylene film on 22 pallets with a total weight of over 22 tons, and was sent from the port of Odessa to Bulgarian Ruse in early August. Citizens of Ukraine, Georgia and one citizen of Armenia were involved in the shipment of the cargo.

As part of the criminal case on the explosion on the Crimean bridge, five citizens of Russia, three citizens of Ukraine and Armenia were detained. Control over the movement of cargo, which was blown up on the Crimean bridge, was carried out along the entire route by an employee of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, who introduced himself to the participants in the scheme as "Ivan Ivanovich". For coordination, he used a virtual anonymous number purchased on the Internet, the FSB said.

08:35 Russian media write that in Melitopol, at the main entrance to the Riga market, an explosive device with striking elements went off, no one was injured.

08:02 Over the past day, units of the Defense Forces repelled the attacks of the invaders in the areas of the settlements of Nikolaevka, Soledar, Bakhmutskoye, Bakhmut, Mayorsk, Pervomayskoye and Krasnogorovka, the General Staff said in the morning report .

07:56 The Russians fired seven S-300 missiles at Zaporozhye and its suburbs at night. Two rockets hit one of the districts of the regional center, there were no serious damage. Five more rockets flew into the suburbs: three of them caused destruction in one of the villages close to Zaporozhye - a residential building was partially destroyed, rescuers got three people out of the rubble, there were no victims. Two more rockets landed in a field near another village, OVA head Oleksandr Starukh said.

05:50 The Armed Forces of Ukraine have consolidated their success in the liberation of Novovasylivka, Novohryhorivka, Novaya Kamenka, Trifonovka and Krasnoy in the Beryslavsky district of the Kherson region. Social and critical infrastructure is being restored there, OK Pivden reported.

04:34 Biden said that Putin "completely miscalculated" when he decided to invade Ukraine. He also stressed that he sees no point in meeting with Putin and will not negotiate with Russia to keep any part of Ukraine under its control. According to Biden, Putin is unlikely to use nuclear weapons.

02:57 The transfer of air defense systems by the West marked the beginning of a new era of air defense for Ukraine, Reznikov said: "A new era of air defense has begun in Ukraine. IRIS-T from Germany is already here. American NASAMS are approaching. This is just the beginning. And we need more." According to the minister, the moral duty of official Kyiv and the Armed Forces of Ukraine is to close the sky over Ukraine "in order to save our people."

00:40 In the UK, they believe that the forces of the Russian army are depleted, and the recent mobilization shows signs of desperation. According to the British intelligence services, the Russian command understands the deplorable state of their military machine, and the Russians are beginning to realize that Putin's decision to invade Ukraine was a mistake. More details - in the material The Russian Army is exhausted .

00:02 Four additional HIMARS systems have arrived in Ukraine, Reznikov said. According to him, this is "great news" on the eve of the Ramstein-6 meeting, in which he will take part on October 12.
