e.g.,
in the case of the Saudi oil fields hit, Iran denied that they did it and claimed their Yemen proxies did it.

#1  ..usually they use proxies in Iraq to shoot missiles for them since the Bush II era. Maybe no one in Iraq was available to answer the phone.
